PAW PRINTS Newsletter of the Champaign County Humane Society, in its 63rd year of caring for animals PROTECTING PETS IN CARS Does the New Law do Enough? You may have heard about the new law that took effect January 1, 2016, making it an act of animal cruelty to leave your pet exposed to extreme heat or cold. Specifically, the law makes it illegal for pet owners to expose a dog or cat in a manner that places the animal in “a life-threatening situation for a prolonged period of time in extreme heat or cold conditions that results in injury to or death of the animal.” (see 510 ILCS 70/3.01(c)) All good, right? Critics are saying, “not so.” The way it’s written, the pet owner can’t be charged with cruelty unless the animal is actually injured or dies, and there’s no penalty at all if the owner’s conduct doesn’t lead to such tragic results. A new draft amendment (See House Bill 5010) aims to fix the problem by making it illegal to expose a dog or cat “in a manner that is detrimental to the animal’s health.” It’s too soon to say whether this revision will become law. Some animal advocates say it goes too far the other way and will be deemed “too vague” by lawmakers. We will keep watching developments on the legislative front and keep you posted. Vol 36, No. 1 March 2016 SHELTER KITTIES LOVE DOUBLE-WIDES Animal sheltering has come a long way since 1988, when our shelter was built. For example, recent research has shown that the smaller the area in which a cat is confined, the more likely she is to exist in a constant state of stress. Stress in shelter cats is a bad thing! Stressed cats become sick cats, and sick cats lead to more sick cats . . . and that can lead to a shelter full of sneezing, wheezing, unhappy cats. “Come any closer with that camera, and I’m outta-here.” So to make our cats as happy and healthy as possible, we’re converting our standard 2’ x 2’ stainless steel cages into “doublewides” by installing closable port-holes between the cages. When the port-hole is open, one cat has 2 cages all to himself. More space = less stress. We’ve completed the conversion to double-wides in Cat Holding, the room where cats are housed immediately after arrival. Cats stay in Cat Holding until they are ready to move up for adoption, which can be as few as 2-to-3 days, or as many as 10, in the case of cats that are extremely timid.
