much of its unique appeal to the fact that it should be played not only within its Laws, but also within the Spirit of the game. Any action which is seen to abuse this spirit, causes injury to the game itself. The major on field responsibility for ensuring the spirit of fair play rests with the captains (and coaches in junior teams), and it is vital senior club members set an appropriate tone in related off field events. H. 2 All cricket activity, every linked player, coach and spectator and other related events must operate within the framework outlined in the SDJCA Child Protection Policy (Sept 2014). This is the SDJCA overarching policy. There are two laws, which place the responsibility for the team’s conduct firmly on the captain. Responsibility of Captains/Coaches (Junior Teams) The captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws. Player’s Conduct In the event of a player failing to comply with instructions by an umpire, or criticising by word or action the decisions of an umpire, or showing decent, or generally behaving in a manner that might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the player’s captain, and instruct the latter to take action. Fair and unfair play According to the laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time, and it is the responsibility of the captain to take action where required. The umpires are authorised to intervene in cases of Time wasting Damaging the pitch Dangerous or unfair bowling Tampering with the ball Any other action that they consider to be unfair The Spirit of the Game involves Respect for Your opponents Your own captain and team The role of the umpires The games traditional values It is against the Spirit of the Game To dispute an umpire decision by word, action or gesture. To direct abusive language towards an opponent or umpire. To indulge in cheating or any sharp practice, for instance: a) To appeal knowing that the batsman is not out. b) To advance towards an umpire in an aggressive manner when appealing. c) To seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one’s own side. Violence There is no place for any act of violence on the field of play. Players Captains and umpires together set the tone for the conduct of a cricket fixture. Every player is expected to make an important contribution to this. To attract as many young people to cricket as possible. To foster the enjoyment of cricket for all junior players. To provide every young person who wants to play cricket an opportunity to play cricket at their appropriate level. To provide competition at the highest possible level for the more talented players. To provide coaching resources to develop all junior cricketers to their capacity. To provide a managed flow of young cricketers through junior cricket to senior cricket. No player will be permitted to play out of age (in an age group younger than his designated season age) at any time, however at his club’s discretion may play up. Exceptions to this ruling will only be considered for medical reasons (supported by a letter from a doctor), and are at the discretion of the SDJCA Executive. Age groups each season will be determined by the SDJCA Executive based on the requirements of the Association. Females may play up to 2 years below their age with prior notification to the Association. If eleven or more teams are nominated in one age group, that age group may be divided into A & B divisions. Where a Club enters more than 1 team in any age group, the relevant Club must nominate 7 players in each side as core players. This must take place by the SDJCA’s November meeting and needs to be approved by the SDJCA Executive. Late nominations incur a $50 fine. Nominated players are not permitted to play for the other Club side in that age group unless approved by SDJCA Executive. The remaining players may be interchanged between the teams throughout the season. PLAYER REGISTRATION 3.1. 3 No player is qualified to play in junior competition fixtures until duly registered with the Association as a junior player, and entered into MyCricket. Season 2016/17 Player registration shall be handled by the respective Club on their prescribed form, duly completed by the parent/guardian, and shall remain in the custody of the Club secretary. Completed forms must be produced on request by the Association. Initial registrations – Clubs are required to register the bulk of their players’ details, including address, phone numbers, date of birth and email address into MyCricket (marked with a junior playing role) before the commencement of the season. Late registrations (those submitted after the commencement of the season) must be entered into MyCricket at least 15 minutes prior to the commencement of any match involving the new player. Players so registered will be eligible to play but the Association reserves the right to subsequently reject such application. Any substitute fielder must be registered to play in the SDJCA. Any unregistered player is an unqualified player and is subject to the relevant competition rules. AFFILIATION AND REPRESENTATIVE FEES 4.1. 4.2. 4.3. 4.4. 4.5. 4.6. 4.7. 4.8. 4.9. The SDJCA Executive will determine affiliation fees each season. Clubs need to forward payment within 14 days of the account being issued. All fees must be paid within 14 days of the date of issue of account. Clubs with accounts outstanding beyond the 4 weeks of the issue date will be fined $20 per week overdue. Fees for the 2016/17 season - $150 per team and $15 per player. Cricket NSW’s insurance charges will be on-billed by the SDJCA. Early completion of a club’s certificate of currency will qualify for a reduced cost. The SDJCA will levy a fee for each representative player through each team’s Manager to help offset the significant expenses involved with this program. Players that are unwilling to pay this fee will unfortunately not be selected in the team. Representative fees for the 2016/17 season will be $70 per player. This fee includes a representative cap, a pair of training shorts and representative playing shirt at the beginning of a player’s career. Larger attire will be supplied on a needs basis. Lost caps will need to be purchased. Fees for the Orange Representative Carnival will be levied on a per player basis depending on carnival fees with player uniforms to be on-billed at the appropriate cost. THE DRAW AND SCORECARDS 5.1. 5.2. 5.3. 5.4. 5.5. 4 The draw will be prepared by the SDJCA Executive. A list of fixtures will be available on the MyCricket website and in the junior program, available as a download from MyCricket. If any alterations become necessary the Association will notify each Club’s delegate. The draw may be made up of both one and two day matches for ages U12s to U16s. Under 11s play one day matches only. The team mentioned first in the draw is the home side and is responsible for the stumps and boundary markers. Each team (U12s to U16s) is responsible for providing appropriate scorebooks at all matches. The Association has supplies available for purchase if required. Special scorebooks will be provided for teams playing in the U11s Modified competition. Season 2016/17 At the completion of a match, the umpire (or coach or team official) shall countersign the opposition’s scoresheet to signify the scores are balanced and correct, and have agreed to the match result. If this is not done and there is a dispute in that match, the dispute will not be considered valid. Fines may apply for not signing scoresheets. At the completion of a match all information must be entered into MyCricket. The deadline for complete scorecard entry is 6pm Sunday. U11s only need to enter selected team and match results. Scoresheets are to be emailed to SDJCA’s Junior Recorder by 6pm Wednesday. Where a competition has an uneven number of byes, the teams having the extra bye will be allocated points for a win for those rounds only. ASSOCIATION MEETINGS 6.1. 6.2. 6.3. Unless otherwise notified, SDJCA meetings are held on the first Tuesday of each month. A delegate from each Club must be represented at these meetings. A fine of $50 may be imposed at the discretion of the SDJCA Executive for non-attendance. DISPUTES 7.1. 7.2. 7.3. 7.4. If an incident occurs during a match where teams are in dispute the game must be played to its conclusion. The dispute is then to be brought to the attention of the SDCA where the matter will be addressed by the Judiciary Committee. Refer to the SDCA website for the relevant complaint procedure which includes submission no later than 6pm Tuesday following the match in question. A $50 fine will be levied on the relevant club if the complaint is deemed to be frivolous. Points for the match will be determined by the Judiciary. Members of affiliated bodies have the right to appeal against decisions to: The Shoalhaven District Cricket Association Judiciary Chairman. The Shoalhaven District Cricket Association Judiciary Appeals Committee. Southern Zone Cricket Inc. Country Cricket N.S.W. MYCRICKET REQUIREMENTS U12s-U16s 8.1. 5 Particular attention should be paid to the following requirements for the MyCricket website. Task A Enter the team’s selected players into MyCricket on Friday night no later than 10pm (identify captain, wicketkeeper and coach) Task B Following the conclusion of the day’s play, enter and/or confirm the match result. The first team to log in inputs the data, the second team confirms or disputes the data. Please check: o The team’s total score and wickets are filled in and agree. o All sundries are filled in and agree. o The number of overs are filled in and agree. Task C Enter the individual player results for batting and bowling, including: www.shoalhavendistrictjuniorcricketca.nsw.cricket.com.au| 1st October 2016 Shoalhaven District Junior Cricket Association Season 2016/17 The order of dismissal of the batsman and the relevant score at the fall of wicket. Not out batsman must be shown. Wides and no-balls must be included in the bowling figures. The names of players involved in run outs (including assists), outfield catches, wicket keeper catches and stumpings must be recorded. The above requirement applies to both innings for batting, bowling and fielding, and must be entered against the individual player’s name. o o o o 8.2. MYCRICKET ENFORCEMENT 9.1. 9.2. Because the entry of results into MyCricket is now an essential part of our game, the SDJCA has resolved to enforce a graduated scale of consequences to encourage teams to comply. It is the responsibility of each club to ensure coaches are aware of these requirements. SDJCA COMPETITION/PLAYER QUALIFICATIONS 10.1. A match where a club fields a player in the incorrect age group will automatically be referred to the Executive and/or Judiciary Committee. Penalties may include fines of up to $150 and/or result in the loss of competition points. 10.2. A match where a club fields a player that is not registered for the SDJCA Competition (as recorded in MyCricket) will automatically be referred to the Executive and/or Judiciary Committee. Penalties may include fines of up to $100 and/or result in the loss of competition points. QUALIFICATIONS FOR ASSOCIATION AWARDS 11.1. The Association batting and bowling averages shall be determined from the MyCricket statistics reports each year. The winner(s) in each age competition must firstly meet the following minimum qualification. Batting 150 runs scored from a minimum of 5 matches. Bowling 15 wickets taken from a minimum of 5 matches. All-Rounder satisfies both requirements as listed above. 11.2. If minimum requirements are not met, the SDJCA Executive reserves the right to award the trophy to the next best qualifier. 11.3. Qualifications for aggregate awards shall be determined from the MyCricket website. Points allocated are 1 per 10 runs, 1 per wicket, 1 per catch, 1 per stumping, 1/2 per unassisted runout, 1/2 per assisted runout. 6 www.shoalhavendistrictjuniorcricketca.nsw.cricket.com.au| 1st October 2016 Shoalhaven District Junior Cricket Association Season 2016/17 11.4. The U11s aggregate award will be calculated using the SDJCA’s U11’s spreadsheet. SDJCA POLICY ON SOCIAL AND ELECTRONIC MEDIA 12.1. The SDCA has implemented a policy on social and electronic media that includes players, officials and any other persons associated with cricket in the Shoalhaven, including those participating in SDJCA competitions. COMPETITION STRUCTURE HOURS OF PLAY & INTERVALS 13.1. Start times for particular matches may be varied at the discretion of the SDJCA Executive. 13.3. Under certain match conditions, playing times for two day games may be extended to 12pm. Refer to 28.6. 13.4. In the event of no play on the first day of a two day match, the match will revert to a one day format. 13.5. Under 11s Modified ONE DAY MATCHES Hours of play 8:30am – 11:30am DRINKS BREAK 13.6. Two day game: A drinks break may be taken on the field of play during an innings at the discretion of the fielding team. This would normally be on the hour with a maximum of three breaks permitted over the day’s play. At the conclusion of the innings of the team batting first, a 10-minute interval shall be allowed which will include a scheduled drink break. 13.7. One day game: One drinks break may be taken on the field of play midway during an innings at the discretion of the fielding team. At the conclusion of the innings of the team batting first, a 10-minute interval shall be allowed which will include a scheduled drinks break. 13.8. In case of extreme heat additional drinks breaks can be scheduled with the consent of the umpires. 13.9. It is emphasised that drinks breaks are to be of short duration to allow completion of the match within the scheduled hours of play. Coaches are responsible for ensuring the game moves along so that maximum overs can be bowled. FORFEITS 14.1. Any team failing to field 7 players by the scheduled starting time must forfeit the match, unless the opposition team has sufficient players to loan so a game is possible. The opposition team will loan no more than 2 players in this instance, and must not reduce their own team below 7. 7 www.shoalhavendistrictjuniorcricketca.nsw.cricket.com.au| 1st October 2016 Shoalhaven District Junior Cricket Association Season 2016/17 14.2. If a player is loaned to the opposition team, they need to be ‘transferred’ temporarily in MyCricket to the other club to allow accurate results to be maintained. 14.3. Opposition teams will be awarded points for a win in the event of a forfeit. 14.4. Friendly matches following a forfeit are not to be entered into MyCricket. 14.5. Any team forfeiting two matches in the season will be disqualified from further competition, except for U11s where 3 games apply. EXTRA PLAYERS 15.1. If one team has more than 11 players, then all their players may bat and bowl in a match, however the innings finishes at the fall of the 10th wicket. 15.2. Should both teams have more than 11 players then the number of wickets to fall WILL increase by the equal number of players on each team. For example: Side A has 13 players and side B has 14 players, the innings closes at the fall of the 12th wicket for both teams. 15.3. This will be confirmed before the toss and applies to all innings. 15.4. Only 11 players may field at one time. 15.5. If a team is playing a team with less than 11 players available, they MUST offer up to two players to assist with fielding during the match. TEAM LISTS 16.1. Coaches/captains are to exchange team lists at the toss and inform scorers of the number of wickets comprising the innings, in relation to the number of players available to both teams. 16.2. Team lists must also be selected with the coach in MyCricket prior to the toss. 16.3. Players playing out of age are to be documented on the team list to determine the length of break between bowling spells. 16.4. On the second playing day of a match, a coach may make up to two changes from the team selected prior to commencement of the first day’s play. COACHING ON THE FIELD 17.1. Coaching may take place during the course of the competition match for all ages, provided it does not interfere with the continuity of the game. 17.2. The SDJCA recommends minimal on field coaching for U14s and U16s ages to encourage the development of captaining skills. SMOKING ON COUNCIL GROUNDS 18.1. Local councils have a ‘NO SMOKING POLICY’ for all council grounds. Coaches and parents should leave the ground to smoke. 18.2. Local council policies also do not permit any glass bottles to be used on any of their grounds. WET WEATHER & CANCELLATIONS 19.1. In the event of inclement weather, it is the responsibility of the home ground Junior Delegate or other nominated club official to advise the away team whether conditions will allow play at the designated ground. As travel is often required, all cancellations must be made as early as possible prior to the 8 www.shoalhavendistrictjuniorcricketca.nsw.cricket.com.au| 1st October 2016 Shoalhaven District Junior Cricket Association 19.2. 19.3. 19.4. 19.5. Season 2016/17 scheduled commencement of play, although clubs must recognise that conditions occasionally make this a difficult decision and late calls may sometimes need to be made. Clubs must be mindful of the aims of the Association when making decisions to cancel games. Unless otherwise notified, participants should proceed to the ground with the intention of commencing play. Where doubt exists as to whether a ground or pitch is playable, both coaches must agree before play can go on, unless an official umpire has been appointed. Teams that do not appear at the ground with the minimum number of players (7) prior to the scheduled start of play will forfeit the game irrespective of whether the ground is later adjudged unfit for play. This does not apply if prior agreement has been reached between the coaches. LIGHTNING SAFETY RULE 20.1. Guidelines to avoid being hit by lightning while playing or being involved with cricket. The lightning safety code is based on a 30/30 rule, which calls for play to be stopped when the lightning/thunder ratio reaches 30 seconds of less. The ratio is the time between when lightning is seen and thunder is heard is less than 30 seconds. This means that lightning is less than 10km away and the next strike has a significant risk of hitting the people who saw the lightning and heard the thunder. Play should not commence until 30 minutes after the last lightning strike and thunder. EXTREME HEAT RULE 21.1. Coaches playing junior matches on grounds where the local temperature exceeds 38 degrees Celsius have the option to call off the match, however both coaches must be in agreement. Alternatives may also include additional drinks breaks, though player welfare must be foremost with any decision. 21.2. The game shall be listed as a draw under MyCricket. 21.3. This is to prevent injury to players from heat exhaustion and dehydration. Batsmen in all competitions and age groups shall wear two batting pads, two gloves, helmet and protector whilst at the crease. 24.2. For all age groups, the wicket keeper shall also wear gloves pads, protector and a helmet when keeping up to the stumps. 24.3. For players involved in the U12s competition and below, it is compulsory to wear a helmet at all times while keeping (both up to and back from the stumps). 24.4. Players who are not correctly attired (as noticed by either coach) will not be permitted to be involved in the match unless pre-approved by the SDJCA Executive due to a medical condition. RESTRICTIONS FOR YOUNG BOWLERS U12s-U16s 25.1. Restrictions apply to young bowlers regardless of bowling type (fast or slow) in regard to the number of overs which are allowed in a spell, in a day’s play and in an innings. 25.2. No bowler shall be permitted to bowl more than the number of overs in a spell, in a day’s play and in an innings as set out in the table below. 25.3. A bowler shall have a minimum rest period between spells of at least the same number of overs previously bowled in their previous spell bowled from the same end as the bowler’s immediately concluded spell. 25.6. A bowler who has bowled a spell of fewer than the maximum number of overs set out in the above tables, may resume bowling prior to the completion of the minimum rest period as defined above, but this will be considered an extension of the same spell and the limit of overs in total in the spell will still 10 www.shoalhavendistrictjuniorcricketca.nsw.cricket.com.au| 1st October 2016 Shoalhaven District Junior Cricket Association Season 2016/17 apply. Following the completion of the spell, the normal break between spells will apply as the break within the spell is disregarded. 25.7. If any interval or interruption in play results in an over not being completed, then that part of the over bowled after the break shall constitute one over for the purposes of calculating the bowlers spell and daily limits. If this over is completed at the start of a new day’s play, the over shall be considered the first over of a new spell for that bowler and the first over of the new daily limits. EXAMPLES (ASSUMING A BOWLER AGED 13) 25.8. During a one day game, a bowler bowls 2 overs and is taken off by the captain. He is brought back on from the other end after 2 overs. He may bowl a further 1 over, after which he cannot bowl for at least 3 overs from the same end as the bowlers concluded spell. 25.9. A bowler bowls 4 overs and is taken off by the captain. He then returns 15 overs later. This is considered a new spell, subject to his daily limits. 25.10. A bowler bowls 4 overs and then the players takes a 60 minute break due to inclement weather. He may bowl a further 4 overs because the bowler has rested the equivalent of 17 overs. 25.11. A bowler bowls 4 overs on the first day of the innings, when play resumes on the second day he may bowl a further 4 overs in that innings. RESPONSIBILTIES FOR BREACHES & DISPUTES 26.1. It is the responsibility of the fielding captain (or the coach with younger teams) to ensure that the minimum overs playing condition is upheld. The umpires will assist in maintaining records to enable the enforcement of this rule together with the scorers of the match. 26.2. Scorers must notify the umpires and fielding captain whenever a bowler reaches the maximum number of overs he may bowl without a break, and must notify the umpires immediately if a bowler starts (or is about to start) an over when he is not permitted to bowl under this Rule. 26.3. If the umpires become aware of breaches of this playing condition, when the ball is dead, they shall direct the captain to take the bowler off forthwith. If applicable, the over shall be completed by another bowler who shall have neither bowled the previous over nor be allowed to bowl the next over. 26.4. Should a dispute or uncertainty regarding the application of this playing condition occur during play, the umpires shall make the final decision on its application based on information available from the scorers. PLAYER INJURY 27.1. If a ball is bowled and the batter or other player becomes injured during the course of that delivery, either umpire shall immediately call Dead Ball and attend to the player. This is the responsibility of all officials under duty of care and Spirit of Cricket MATCH PLAYING CONDITIONS NO BALL, WIDE BALL, DEAD BALL 28.1. When a delivery bounces off or on the edge of a pitch in front of the line of the bowling crease, the umpire shall signal DEAD BALL followed by NO BALL – except U11s Modified. A delivery that pitches on the surface of the pitch in front of the stumps but is so wide that in the opinion of the umpire it passes out of reach of the striker standing in a normal guard position, and is not struck by the striker, shall be called a WIDE BALL. 28.3. For U12s and below a delivery that lands on the pitch but then dribbles or bounces more than twice before reaching the striker is a legitimate delivery. For all other age groups, the umpire will signal NO BALL. Nothing prevents the batsman from striking the ball 28.4. Should a bowler deliver a fast full pitched delivery that passes, or would have passed on the full above waist height of a batsman standing upright at the crease, either umpire shall call and signal NO BALL. 28.5. Should a slow bowler (ie spinner) deliver a full pitched delivery that passes, or would have passed on the full above shoulder height of a batsman standing upright at the crease, either umpire shall call and signal NO BALL. This does not apply if a fast bowler delivers a slow ball which would be adjudged as per Rule 28.4. 28.6. A fast delivery that pitches and passes or would have passed above the line of the shoulder of the batsman standing upright at the crease, whether or not it has then been hit by the striker, either umpire shall call and signal NO BALL – except U16 (refer to Rule 36.2). 28.7. Where a ball stops before it reaches a batsman it shall be called DEAD BALL followed by NO BALL. 28.8. Wides and no-balls are to be re-bowled, however (8) balls are the maximum number of deliveries in any given over. Except Under 11s who play (6) ball overs. 28.9. If the keeper takes the ball in front of the stumps, irrespective of whether the batsman has played at it, the square leg umpire shall signal NO BALL. 28.10. A ‘Mankad’ (where the bowler removes the bails after entering his delivery stride in an attempt to run out the non-striker) is not a legal action and the umpire shall signal DEAD BALL. If the non-striker persistently leaves his crease by a significant amount before the bowler has bowled his delivery, the umpire shall call DEAD BALL and warn the player on a minimum of at least two occasions. The opposition coach will be notified if the player requires an additional warning, then 5 penalty runs will apply for subsequent breaches as this is considered unfair play. TWO DAY MATCHES 29.1. Fixtures shall be of two days duration and shall consist of at least one innings per team, but may be up to two. 29.2. A minimum of 25 overs per innings shall constitute a game. Bowling restrictions will also change to reflect any reduction in overs, ie a 25 over game would see the maximum number of overs allowed per bowler halved. 29.3. Assuming no interruptions for U12s to U16s: The batting side cannot bat beyond the 50th over in any innings (1st or 2nd) as this becomes the ‘Compulsory closure of innings’. 50 overs are the minimum amount of overs bowled in a full day’s play. 29.4. For U12s where a first innings is completed between 11.20am and 11:30am on the first day of the match then that is the end of the day’s play. 29.5. For U14s and U16s if the side batting first declares before receiving its full 50 overs or are bowled out before 11am, the side batting second must commence their innings after taking a 10 minute break between innings. Play closes at 11.30am. 29.6. Playing times may be extended to 12 pm on either day to enable 50 overs to be bowled. If 50 overs have not been bowled on the first day by 12 pm, the innings will cease and the side batting second will receive the same amount of overs on day two. 29.8. Assuming the team batting first had every opportunity to bat for their allotted 50 overs, or be bowled out earlier; if 50 overs have not been bowled on the second day by 12pm and a result has not been reached, then 28.12 shall apply. This is to avoid penalising the team batting second through a slow over rate. 29.9. Bowling restrictions apply (refer to Rule 25.3). Batting restrictions apply refer (refer to Rules 34.1, 35.1 and 36.1) 29.10. All teams must provide if requested, up to two players to assist with fielding on any given day where their opposition team is short on numbers. This is does not apply for the finals series. OBTAINING A RESULT 29.11. If both teams have had an equal opportunity to bat 50 overs or be bowled out within the allotted time, the winning team will be the one that either: defends their own score by bowling out the opposition for less runs or chases down the opposition’s target. 29.12. For U12s and U14s if the team batting second has not had the opportunity to complete the agreed number of overs, and has neither been all out, nor has passed its opponent’s score, the following shall apply: The result shall be decided on the average run rate throughout both innings. If due to a suspension of play the number of overs in the innings of the team batting second has to be revised, the target score will be adjusted as per Rule 31.5. If the target score involves a fraction of a run, the final scores cannot be equal and the result cannot be a tie. Average Run rate is the total amount of runs scored divided by the total number of overs received irrespective of wickets lost. 29.13. For U16s if neither team achieves a win as per Rule 29.11, the match should be declared a draw. 29.14. If the first day of any two day game is completely washed out the game reverts to a one day match the following week commencing at 8:00am and is played under one day rules. FOLLOW ON 29.15. A lead of 75 runs or more in a two day game entitles a team to request a follow on. ONE DAY MATCHES 30.1. Fixtures shall be of one day’s duration and shall consist of one innings per team. 30.2. The over rate expectation is 3 to 3.5 minutes per over. 30.3. The maximum length of an innings is limited to 30 overs for U12s to U16s, including allowance of two extras re-bowled per over. A minimum of 15 overs per team shall constitute a match. The bowling restrictions will also change to reflect the reduction in overs, ie a 15 over game would see the maximum number of overs allowed per bowler halved. 30.4. Each team shall bat for the full allocated overs unless all out earlier. A team shall not be permitted to declare its innings closed. Matches shall be considered finished as soon as a result has been obtained ie. Once the winning run has been scored or winning wicket taken. While teams are encouraged to play on giving all players an opportunity to participate, it must be emphasised scoring is to cease at that point. 13 www.shoalhavendistrictjuniorcricketca.nsw.cricket.com.au| 1st October 2016 Shoalhaven District Junior Cricket Association Season 2016/17 30.5. Bowling restrictions apply refer (refer to Rule 25.4). Batting restrictions apply refer (refer to Rules 34.1, 35.1 and 36.1). 30.6. All teams must provide if requested, up to two players to assist with fielding on any given day where their opposition team is short on numbers. This is does not apply for the finals series. OBTAINING A RESULT 30.7. A result can only be achieved if both teams have had the opportunity of batting for at least the minimum number of overs which constitute a match (refer to Rules 30.3 and 30.4), unless one team has been all out in less than the minimum number of overs or the team batting second scores enough runs to win in less than the minimum numbers. 30.8. In all matches where both teams have had the opportunity to complete the agreed number of overs, the team scoring the higher number of runs shall be declared the winner. 30.9. If the team batting second has not had the opportunity to complete the agreed number of overs, and has neither been all out, nor has passed its opponents score, the following shall apply: The result shall be decided on the average run rate throughout both innings. Average Run rate is the total amount of runs scored divided by the total number of overs received irrespective of wickets lost. If due to a suspension of play the number of overs in the innings of the team batting second has to be revised, their target runs scored by Team A shall be calculated by multiplying the reduced number of overs by the average run rate scored by the team batting first. If the target score involves a fraction of a run, then the target score is rounded up. INTERUPTIONS TO PLAY ONE DAY GAMES 31.1. The object shall always be to arrange the number of overs so that both teams have the opportunity of batting for the same number of overs. For the minimum overs to constitute a match refer to Rule 30.3. 31.2. The calculation of the number of overs to be bowled shall be based on 3-minutes per over in the total time available for play. This rate is required regardless of any interruptions to play. Fractions are to be ignored in all calculations of the number of overs. 31.3. If a one day match has not commenced by 9:45 am then it is to be abandoned and the result declared a draw. TWO DAY GAMES 31.4. Any time lost on the first day will be divided between both teams with the objective being to allow each team an equal number of overs to bat. The total number of overs to be bowled in both innings will be reduced by 1 over per 3 minutes lost or part thereof. The first innings can be played into the second week to ensure this balance. 31.5. Should interruptions occur during the second day’s play, the number of overs that the team batting second (Team B) is entitled to receive shall be reduced by 1 over per 3 minutes lost or part thereof. The score of the team batting first (Team A) shall be adjusted using an average per over calculation. Team A’s scored runs will be divided by 50 overs (assuming no interruptions, otherwise reference the adjusted over target for day 1 as per Rule 31.4) then multiplied by the adjusted number of overs Team B will face to calculate a new target. If the target score involves a fraction of a run, then the target score is rounded up. 14 www.shoalhavendistrictjuniorcricketca.nsw.cricket.com.au| 1st October 2016 Shoalhaven District Junior Cricket Association Season 2016/17 31.6. In a two day game if 25 overs have not been completed by both teams the match will be declared a draw unless there has already been a result. EXAMPLES 31.7. In a two day match during the first day’s play, 30 minutes is lost due to rain. This represents a total of (10) overs lost. 5 overs lost per innings with the new minimum overs per innings requirement reduced to (45) overs. 31.8. The team batting first receives 50 overs on the first day (maximum) and scored 150 runs for the loss of 8 wickets. Their run rate is 150 divided by 50 = 3.0 runs per over. The team batting second loses 45 minutes due to rain; this represents a loss of 15 overs. They are entitled to receive 35 overs and must score 106 to win (35 overs at 3 runs per over plus 1). 31.9. Team A scored 150 from 50 overs on the first day. Team B is 6/96 after 30 overs when rain and bad light prevent any further play in the match. Team B is declared the winner due to having passed the ‘Interruption to Play’ adjusted target. Team A: 150/50 = 3.0 multiplied by 30 (2nd innings overs bowled) = 90 runs (adjusted 30 over target). Team B: 96 off 30 overs. 31.10. Team A only bats for (18) overs on the first day and play cannot continue until the following Saturday. In total (32) overs were lost on the first day which is divided between both teams. Overall (16) overs is lost per team meaning both teams are now entitled to (34) overs each (50 – 16 = 34). Team A will bat on for a further (16) overs before the change of innings. Team B will receive (34) overs. SUSPECT DELIVERIES 32.1. Suspect deliveries for all age groups will not be called as NO BALL on game day. 32.2. The SDJCA recognises the importance of improving and correcting deficiencies in a player’s action and direct you to the applicable policy in Appendix B. AGE SPECIFIC RULES –UNDER 11s MODIFIED 33.1. Games will be 25 overs for each batting side. Team A bats, then Team B bats. 33.2. Games are to be played on a shortened pitch of 16.5 metres. 33.3. Batters will bat in pairs for an even amount of overs as possible. For example, a team with five pairs would bat pairs for 5 overs each, while a team with seven pairs would bat four pairs for 4 overs and three pairs for 3 overs. These pairs will rotate each week so that batters get to bat with each team member during the season. All batters will get an even amount of overs during the year. 33.4. If a bowled delivery lands off the pitch, a NO BALL will be called. The batter does however, have the option to chase and strike the ball while it is still moving and attempt to hit the ball through the field for runs. This is not a DEAD BALL / NO BALL. 33.5. If a bowled delivery lands on the edge of pitch (ie where there is a difference in height between the concrete and the grass) and spears off to the side, a DEAD BALL / NO BALL will be called. The batter does not have the option to chase and strike this ball to reduce potential injury to fielders. 33.6. If the ball stops moving before reaching the line of the stumps (whether on or off the pitch), the umpire will signal NO BALL / DEAD BALL and the batter can no longer attempt to hit it. 33.7. If the ball is still rolling, the wicket keeper MUST NOT move from their ground to field the ball until after the batter has attempted the shot, the ball has crossed the line of the stumps and/or the ball has stopped rolling. The umpire will signal NO BALL if this rule is breached. Likewise, once the ball has 15 www.shoalhavendistrictjuniorcricketca.nsw.cricket.com.au| 1st October 2016 Shoalhaven District Junior Cricket Association Season 2016/17 passed the line of the stumps the batsman can no longer hit the ball due to the risk of injury to the keeper. 33.8. Fielders must be back 20 metres from the bat and there will be no slips. Players are not permitted to enter the twenty metre zone until after the ball hits or passes the bat or the batters set off for a run. The umpire will signal NO BALL for a breach of this rule. 33.9. The 20 metre circle must be marked in a clear manner ie paint or mow strip. 33.10. Batting requirements include: Batsmen will not retire at a certain score. Innings will finish at the end of their designated overs (batting in the pair) For every wicket lost, a deduction of two runs will be calculated and deducted from the team’s batting total. This is to be done at the conclusion of each innings to arrive at a NET score ie If a team scores a GROSS total of 10/90 from their 25 overs, their NET result would be 10/70. (Refer to the U10 Modified score sheet guidelines). 33.11. Bowling requirements include: All bowlers must bowl one over before any bowler can bowl a second. All bowlers must bowl a second over before any bowler can bowl a third. Wides and no balls will not be re-bowled LBW will only be given for deliberate and intentional shielding of the wicket and only after a warning. AGE SPECFIC RULES - UNDER 12s 34.1. Batsman must retire on reaching 35 runs. 34.2. All retired batsmen may return to the crease after every player has batted, however batsmen must return in order of lowest to highest and a returned batsman cannot then be retired again. 34.3. No fast pitched deliveries (bouncers) above the batsmen’s chest. 34.4. No fielder other than slips or wicket keeper is allowed to field closer than 10 metres from the bat and must remain that distance until after the ball reaches the batsman. NO BALL will be signalled if this rule is breached. 34.5. All players to bowl in each innings of a match (unless injured or at risk of injury) a minimum of 2 overs. Each bowler must have bowled at least two overs before any player can be allowed to start a second spell. If a bowler is unable to bowl an over, the opposition coach can select a player to bowl the over. 34.6. In reference to a spell in Rule 34.5, it is defined as the maximum amount of overs a player can bowl in a spell or if replaced to be bowled by another player. 34.7. LBW will only be given for deliberate and intentional shielding of the wicket and only after a warning. If the batsman attempts to play a shot, they cannot be given out LBW. AGE SPECIFIC RULES – UNDER 14s 35.1. Batsman must retire on reaching 50 runs. 35.2. All retired batsmen may return to the crease after every player has batted, however batsmen must return in order of lowest to highest and a returned batsman cannot then be retired again. 35.3. All players to bowl in each innings of a match (unless injured or at risk of injury) a minimum of two overs. Each bowler must have bowled at least two overs before any player can be allowed to start a second spell. NO BALL will be signalled if this rule is breached. AGE SPECIFIC RULES – UNDER 16s 36.1. Batsman must retire on reaching 100 runs. 36.2. For two day games only, one fast short-pitched delivery (bouncer) per over will be permitted above the batsmen’s shoulder, judged with the batsmen standing upright at the crease. The square leg umpire must indicate to the umpire at the non-striker’s end when such a delivery has been bowled. Subsequent bouncers will be called NO BALL. Deliveries over the batsmen’s head will be called NO BALL. 36.3. For one day games, no fast short-pitched delivery (bouncer) will be permitted above the batsmen’s shoulder 36.4. Any fielder other than slips fielding closer than 10 metres from the bat MUST wear a helmet and protector. PARTICIPATION IN UNDER 12s AND UNDER 14s 37.1. To reflect the emphasis on player participation in the U12s and U14s the minimum number of overs to be bowled by each player will extend into the second innings of the game. In other words, if any player did not have the opportunity to bowl in the first innings due to an opposition side being bowled out, they must be allowed to bowl their allotted overs in the second innings before any player commences their second spell. 37.2. The SDJCA Executive encourages coaches to not declare their team’s innings closed until all players have had the opportunity to bat. FINAL SERIES QUALIFICATIONS FOR FINALS 38.1. To be eligible for the finals, players must have played for a minimum of 6 days in the SDJCA Competition within the correct season. In the case of dispute, this will be shown through results being entered into MyCricket. Byes and washouts count towards the total playing days Upon application through the SDJCA Executive, players who have transferred into the area can request recognition for playing days accrued within another Association. The intent of this clause is to acknowledge a commitment to the sport rather than a random decision to commence playing mid-season. Players may move up and down an age group to take part in a finals series provided that: The player is of the correct age if moving down. The player is not named as a core player for clubs fielding two teams in a given competition. The qualified team has less than 11 players. The competition aims to foster participation for players of all skill levels, and wants to avoid the possibility of a weaker player being dropped for a more capable player. 17 www.shoalhavendistrictjuniorcricketca.nsw.cricket.com.au| 1st October 2016 Shoalhaven District Junior Cricket Association Season 2016/17 Any changes fitting within the criteria listed above must be notified in writing to the SDJCA Secretary before 5pm Friday prior to the commencement of the match. Any change is subject to SDJCA Executive approval and must not be assumed. Players who do not meet the requirements are ineligible to take the field, even as a sub fielder. If a replaced player from the team playing in the finals arrives to the ground late and is available to take part, then the sub player will leave the field of play at the conclusion of the next over, to allow the original player to participate in the match. If the sub player is batting, then they will conclude their innings as per the usual rules of the game, then be replaced and take no further part in the match ie they will not bowl or field. Where a team fields an ineligible player in any final, the matter will automatically be subject to an inquiry by the Judiciary Committee. Penalties may include fines of up to $350 to the offending club, forfeit of match results and/or a ban from coaching in the SDJCA Competition for the offending coach for up to 24 months. Ignorance is no excuse. 38.2. 38.3. 38.4. 38.5. SEMI FINALS AND FINALS 39.1. If two teams from the same club make it to the finals, the club may elect not to play the final, but to declare both teams joint premiers. The club meets the cost of additional trophies 39.2. No on-field coaching will take place in the U14s and U16s, however in other age groups the fielding coach may stand at square leg. Coaching may take place during the course of the match, provided it does not interfere with the continuity of the game. 39.3. Teams named first in the draw are responsible for supplying boundary markers; the other team shall provide the stumps and balls. Boundary markers will be marked with spray paint to aid placement on day 2. 39.4. All U12s to U16s semi-final and finals matches are played as 2 day games on both Saturday and Sunday over a single weekend. U11s Modified matches are played as one day games on either Saturday or Sunday as allocated by the SDJCA Executive. Standard match times apply. 39.5. The batting side is responsible for completing the first day’s scorecard and the winning side is responsible for the second day’s scorecard. 39.6. Umpires are the sole arbitrators of light, weather and ground conditions. 39.7. Each club is responsible for making available to the Association at least one umpire to assist with running the finals series at no charge. Clubs who are unable to provide this resource will be invoiced the standard cost of a professional umpire. Wet Weather 39.8. In the event of wet weather during the finals series, the following shall apply: Once the SDJCA Executive has allocated grounds and published the draw, each club’s SDJCA Junior Delegate or nominee (where relevant) will take responsibility in the event of rain for declaring the ground fit for play. If in their opinion there is no chance of play, the ground is to be declared unfit for play. Notification must be made before 5pm Friday, prior to the commencement of the match to the SDJCA Executive. Any change in conditions after this time will become the responsibility of the umpires. 18 www.shoalhavendistrictjuniorcricketca.nsw.cricket.com.au| 1st October 2016 Shoalhaven District Junior Cricket Association Season 2016/17 In the event a ground is declared unfit prior to the umpires taking control of the ground, the Association will attempt to reallocate a new ground. If conditions limit the availability of alternative locations, preference will be given to the older age groups and to matches played between the 2nd and 3rd spot on the ladder. For example, the ground allocation order will be U16 2 v 3, U14 2 v 3, U12 2 v 3, U11 Mod 2 v 3, U16 1 v 4, U14 1 v 4 and so on. If the umpire declares a ground unfit for play and in his opinion there is no chance of play for the remaining time of the match, a substitute ground should be identified. The umpire will liaise with the SDJCA Executive who will allocate alternative grounds from the reserve pool. If conditions limit available options, every effort will be made to follow the selection preference listed above however clubs acknowledge that this may not always be possible due to varied notification times. The SDJCA Executive will be the sole arbitrators of reallocation. Where only the first day of a 2 day final series match is washed out, the second day reverts to one day playing conditions. In the event of a complete washout for an U11s Modified semi-final match (Saturday allocation) ie a match that hasn’t commenced, the match shall be rescheduled for the following day (Sunday) under the same playing conditions. 39.9. If a semi -finals match is washed out, the team placed higher on the ladder will progress to the Grand Final, or in the case of the Grand Final match be declared the premiership side. 39.10. While the issue of bowling an illegal delivery is often contentious and one which some players find difficult to overcome, it is essentially a coaching issue. The SDJCA recognise the importance of improving and correcting deficiencies in a player’s action plus the value in teaching respect for the laws of the game. Consequently, they wish to provide a pathway for coaches to escalate concerns with either their own or an opposition player to seek further assistance. The strategy will include: Do not call NO BALL on game day Discuss your concern with the opposition coach and any intention to escalate. Through your club delegate, provide relevant details of your concern to the Coaching Director The Coaching Director will observe the player at training and/or on game day and in conjunction with the player’s coach implement an action plan, which may include: o demonstrate techniques with the player o educate the coach on remediation strategies o any other relevant activity The player’s own coach should look at skill development techniques such as removing the run up, windmill action, bowling elastic and so on. As the issue is one predominately seen in the Modified competition, this age group will enjoy a grace period until Nov 30 before any escalation is allowed. This will ensure the player’s coach has every opportunity to improve any issues themselves.
