INCIDENTS/ISSUES HP Bristol Pool/Loan bike scheme – first year. – Number of accidents causing injury or damage = 0 – Incidents of theft / damage to equipment = 0 – Mechanical issues = very minor • several punctures • broken light brackets [mainly part quality rather than user abuse] • Torn pannier [fair wear and tear rather than user abuse] – Lost parts = 1 light set, 1 helmet • Blame the pool bike coordinator for failing to track properly! – Wear and tear of bikes = Low to medium • Bikes looked after but some components rusting on bikes as they have been left out in the rain. • General 3 mechanical wear and tear low and mechanical reliability very good. © Copyright 2010 Hewlett-Packard Development Company, L.P. KEY LEARNINGS FROM PILOT PROJECT HP Bristol Pool/Loan bike scheme – first year. – “Loan” requests far outweighed “pool” bike requests • All bikes converted to longer term loans therefore. – Number and type of bikes was about right. Mix of frame sizes and Male/female styles gave good coverage for needs. Folder proved very popular. – Demand far outstripped supply • Borrowed an additional 8 bikes for a 2 month period over summer from Bristol City Council scheme to help get the waitlist down. – “Temporary” HP Bristol employees were responsible for just over half of the demand • HP colleagues from HP Bangalore mainly, over in Bristol for a 6 to 12 month assignment or training period were main beneficiaries of the scheme. • HP labs secondments also. – Scheme did reach many of the employees’ we originally intended to target. • The “try before you buy” new commute to work crowd. E-BIKE ADDITIONS TO POOL BIKE FLEET Reaching out further to the non-converted… – Wellness initiative funding gave a unique opportunity to build on pool bike project in Bristol with the addition of 2 electric assist bikes. – Agreement negotiated with “Sustainable Travel Solutions” to purchase Giant Twist Power bikes. • This company specialises in leasing e-bikes. • These 5 are “top of the range” bikes and were bought in October 2011. © Copyright 2010 Hewlett-Packard Development Company, L.P. Bikes and Equipment selected Purchased by HP Site council with matched funding from cycling city project – Globe Daily 1 and Daily 2 cycles • Good quality cycle (Specialized parent brand) • Very low maintenance sealed hub gears (non derailleur) • 3sp and 7sp for local use and longer journey (and hill) possibilities. Mix of “pool” and “loan” use. • “Suit friendly” with chain guards and mudguards • Mix of front rack and rear rack options • Each bike to include: 1 x RSP light set, 1 x Kryptonite Lock, 1 x Pannier Set, 1 x Pump – Brompton folder 8 • Brompton M Type bars with 1015mm grip height • Basic M3L Brompton still offers best folding design and weight. Background – Encouraging cycle commuting for employees is to be a key part of HP Bristol’s travel plan. • The commute situation is very poor along the North Fringe and is likely to get worse as our neighbours MOD and UWE have very significant expansion plans. – HP Bristol already enjoys a high percentage of employees that commute by cycle, well above the national average, thanks in part to the reasonable facilities on this site. This number can be increased greatly as from past surveys there is a large pool of employees that could cycle commute but do not do so yet. – One significant barrier cited by employees to this is the capital cost associated with buying a bicycle for this purpose (also the uncertainty of what type of cycle to buy), before the employee is certain of the ease/time saving/enjoyment/savings that can result from commuting in by bike. • “Loan Bikes” for this exact purpose are available currently from Bristol City Council which a number of employees have taken advantage of. However, there are limited resources and a waiting list. – This proposal aims to eliminate this barrier (and give a local employee benefit) by taking advantage of Cycling City project matched funding to assist HP in purchasing a small number of bikes. • 9 These can be used for work related journey needs “pool bikes” as well as loaned to employees that are considering taking up cycling “loan bikes”. © Copyright 2010 Hewlett-Packard Development Company, L.P. Benefits – Employee health and morale cycling regularly to work has been shown to be the most effective thing an individual can do to improve health and increase longevity, and this applies even to people who are already active in sport and other physical activities. 2. Cyclists typically have a level of fitness equivalent to being 10 years younger 3. HP’s obligations: Health and safety – Cycling need not be any more risky than other activities carried out during the working day. In fact, the British Medical Association has stated that the benefits of cycling outweigh the risks. However, employers still have a responsibility to provide public liability insurance and safe equipment, and make sure their employees know how to use it. • The relevant regulations include the Health and Safety at Work Act (1974), Management of Health and Safety at Work Regulations (1999), Provision and Use of Work Equipment Regulations (1998), and Employers’ Liability (Compulsory Insurance) Act 1969. – The legal requirements must therefore include the following which will are detailed in a more comprehensive slide deck.
