Utah Youth Soccer Policies & Procedures Specific to Utah Youth Soccer Games For Referees Registration Must be certified & registered with US Soccer for the current calendar year Registered as a Referee on UYSA’s Game management system (Affinity) to record and file game reports. Must be registered with RefPay to get paid Professionalism Be at the field and ready 30 minutes prior to game time Check in Players 15 minutes prior to kick off, make sure all players and coaches are listed on Rosters Start the game on time Officiating Teams The U-9 division - one referee only. All U10 and above games will be officiated using the Diagonal System of control (3- man system) 3 Certified Referees (1 Referee & 2 Assistant Referees) Officiating Teams If one or more certified referees is not present, use the following order: 2 Certified Referees (1 Referee, 1 AR & 1 Club Linesman) 1 Certified Referee with 2 Club Linesmen 1 Certified Referee with 1 Club Linesmen 1 Certified Referee with no Club Linesmen Officiating Teams NO dual system of control!!! ( i.e. two center referees or two-man system ) If you do, teams can protest the game. There is no USSOCCER liability coverage if you referee using the dual system of control. Just Don’t Do It! Law 1 - Field of Play Within 15 minutes after the scheduled time of the game, the field must have nets on both goals, have corner flags in all four corners and properly marked lines. Failure to have properly sized marked fields and goals, and nets and corner flags must result in the field non-compliance being reported in the match report. (See Following Procedure) Field of Play Non-Compliance Procedure If there is a field issue: The concerned coach will inform the referee about noncompliance of UYSA rules. The referee will advise the home field coach about the issue and provide an opportunity to fix it, if possible. If not, game should still be played Both coaches must sign the signature line on the bottom of the Game Day Roster and identify the noncompliance Referee starts the match, keeps the roster, and includes the non-compliance in the match report indicating that both coaches signed the roster Law 1- Field of Play Field Dimensions U9 Width: 35 yards - 45 yards. Length 50 yards - 60 yards. U10 and U11 Width 45 yards - 55 yards. Length 70 yards - 80 yards U12 and U13 Width 55 yards - 70 yards. Length 90 yards - 110 yards. U14 thru U19 Width 60 yards - 80 yards. Length 100 yards - 120 yards. Law 1- Field of Play Goal Dimensions U-9 Min: 6 feet high by 18 feet wide (6’ X 18’) Max: 7 feet high by 21 feet wide (7’ X 21’) U-10 Min: 6 feet high by 18 feet wide (6’ X 18’) Max: 7 feet high by 21 feet wide (7’ X 21’) U-11 7 feet high by 21 feet wide (7’ X 21’) U12 & Up 8 feet high by 8 yards wide (8’ X 24’) Law 2 - The Ball U9 thru U12 = Size 4 U13 thru U19 = Size 5 Law 3 - # of Players U9: 6v6 ( 5 field players and a goalie,) min # to play 5 U10 & U11: 8v8 ( 7 field players and a goalie,) min # to play 7 U12 & up: 11v11 (10 field players and a goalie) min # to play 7 (In a division where two age groups are combined, the referee will adhere to the rules for the older age group) Law 7 - Duration of the Match U9/10 : 25 min halves U11/12: 30 min halves U13/14: 35 min halves U15/16: 40 min halves U17/18: 45 min halves (5 minute half-time - all age groups) Law 4 - Player’s Equipment Home = DARK Away = LIGHT The home team should be in their dark colors (jerseys only) The away team must be in their lighter colors (jerseys only) The two teams must wear colors that distinguish them from each other (jerseys and socks ) If there is a conflict with colors the home team shall change (jerseys or socks) Law 4 - Player’s Equipment Players must wear the same color sock on both feet. Tape should be the same color as the sock Team colors will be listed on the Game Day Roster No Jewelry / Not even if taped Game Day Rosters Each Team must bring at least one (1) copy of the Team’s roster to the game to be provided to the referee Rosters must be submitted by 15 minutes after the scheduled kick off time or abandon match Do not begin match without rosters from both teams. Referee will abandon the match and submit applicable reasons in report Referee should never declare a Forfeit Game Day Rosters If a team has made changes to their roster within 24 hours of kick-off, they must bring two (2) copies of the Team’s roster to the game. A team representative will provide one copy to the referee and the second copy will be provided to the opposing coach. Failure to provide updated rosters to both the referee and the opposing coach will make the players affected by the roster change ineligible to play the game. Game Day Rosters Referee must compare both rosters to make sure they match (players and coaches) All players and coaches must have their photograph on the game day roster to participate No Photo - No Play! No means No! At least one coach must appear on the game day roster and be present for the duration of the game or the game must be abandoned Team parents and other bench personnel cannot fill in for an absent coach, even if on they have pictures on the roster Game Day Rosters Players not on the roster may set on bench if their parents are not present Non-rostered players are under supervision of the coach and may not wear jersey on the bench Electronic versions of the game day roster are not allowed under any circumstances. Updated rosters may not be submitted after the game has started New U9 & U10 Policy U9 & U10 matches require a Sideline Marshall to be present for each team The Sideline Marshall may or may not have a UYSA Credential but someone has to be designated as such. The Sideline Marshall is responsible to promote responsible behavior by spectators. Sideline UYSA Policy Sideline / Benches Coaches must remain within their respective Technical area during the game even if not marked Players on the bench must remain within their respective Technical area during the game except when being substituted or warming up Special consideration should be made to allow spectators with special needs to be allowed to sit outside of the assigned spectator area. Pre-game Hand Shake To help eliminate referee abuse, reduce red cards after a match and to improve sportsmanship Prior to starting a match, officials and players (subs may be included) line up on the field or sideline and shake hands. At the end of the game the officials will move to a neutral spot on the field, away from teams Teams may participate in any post-game hand-shake, if desired, without referees Referees are still responsible to observe any post-game misconduct and handle appropriately Sending off Coaches Coaches are to be dismissed for irresponsible behavior before and during a match. However, a Red Card is not to be shown. After the match is over, if a coach acts in a irresponsible behavior which warrants a dismissal, a Red Card is to be shown Substitution’s With the referee’s permission; teams may make an unlimited number of substitutions during a game. A player who has been substituted may re-enter the game as a substitute unlimited times. Substitution’s Substitutions may be made at the following times: The possessing team may substitute prior to its own throw-in Both teams may substitute if both teams have a substitute ready at the halfway line prior to a throw-in by either team Either team may substitute an unlimited number of players at the following times: - Prior to a goal kick by either team; - After a goal by either team; - After an injury to either team when the referee stops play; - At halftime A Cautioned player may be substituted, however only that player may be substituted at that time Substitution’s Substitutions shall be made in the following manner A substitute must be standing at the halfway line prior to the substitution opportunity Substitution request must be acknowledged by referee Substitute must enter the field of play at the halfway line The substituted player may exit the field of play anywhere Substitute enters the field of play ONLY after the player being replaced has left, and after receiving a signal from the referee. Match Reports Game reports are to be submitted in UYSA’s Affinity System within fourty-eight (48) hours Assistant referees can submit a report and match review after 48 hours if referee has not done so Cautions and/or send-offs MUST be reported within twenty-four (24) hours Reports must be submitted within twenty-four (24) hours at the end of a pay period If the Affinity system is not accessible, call UYSA (801-307-5150) leave a voicemail if necessary. Match Reports Choose the correct option for Send-Offs Coaches – Use “Coach Send-off” option Players – Select from menu of possible options 2nd Cautions – Select “Send-off – 2 Cautions” Do not use “Concussion Codes” in your report (Those are for coaches only) Make sure to report who scored each goal! Make sure to also fill out Match Review (This is how you get paid!) Getting Paid Referees must have and wear a current badge or they will not be paid. If referees are not dressed properly, they will only receive one-half (½) game fee. If you have lost your badge, contact your assignor, or SRA, Scott Harward, and he will mail you one. Referees will receive a registration card from US Soccer after registration Getting Paid Referees must register with RefPay and Affinity to get paid http://uysa-referee.sportsaffinity.com www.refpay.com Update RefPay ID# and username in Affinity profile. (Double check accuracy) Detailed instructions are located at www.utahsoccerrefs.com Email [email protected] or call 801-307-5150 with any problems or questions Getting Paid During the RefPay registration process, you will submit necessary W-2 Information You will receive a 1099 at the end of the year if you qualify (Taxes depend on how much you make) Payment transfer options are posted on www.utahsoccerrefs.com Make sure you understand all the options and costs involved There is only one option that is totally free Getting Paid RefPay payments are submitted for processing on the 15th & 30th of each month Unless those dates fall on a holiday or weekend The 15th payday covers assignments from the 26th of the previous month to the 10th of the current month The 30th payday covers assignments from the 11th to the 25th of the current month of the previous month to the 10th of the current month. T Pay for Abandoned Game Referees will now receive “Full Pay” for any game that is abandoned for any reason When only one team shows up, report the game as abandoned Do Not declare a Forfeit! Referee is still required to submit a Report indicating why the game was not played and fill out the Match Review. Referee Abuse If you experience referee abuse by coaches, team officials or parents: Remove yourself from the situation as quickly and safely as possible Call “911” if necessary Report the incident to your assignor, asap Write down the facts and email them to [email protected] and call Scott Harward at 801-263-8366
