REGIONAL HOSPITAL, GALWAY; (1) (a) Intensive Care Unit; Work in progress and due for completion by 15th November, 1975. (b) Radiology Department; Structural alterations completed. Equipment will be installed within the next 2 to 3 weeks. (5) Fuel Handling Equipment; Cost estimate, £23,000, submitted to the Department of Health on 10th April, 1975, and the project is included in the Draft Capital Budget for 1976. Work cannot be put in hands until sanctioned and capital made available. (6) Surgical Paediatric Unit; Consent in principle to the erection of a Surgical Paediatric Unit given on 7th January, 1974. Planning of this Unit has been withheld pending approval of the Minister to the Report on the Child Assessment Centre which was submitted on 6th February, 1974. (7) External Painting & Re-Decoration; Tenders were sent to the Architect for further external painting and re-decoration on 29th August, 1975. The Architect's recommendation will be available within the next week. (8) Telephone Installation; Work completed and installation commissioned in August, 1975. The installation has provided for an increase in the number of exchange lines from ten to twenty, and the internal extensions have been increased from one-hundred and fifty to two-hundred and fifty extensions. (9) Accommodation - Maternity Patients; Proposed Schedule of Accommodation was submitted to the Department of Health on 13th August, 1975. B. MERLIN PARK REGIONAL HOSPITAL: U) (i) (ii) Second Orthopaedic Theatre, Plaster Room and Recovery Room; Radiology Department; Tenders were submitted to the Department of Health on 30th September, 1974. Work has now commenced by the Hospitals Maintenance Staff on the following: (a) Conversion of existing Plaster Room in Hospital 1 to an Orthopaedic Theatre for minor surgery. Expected completion date - 20th October, 1975. (b) Conversion of room which is being used at present as a Recovery Room for Dental Patients into a Plaster Room. Expected completion date 20th October, 1975. (c) Conversion of area adjacent to the Recreation Hall into a Dental Clinic and a Recovery Room. Expected completion date - 27th October, 1975. (2) Boilers: Tenders for the replacement of Boiler Nos. 2 and 3 were submitted to the Department of Health on 3rd December, 1974, but have not been sanctioned to date. (3) Replacement of Fire Alarm System: Final Drawings and estimate of cost furnished to the Department of Health /22. - 22 - on H t h March, 1975. A letter dated 1st July, 1975, was received from the Department of Health stating that there were no capital funds in the current year to meet this expenditure. (4) Alterations to Unit 8 (Nephrology & Haereodiolysis: Outline proposals and estimate submitted to the Department of Health on 16th January, 1975. Approval has not been received to date. (5) Solaria: Provision of ward accommodation in the Solarium in Hospital 1 has been completed. Provision of similar accommodation in Hospital 11 is in progress. (6) Geriatric Section - Unit 10: Work completed with the exception of the conversion of the existing kitchen into a kitchenette and dining room. (7) Sign Posting: An order has been placed for the provision of sign posts throughout the hospital grounds. (8) Geriatric Assessment Unit: Tenders, specification and estimate which were submitted by the Technical Services Officer have been approved. This work will commence within the next few weeks. Some of the equipment has already been ordered. (9) Urology Department - Alterations to Hospital Block Ground Floor:~ Outline proposals and estimate of cost submitted to the Department of Health on 13th August, 1975. /23 C - 23 - COHTY HOSPITAL, CASTLEBAR: U) Reconstruction - Casualty Department Work in progress and should be completed by end of October, 1975. (2) Med ical Records Department: Work commenced on 22nd August, 1975. Completion time, two months. (3) Stores: The new Stores and CSSD Building was opened officially on 7th April, 1975. The fitting of CSSD Stores is in progress, and should be completed by 20th October, 1975. (4) X-Ray Department: A new X-Ray machine costing £20,695 plus V.A.T., has been ordered. Proposals for extension of the X-Ray Department were submitted to the Department of Health on 20th August, 1975, and refused per letter of 30th September, 1975, due to lack of funds. (5) Extension to Dining Accommodation: Proposals for an extension of the Nurses' Dining Room and provision of self-service facilities were submitted to the Department of Health for approval on 13th August, 1974. To date, sanction has not been received. (6) Fire Alarm System: Proposals costing £30,900 have been approved by the Department of Health subject to the availability of capital. No funds yet available for this work. /24 24 (?) Poediatric Department: Residence Junior Medical Staff & Nurse I raining School": —^——— These developments are being considered in conjunction with the Overall Development Plan for the Hospital. Discussions took place with officials of the Department of Health on the eventual number of beds for this hospital on 27th November, 1974. Officials from the Department visited the County Hospital on 31st December, 1974, and met representatives of the Medical and Nursing Staff, and of the Health Board's Management Team. A further meeting has been arranged for 21st October, 1975. (8) Emergency Generator: Proposal submitted to the Department of Health on 25th January, 1974, for approval for the purchase of a new emergency generator capable of meeting the full requirements of the County Hospital, not yet approved. (9) Conversion of Verandahs into Day Rooms: A tender has been received for this work, and is under examination. Expected completion date - 31st December, 1975. ROSCOMMON COUNTY HOSPITAL: (l) Replacement of Lifts: Plans, Specifications etc., for the replacement of the existing lift have been prepared. These have been sent to the Technical Services Officer for his observations. BALLINA DISTRICT HOSPITAL: (l) New Chimney and Grit Arrester: Installation of new Chimney and /25 - 25 Grit Arrester in progress. Estimated cost - £7,500. Expected completion dated is 19th October, 1975. (2) Additional Accommodation; A proposal was submitted to the Department of Health on 12th February, 1974, for approval in principle for further developments. To date, approval has not been received. (3) Improvements to Kitchen; Outline plans for alterations to the kitchen have been approved. The Architect has been instructed to prepare specification and estimate. F. CLIFDEN DISTRICT HOSPITAL; (1) Physiotherapy Department; Tenders for the provision of a new Physiotherapy Department have been received, and were opened on 14th August, 1975. As the lowest tender is far in excess of the estimated cost, the Technical Services Officer is investigating the possibility of having the work carried out by the Board's Staff. (2) Fire Alarm System; Fire Alarm System is now being installed at cost of £3,000 and should be completed in three months. (3) Electrical Re-Wiring; Portion of the electric wiring which was condemned by the Electricity Supply Board on 19th February, 1975, is being replaced, and is expected to be completed in two months. /26 Chief E x e c u t i v e Officer's G. 26 - WELFARE HOMES: Progress Report (l) Newcastle: Worlc (Continued) progressing satisfactorily. PSYCHIATRIC HOSPITALS: (1) St. Brigid's Hospital, Ballinasloe: Work proceeding on up-grading of old building. Sanction of Department awaited to:(a) Working drawings and specifications for new building since 3rd (b) December, 1974. Final drawings for St. Enda's since 7th October, 1974. (2) St. Mary's Hospital, Castlebar: (a) New Boilerhouse: Final documents with Department of Health since 12th December, 1974, not yet sanctioned. (b) Water Storage Tower: Work in progress. Expected completion date 30th November, 1975. (c) Lifts: Lowest tenderer withdrawn. Will have to review situation. I. BRABAZON PARK, SWINFORD: f Property now transferred to Board. Awaiting approval in principle to the provision of an adult mentally handicap complex there. /27 27 J - CHILD PSYCHIATRIC SERVICES: A residence has been purchased in the Lower Salthill area which will be used by the Child Psychiatrist as a headquarters for himself and staff from which the Child/Family guidance services will be provided. Portion of the £50,000 which had been allocated to up-grading of St. Enda's Unit as part of the proceeds of the St. Brigid's fire insurance money was availed of for this purchase, with the approval of the Psychiatric and Geriatric Standing Committee, as no funds were allocated by the Department of Health to cover this expenditure. The balance of the £50,000 will still be utilised for capital purposes in St. Brigid's. If, in time, the property in question is no longer needed by the Board, it can be sold and the proceeds will revert back for capital purposes in St. Brigid's Hospital, Ballinasloe. On the proposal of Councillor P. Concannon, seconded by Councillor D. Dalton, a resolution was adopted calling for the expedition of the provision of Welfare Homes at Roscommon and Castlerea. The Chief Executive Officer stated that the original site selected for the Welfare Home at Roscommon was no longer considered suitable as the County Council required part of it for road development. The acquisition of an alternative site was being negotiated. Funds must be allocated by the Minister for Health before these works can go to tender. Radiology Services - Dr. Brendan Murphy took up duty as the second County Hospital, permanent Consultant Radiologist at County Castlebar, County Hospital, Castlebar, on 1st October, 1975, and Hospital, Roscommon, will attend for one day weekly at the District and District Hospital, Ballina. Hospital, Balling. the Ballina Hospital. This is a new service for Dr. John Corry took up duty as Consultant Radiologist in Portiuncula Hospital, Ballinasloe, and was attending for two full /28. - 28 - days per week at the County Hospital, Roscommon, as per sanction of Comhairle na n-Ospideal. Dr. Mervyn Clarke, who formerly travelled two days per week to Roscommon County Hospital, is now working whole-time at County Hospital, Castlebar. A fourth permanent Consultant Radiologist would soon be appointed to Galway, based at Merlin Park Regional Hospital, on the recommendation I I I I I I of the Local Appointments Commission, and he was expected to take up duty before 31st December, 1975. 4. Provision of The following additional facilities were Additional Health required at the District Hospital and Health F a c i l i t i e s at Centre at Belmullet:- Belmullet H o s p i t a l / Health Centre. The Chief Executive Officer recommended that they be provided as soon as the necessary funds became available. On the proposal of Mr. M. J. Egan, seconded by Councillor E. General Nursing, recently established by the Minister for Health, was held on Tuesday, 12th August, 1975. The terms of reference of the Working Party are as follows:"To examine and report on the role of nurses (other than psychiatric nurses) in the health /29. 29 - services, on the education, training and grading structures appropriate for that role in the future and to make recommendations. In regard to training to examine, in consultation with such persons and bodies as are considered appropriate, the recommendations for a common basic training course for all nurses to be followed by specialisation in particular fields which were made by the Commission of Inquiry on Mental Illness in 1966 and by the Working Party on Psychiatric Nursing Services in 1972." Carey. Councillor Walkin thanked the Board on behalf of the Hospital Action Committee and the people of Ballina for receiving the deputation. He stated that most of the Members had received a memorandum setting out their case for a full-time Medical Officer for Ballina District Hospital, which was self-explanatory. A full-time Medical Officer was required for Ballina District Hospital to ensure that the hospital would develop in line with the industrial development taking place in North Mayo. Canon Gallagher stated that the deputation was representative of the entire community at Ballina, and that he also represented Dean J. E. Leeman, Church of Ireland, who was unable to attend with the deputation. New churches and schools were being provided in the area to cater for the developments, and it was necessary that the hospital should also take account of the changing circumstances. Senator P. 0°Toole gnd Deputy Sean Calleary also addressed the Meeting, and requested that a telegram be sent /33 - 33 - to the Local Appointments Commission requesting the* to change the terms of the advertisement for the vacant post to that of a full-time post. Senator M. D. Lyons, Chairman, thanked the deputation for the manner in which they had presented their case, and the deputation then withdrew. The Chief Executive Officer referred to his Report of 31st December, 1974, which was adopted by the Board at its Meeting of 7th January, 1975, and stated that the position had not changed since in that there was a major acute hospital at Castlebar within twenty-two (22) miles of Ballina, and its development was one of the Board's first priorities. There was no prospect of obtaining approval to a doctor on a whole-time basis for Ballina Hospital. Ballina District Hospital would be developed, in accordance with the Board's policy, as a Community Hospital with General Practitioner participation, and staffed with a part-time Medical Officer of General Practitioner status. There was a big expansion in the number of out-patient specialist clinics being carried out in the hospital since the Board's establishment, and it also served as a back-up to the County Hospital, Castlebar. As part of a claim submitted by the Medical Organisations on behalf of District Hospital Medical Officers, a special case was made for a salary of eight thousand, one hundred and eighty pounds (£8,180) per annum, for the Medical Officer of Ballina District Hospital, and this claim was being processed through the Conciliation and Arbitration Scheme. The position in Ballina was very similar to Athlone, where there was a District Hospital of ninety-nine (99) beds, with a permanent part-time Medical Officer, who was of General Practitioner status, and practiced as such in that town and locality. Following a brief discussion, it was proposed by Dr. L. Hanniffy, seconded by Councillor J. P. Each Member of the Board; Background; Sometime after the establishment of this Board on 1st April, 1971, it became clear to me from the workload of the County Hospital, Castlebar which was opened in 1939 that the facilities available in regard to staffing, accommodation and support services were seriously inadequate to serve a population as large as County Mayo (i.e. 109,525 - Census, April, 1971), and that a major programme of development for this hospital was a necessity. Accordingly, a Five Year Development Plan for the Hospital was drawn up and presented to the Board on 1st March, 1973. This Plan was duly adopted by the Board, and forwarded to the Department of Health. During discussion on the Plan, Members emphasized and stressed again the need for major improvements at this Hospital so that acute hospital services are available to the people from the Mayo area in their own County, as far as possible. This latter viewpoint was fully in accord with the Board's policy that acute hospital services should be developed within our own Health Board area so that the need to send patients elsewhere for treatment would be kept at the minimum. Subsequently, the County Hospital, Castlebar Development Plan was incorporated in the Board's Five Year Development Plan which was adopted at Board meeting held on 29th May, 1973.
