President’s Message
T
his is the time of year when we look
forward to another great summer on Loon Lake.
We will soon see family, friends and
neighbors returning to the Lake.
The primary mission of the LLPDA is the
preservation and protection of Loon Lake. The
Loon Lake Park District Board of Directors,
Invasive management program committee and
event planners have been hard at work during
the winter and many of their efforts are noted
in our event calendar.
The LLPDA invasive management program
committee met with various contractors,
contacted multiple contractor references and
spoke with NYS. I am very pleased to announce
that after many discussions, the Chester Town
Board and Warren County has returned our
invasive management program funding to a
level which is equal to what we received in 2015.
This 2017 invasive management budget is 80%
higher than what was allotted in 2016.
The committee is also, pleased to announce
that we have selected Aqualogic as our invasive
management contactor for 2017. Aqualogic
has a location in Thurman, NY and uses a new
harvesting process that is known as DASH
(Diver Assisted Suction Harvesting). The
DASH process enables Aqualogic to harvest an
increased amount of Eurasian Milfoil per diver
hour and is approved by the Adirondack Park
Agency. Because of the added funding you will
see Aqualogic on our lake starting in May for up
to 18 weeks.
I am very optimistic that we will see a
significant reduction of invasives by the end of
the upcoming summer.
Our boat inspection program will again
continue at the Town launch and will be
supported by Paul Smith’s College. You will
also see Jim and Nancy Fregoe on the Lake
taking water samples. The water samples are
sent to Paul Smith’s college and they forward
the results to us which can be found on the
LLPDA web site. We have included a copy of
the Town of Chester Boating regulations in the
News Letter. Please ask your family and guests
to review the regulation so we can all have a safe
and enjoyable summer.
I look forward to seeing everyone at our
Annual Meeting July 9th, and hope everyone has
a great summer.

2017 Annual Meeting Notification - July 9th
The Board of Directors encourages all members to attend the 2017 Annual Meeting on
Sunday Morning, July 9th in the Auditorium at the Town Municipal Center. You are also
invited to an informal social with refreshments starting at 9:30 am, just prior to the meeting.
The meeting will start promptly at 10:00 am. Business to be transacted will include the
President and Treasurers reports, update on the progress in preventing and removing
invasive species, committee reports and other lake matters.

he LLPDA is happy to announce a new contract for milfoil
removal, with Aqualogic. Aqualogic is a small family owned
business that has pioneered Diver Hand Harvesting, Diver
Assisted Suction Harvesting (DASH) invasive species removal.
This system allows a single tender to manage the flow of
harvested vegetation and monitor the diver’s location. The Dash
unit provides air to the divers, mitigates milfoil fragmentation
and uses a vacuum milfoil collection system. The divers will pull
the milfoil and then put the plants into a vacuum tube, sending
the plant to the boat and eliminating the tedious bag harvest.
This allows more bottom time for the divers and much more
efficient and greater plant harvests.
We have contracted up to 18 weeks of work with Aqualogic.
The very exciting efficiency of the DASH system, coupled with
the longer harvest time, promises great gains in our struggles
with milfoil. Yields have been shown to be up to 10 times greater
than without the DASH
system. You will see the
Aqualogic team on Loon
Lake almost every week day
for the entire summer. The

excited to tell you about the
system and welcome visits
by non motorized vehicles.

this event. Join the great sailing armada, parading
around Loon Lake. Note that we have a “rain /
no wind date” of 5 July. Refreshments provided.

open, 8AM to 5:30PM Monday
thru Saturday and 9AM to 5PM
Sundays. Please remember the
launch is strictly only to be used
during business hours. In addition,
we find many items each year lost
on the lake. These include swim
platforms, boats, kayaks, paddle
boards, etc. Please mark your “stuff ” so that it can be identified
and returned.

r. Dave Cavanagh will continue as Lake Constable. Expect
to see him on the lake for many more weeks this summer. Dave,
retired from the Warren County Sheriff ’s Department after 26
years and is currently a Court Officer and Constable for the
Town of Chester. Should you have any questions or wish to
discuss any non-emergency boating safety issues, please contact
our Town Supervisor, Mr. Craig Leggett at 518-275-5484.
Remember to carry your boat registration and your boating
license (if required).
Note that the maximum speed limit on
Loon Lake is 45 mph, however it is 5 mph
for PWC’s within 200’ of the shoreline and
5 mph for all other watercraft within 100’
of the shoreline or any object. When you
leave the dock or shore maintain 5 MPH
until well away and stay slow when near other docks, boats or
when in narrow parts of the lake.

Magical Loon Lake Boat Parade
The boat parade is a summer highlight on Loon Lake.
Participating is fun, easy and whimsical. To join the fun, show up
in your boat on 29 July 2017, 4PM at the Loon Lake Marina. To
decorate or not decorate - that is the question. The truth is that
it doesn’t matter, but you and the kids can have a ball by letting
your imaginations run wild. We will motor counterclockwise
around the lake and encourage everyone to participate either
in the parade or on shore cheering the precession. A special
thanks to the Vogel Family for organizing this magical event.

TOWN SUPERVISOR
C
raig Leggett, our new Town
Supervisor has jumped into Loon
Lake (figuratively and literally) with
both feet. Under his leadership, we
have renewed the funding levels
required for milfoil removal and lake
health. Craig is a steadfast ally with
the LLPDA and fully appreciates
the symbiotic relationship between
Loon Lake and Chestertown.
Leggett said he intends “to keep
the Town of Chester engaged at the
county and regional level with an eye for opportunities that can
benefit us. That includes working with our neighboring towns
on projects that can leverage our unique assets and create a
stronger local economy that meets the needs of residents of all
ages.”

On July 1st, John MacMillen and Howard
Kennedy host at the public beach, the annual
world famous LOON LAKE FISHING DERBY.
Sign-up is at 9 a.m. and the event is open to
all children up to 16 years of age. Our
outstanding Chefs, Nancy and Jim Fregoe, are providing free
hot dogs, soda and chips for all attendees. The competition
ends at noon and prizes will be awarded in various categories.

This true family outing culminates in a wonderful
panoramic view of Lake George. Ages 4 and up
with family members are welcome. This short
hike is one of the best is the area and provides lots of bang for

HEALTHY LAKE
We thank our volunteers and urgently request both full and
part time residents to not only join the Loon Lake Park District
Association (LLPDA), but to volunteer! Our many groups work
throughout the year to access, monitor, maintain and improve
the lake health. This along with Lake Safety is the primary
mission of the LLPDA.
Our volunteers and many professionals continue to test our
water quality. Under the direction of Jim and Nancy Fregoe,
multiple samples are taken during the summer and sent for
testing. The testing allows us to baseline our lake health and
understand the trends affecting it. The Adirondack Lake
Assessment Program 2016 Report classifies Loon Lake as an
oligotrophic water body which has high transparency. Loon
Lakes’ average transparency depth, as well as total phosphorus
and chlorophyll-concentrations, are good and unchanged
to the values observed in the early 2000’s. The lake is alkaline
indicating that we don’t have a problem with acid rain but is
highly influenced by the lake being surrounded by 32.6 km of
roads in the watershed. The chloride concentration of Loon Lake
is greater than 88% of participating lakes. We can do our part to
prevent contaminants that flow from properties surrounding the
lake. Create plant buffers, use native plants, don’t remove trees
and vegetation from shore areas, use proper septic maintenance
and moderate the use of non-phosphorus fertilizers and weed
killers. The bottom line is that our lake is chemically healthy,
could use a little less salt (couldn’t we all) and continues to need
our care.
On a much more negative note, our lake has an enormous
milfoil (invasive species) problem. Without intervention, we
could easily lose our lake to this aggressive infestation. The
LLPDA officers are working with the Adirondack Park Agency,
the County and Town (See the President’s, Supervisor’s and
DASH articles). This is a life and death struggle for Loon Lake.
Using a multi pronged approach we not only access, educate
and fund, but prevent milfoil and other invasives from coming
into and leaving Loon Lake. Our launch inspection and cleaning
station is a state of the art facility. Run by Nick Bonavita, Lynn

Douglas and Rich Konig, our station is the frontline in our battle
to prevent the spread of invasives. Clean your water craft before
it comes into our lake.
The new DASH program is to be the mainstay in our efforts to
clean our lake of milfoil and other invasives (See DASH article).
This program is possible because your LLPDA volunteers,
rehearsed, lobbied and worked with numerous agencies to get
this program funded and contracted.
As noted, part of being a healthy lake is the well being of people
on it. The safety portion of the LLPDA mission, is evidenced by
the programs, volunteers and professionals working our Boater
Safety courses, our Constable and our Buoy Brigade. Every spring
buoys magically appear marking boating obstacles and every fall
they leave the lake, are cleaned and stored. This again, is done
by volunteers! Thank you, Brian Bosan, Nick Capobianco and
Patrick Reed for taking up the buoy challenge this year. Until
this year the average age of the buoy brigade was well into the
60’s, and it is a relief having this demanding job accomplished
by younger folks.
With your help and support, the future of Loon Lake is
bright. We must maintain and improve our lake’s health, not
only for ourselves but for our kids. Young or old, we need you as
members and your involvement as volunteers.

GOLF TOURNAMENT
Our “best ball” tournament is always a huge success with a
full complement of 144 golfers. Not only do we have fun, but
we raise several thousand dollars each year for local Town of
Chester scholarships and charities. As in prior years only the
first 144 PAID golfers will be included. PLEASE SEND YOUR
REGISTRATION AND CHECK AS SOON AS POSSIBLE.
DETAILS: The tournament is Friday, August 11, 2017 at
Cronin’s Golf Resort. PLAYERS MUST ARRIVE BY 8:00 AM
for check in and an 8:30 AM shotgun start. Cost is $75.00 PER
PERSON ($70.00 IF PAID BEFORE AUGUST 1st). Cronin’s
members can deduct $15.00, Cart Members deduct $25.00. Fee
includes green fees, cart, beverages on the course, lunch, golf
