General Information
FOREWORD
The Service Labor Time Standards in this Manual represent the time required to perform a repair,
replacement, and/or adjustment operation on Crane Carrier Company products not affected by collision
damage. They are representative of an average technician in a typical shop using normally available
hand tools and equipment specified to diagnose and perform the repair. The uses of genuine parts marketed by Crane Carrier Company and repair procedures prescribed in applicable Shop Manual are the
basis for these standards.
The time standards in this manual are used by Crane Carrier Company to determine the amount of time
to be allowed in the payment of warranty claims for operations included in the manual. These time standards are not intended to establish the time to be charged for normal retail work. They are offered only
as an aid in evaluating the performance of shop service personnel, and it is entirely optional with the
dealer whether they will be utilized in establishing customer charges.
Standards Development Procedure
The time (in hours and/or tenths of an hour) to complete a repair, replacement, and/or adjustment operation, as provided in these standards, is developed by Crane Carrier personnel under conditions equivalent to a typical shop.
Development of most standards is generally predicated on the following:
Vehicles
Engineering prototypes, pre-production and actual production vehicles are used. As a rule, base vehicles are used. If optional equipment or special emissions equipment adversely impacts a specific operation and no allowance is provided, then "actual time" (M or B) should be requested to cover the added
work content.
Tools
Use of normally available hand tools and equipment, and special service tools as specified in the
Service Manual procedure.
Procedures
Use of repair procedures prescribed in applicable Shop Manuals. When any doubt exists as to just what
is or is not included in a standard, refer to the Shop Manual.
Technicians
Use of competent journey level line technicians (not specialists in any particular vehicle system) who are
accustom to following Shop Manual Procedures.
To insure comprehensive coverage on new models, some standards are now being established by analytical means rather than by the traditional time studied method. These standards will be validated when
production level vehicles become available. Any increases or decreases in allowances will be published
in a subsequent revision.
1
General Information
Time Standard Composition
Each standard includes time to perform all elements of a repair operation as described in the applicable
Shop Manual.
Repair Time
This is the "do work" portion of the repair and is obtained by timing a technician in the actual performance of the repair. It includes that portion of the repair operation associated with the actual removal, disassembly, cleaning, reassembly, installation, and/or adjustment of the affected component or assembly.
The cleaning time in each operation is limited to that directly associated with the installation of replacement components such as mating surfaces and/or internal parts involved in the overhaul of such items
as transmissions, differentials or steering components. It does not include cleaning other areas of the
vehicle which may have been contaminated by failure of the component being replaced, such as a leaking valve cover gasket or wheel seal.
Where a particular step in a procedure involves more than one technician, the time for that step is multiplied accordingly.
Also included in the "do work" portion of the repair is time to perform all other associated elements
required to complete a repair operation. This includes: vehicle drive time, prepare vehicle for service
(open/close door, hood, compartment door, raise/lower cab) procure tools and parts and road test as
specified in the Shop Manual. When applicable, these "standard" times are included once in each basic
repair operation.
Personal Allowance
To provide for the personal needs of the technician during a repair operation, a 5% allowance is added
to the total repair time.
Contingency Allowance
To account for variation in vehicle age and condition, seized components and broken or seized bolts,
studs, clips, etc., a 20% allowance is provided. Normal diagnosis requiring only limited time and no special equipment is also covered by this allowance.
Example: Service Labor Time Standard
Repair Time...............................................................100 min. (1.7 hrs.)
Personal Allowance (add 5%)...................................+ 5 min.
Sub-Total time...........................................................105 min.
Contingency Allowance (add 20%)..........................+ 21 min.
Total Developed Time
(126% of repair time).................................................126 min.
Published Allowance...................................................2.1 hrs.

General Information
Understanding The Manual
Definitions
Throughout this Manual, the following terms are used to define the type of repair involved:
Renew
The removal of the part, the transfer of components from the part being replaced to the new part, the
installation of the new part and any inspection, adjustment, cleaning or lubrication operations which may
be required.
Remove and Install
The removal of a part and the reinstallation of the same part in its original position, and any inspection,
adjustment, cleaning or lubrication operation which may be required.
Install
The installation of any part, accessory or kit which has not previously been part of, or attached to the
vehicle.
Overhaul
The disassembly, inspection, individual component cleaning, machining as required, replacement of any
or all parts as necessary, and reassembly process. All necessary adjustments are included. Does not
include time to remove and replace the assembly.
Adjust
The adjustment of a part which does not require removal, inspection, or cleaning.
Types Of Operations
Basic Operation
An operation which is complete in itself and includes all of the steps needed to perform the operation as
described in the Shop Manual. Includes Repair Time, Personal and Contingency Allowances.
Combination Operation
An operation which describes additional work which may be performed in combination with a basic operation, usually when the major assembly or component has been removed from the vehicle. The time for
a combination operation is in addition to the time specified for the basic operation. One or more combination operations may be used with a single basic operation.
Duplicate or Overlapping Labor Operations
Overlapping labor is the duplicate labor time allowance that may occur if more than one basic operation
is claimed for performing a repair and the same repair steps are included in each of the basic operations. Overlapping labor is not reimbursable.
To avoid claiming basic operations with overlapping time allowances, always use an applicable combination operation for any added repair steps that are required in addition to the basic operation being performed. If you encounter an unusual repair situation where an applicable combination operation is not
available, then you should claim the actual time required to perform the added repair steps.

General Information
General Information
Labor Standards Operation
The Operation Number determines the time allowance for each listed repair operation in the Service
Labor Time Standards Manual published by Crane Carrier or other Company publications (e.g. Technical
Service Bulletins) that are in effect when the work is performed and are applicable to the vehicle line and
model involved. This time, multiplied by the shop's approved warranty labor rate, determine the amount
of reimbursement for the operation.
Condition Coding
A system for coding component failure for each repair. Condition coding is applied to the "causal part"
considered responsible for the failure. For further information, refer to the "Condition Coding" section.
Actual Time
In those few instances when an operation is not listed in the Service Labor Time Standards Manual the
shop is reimbursed on an "actual time" (M) basis. The "actual time" must be fully explained on the warranty claim and, in Crane Carrier Company's opinion, the cost must be fair, realistic, and consistent with
accepted industry practice. All "actual time" (M) requests must receive approval from your Regional
Service Manager (RSM) prior to submission of the claim.
Normal Diagnosis
The diagnosis time required to determine the cause of a routine service problem. Normal diagnosis
includes defining those symptoms which are readily apparent to the normal senses of sight, touch,
sound, and smell. Identifying these symptoms and issuing precise repair instructions to the technicians
is the responsibility of shop service management. Normal diagnosis also includes the use of common
testers by technicians. These common testers are, for example, ammeter, volt/ohm meter, pressure
gauges, and continuity tester. Time to perform normal diagnosis is included in each Service Labor Time
Standards Manual operation and is not reimbursable under warranty.
Abnormal Diagnosis
The diagnosis time required to determine the cause of an exceptional service problem that normal diagnosis fails to identify. As a result, the use of sophisticated diagnostic equipment is required to diagnose
the problem. Abnormal diagnosis time is reimbursable only when fully explained on the warranty claim.
Abnormal diagnosis should be claimed using the appropriate "actual time" (M) labor operation.
Road Test
A supplemental allowance to perform a post-repair road test is provided with many labor operations
when it is specified in the Shop Service Manual procedure that it is necessary to verify correction of a
condition. Road tests when performed as part of analyzing or defining a customer complaint are considered to be the responsibility of shop service management (Service Manager, Shop Foreman, Service
Writer, etc.).
Abbreviations
The following abbreviations are used in this manual:
M= A code added to the basic labor operation number that denotes the lack of a standard labor operation.
Example:
Replace one missing lug nut on a front disc wheel"
18-001-M

General Information
Reappraisal Requests
Although the same methods of service labor time standard preparation are applied from one model year
to the next, the actual time required to make a repair on a like component may vary. It should be understood that a time change is never made from an arbitrary standpoint. Each time change is associated
with one or more of the following:
Design change of the component
Design change in other components which affect accessability to repair component
Change in the procedure or method of repair
Change in the tools or equipment used to make the repair
Final review and verification of times or review of dealer reappraisal requests
In many instances, a component may appear identical from a superficial inspection but may actually differ internally in construction, or externally in method of mounting or location.
A formal system is established to provide assistance regarding the service labor time standards in this
manual. It is the intent of Crane Carrier Company to provide all possible assistance in understanding
the development process, the content of individual standards, the means for accomplishing repairs within the times established, and the assurance that every effort has been made to maintain the accuracy
of these times. The Company stands ready to review, and adjust if necessary, any standard which is
inconsistent with the time actually spent in shops during warranty repairs which are within the scope and
definitions described in the Foreword of this manual.
Review Procedure
In order to assure an accurate appraisal of your concerns, the results of which can be beneficial to the
technician, the dealer and the Company, the following steps are required:
Dealer Action
1. Verify that the technician has followed the Shop Service Manual and/or normal repair procedures
and utilized all special service tools and equipment specified.
2. Complete the Request for Labor Time Standard Review form included with this manual.
3. Use one form for each standard in question (or combination of standards representing one repair
job).
4. Provide specific technician performance time for two identical repairs performed by the same technician to assist in determining average time.
5. Identify the technician involved as it may be necessary to review the process with him.
6. Provide comments which may help in identifying the problem area including the times use for each
individual step of the labor operation.
7. Sign and forward the form to the Company.
Company Action
Upon receipt of request, the Company will take the following actions:
1. Review the service labor time standard in question. Recommendations and assistance will be offered
according to the findings in this review.
2. Conduct an in dealer shop review if necessary. Comparative reviews at additional shops will be conducted as required to provide valid results.
3. Review warranty historical files for the same labor operation for comparative times.
4. Provide result of finding to the dealer.

Instructions For Submitting a Warranty Claim
All claims are submitted via the internet.
Claims must be received no later than 60 days from the completion of repairs. Claims received
later than 60 days from the date of repair will be returned without processing.
Any disputed warranty claim, must be resubmitted within 30 days of receiving statement or payment. Any claim resubmitted for evaluation, must be accompanied with a written explanation justifying the request and any additional supporting documents to be considered.
Important Points to Remember
The Causal part is:
The part that generated the repair.
Example: Replace a leaking heater control valve 348-6. The causal part is 348-6 and should be
coded as 45.
The part which caused the repair or replacement of other parts.
Example: The radiator hose (causal part) breaks causing a loss of engine coolant and replace
ment of engine parts. The causal part is 146-0092 and should be coded as 01.
On repairs with Parts Replacement, be sure that:
The parts and labor correspond.
On Repairs for Labor Only, be sure that:
The causal basic part name is included.
A claim form should contain:
Only one (1) condition code for each repair. Use only the condition code that most closely iden
