2015 Zone 6 Information Booklet ZONE 6 OBJECTIVE The Council is present to govern minor lacrosse within the OLA mandated geographical Zone 6 area and to promote, develop and foster all aspects of the game of minor lacrosse. Within Zone 6, the 10 game rule applies to all teams wanting to participate in Provincials even if the team is brought together late, it is very difficult to prove to the OLA that a team was unable to obtain 10 games with all of the possible teams to play. Rescheduling of a scheduled game must be approved by the Zone Director. CANCELLING ZONE GAMES After the Final Zone Game Schedule has been sent out, $200.00 fine will be applied to each Rep team that requests to cancel an already scheduled game. The team is able to appeal to the Zone Council through their Zone representative. If the home team cancels the game within 5 days then, the team is responsible for the $200.00 fine to the Zone; the referee fees and the timekeeper fees. It is the responsibility of the home team and club to decide the payment of the floor time. If the home team cancels the game outside of 5 days then, the team is responsible for the $200.00 fine to the Zone. It is the responsibility of the home team and club to decide the payment of the floor time. If the away team cancels the game within 5 days then, the team is responsible for the $200.00 fine to the Zone; the referee fees and the timekeeper fees. It is the responsibility of the away team for payment of the floor time UNLESS the home club uses the floor time. If the away team cancels the game outside of 5 days then, the team is responsible for the $200.00 fine to the Zone. It is the responsibility of the home club to cancel or make use of the floor time. HOW TO COMPLETE A GAME SHEET FOR ZONE PLAY 1. It is the responsibility of the home team to provide the game sheet for zone play. The game sheets will be provided at tournaments 2. A suggestion is to have the game sheet completed before going to the arena just in case there are unforeseen circumstances that require your attention. Once complete the below information, give to the manager of the visiting team 3. Print all information in pen and very neatly 4. Print “GAME ####” in the top right corner under the word Game sheet on the game sheet 5. DATE: is the date of the game, print Month(in full), day and year 6. LOCATION: is the arena location including the pad number 7. SERIES/DIVISION: for series print either GIRLS or BOYS and for division of the rep teams playing, print PAPERWEIGHT, TYKE, NOVICE, PEEWEE, BANTAM, MIDGET, INTERMEDIATE 8. HOME TEAM: print your complete name of your team, for example, Whitby Peewee 1 or Whitby Bantam 2 ***always remember the number of the team, it is vital when reporting the games to the zone convenors 9. PLAYERS NAMES: the number of the players should be in increasing order with no spaces. The starting goalie’s name/number is at the top and the back-up goalie’s name/number is at the bottom. ***the rep budget coordinator will be sending a spreadsheet to pre-print the player roster properly ***the pre-printed sheets MUST be transparent to able to be used for Provincials and Zone play 10. When completing the game sheets, if you are using a Call-up player from the division below within the acceptable restrictions, you are required to label with the appropriate letter for example, the novice team calling up a tyke player would put "T" in the column to identify he's from the tyke team. COACHING BOX: all coaches MUST be printed; coaches must sign the game sheet. It is not mandatory that the NCCP information is provided since the OLA Coaches form has stamped that the coach is certified but some tournaments request that it is included ZONE PLAY REGULATION TIME TYKE/NOVICE PEEWEE/BANTAM MIDGET/INTERMEDIATE/JUVENILE/GIRLS INTERMEDIATE MIDGET/INTERMEDIATE/JUVENIL 3 X 15 minute period with the last 2 (two) minutes stop time when score is within 5 (five) goals. 3 X 15 minute period with the last 5 (five) minutes stop time when score is within 5 (five) goals. 3 X 15 minute period with the last 5 (five) minutes stop time when score is within 5 (five) goals. 3 X 20 minute period with the last 5 (five) minutes stop time when score is within 5 (five) goals. EXHIBITION ZONE GAME PLAY Additional games (games not in the master Zone Game Schedule) must be approved by the Zone Director. The Scheduler will be issued an “EX###” to make it easy for all parties to identify with. Will follow all the rules and regulations of Zone Game Play To request for game to be approved: 1. Email request to Zone Director, Club President and visiting team’s contact 2. Content of the email MUST include: Date of the Game Home Team Full Name Visiting Team Full Name Location of the game Time of the game 3. Once the game has been approved by the Zone Director, the Zone Director will contact the Zone RIC to schedule referees. 4. It is the responsibility of the home team to schedule timekeepers. 3 FUN DAY GUIDELINES Restricted for play from Paperweight to Novice divisions only Maximum of 3 teams per division, one must be the host team Restricted to ONE host day per association per playing season Must be approved by all Club Presidents and Zone Directors that have teams participating in the day Must report game scores within 24 hours to the Zone Convenors Must submit game sheets to the Zone within 7 days of completion of day for the tyke and novice divisions If an Invitational Tournament was not granted due to non filing of paperwork OR alcohol served at a Minor Tournament, a Fun Day will not be granted for that year NON ZONE GAME GUIDELINES The purpose of creating this guideline is to ensure that all organizers of Non Zone games are aware of the OLA Constitutional regulations and their responsibilities as participants. MR6.01 Teams in the Corporation shall not be allowed to play matches with teams or players who have been suspended or expelled from the Corporation during the period of such suspension or expulsion. Clubs so doing knowingly shall be suspended automatically, subject to ruling by the Board of Directors. MR6.02 All teams intending to take part in non zone games must submit completed OLA Non Zone Game Form to both Zone Directors at least one week prior to scheduled game for authorization. All participants, players, bench personnel and game officials, must be in good standing. Game sheets for the games must be forwarded by the home club to the appropriate Zone designate within 48 hours. Any discipline matters resulting from the game will be dealt with under the direction of the home team’s Zone Director. NOTE: OLA Non Zone Game Form is available on the OLA website MR6.03 A player shall not play in an exhibition game or tournament unless as a member of the association with which he/she is signed. These guidelines are applicable for all Non Zone Games, including exhibition, interlock games, and Fun Days NON ZONE GAMES MAY NOT BE SCHEDULED UNTIL THE ZONE SCHEDULE IS FINALIZED. All teams must fulfill ALL of their Zone responsibilities. Non Zone games will not be authorized if a team has not fulfilled their Zone responsibilities. All games NOT on an original / posted Zone schedule including cancelled / rescheduled) Zone games MUST be rescheduled utilizing the Non Zone Game Form. This is in line with requirements for insurance purposes. ZONE OR EXHIBITION OR NON-ZONE GAME NIGHT HOME TEAM RESPONSIBILITIES To provide game sheet and to ensure that the proper information is on the game sheet. Information should include date, division, game # (from zone schedule), location, bench staff names/signatures, referee names/signatures, timekeeper signatures, players listed should only include the players who are playing in that game, any suspended players serving games, both home and visiting team names including “#”. If the referee states that the two team’s jerseys are too close in colour, it is the responsibility of the home team to change colours. To pay the referees/timekeepers prior to the game – cash in a sealed envelope To send the Zone game scores to the Division Zone Convenor and to the visiting team contact within 24 hours or a $25.00 fine will be applied to the home team. All games reported to the Zone Convenor MUST include: game ###; date played; home team name including “#”; visiting team name including “#” and score beside the home or visiting team name. The top copy (original) of the game sheet will need to be given to the home team’s Zone rep unless there was major penalties If major penalties occur: 1. the Head referee will keep the top copy (original) and follow the RIC operating procedure of submitting to the RIC within 24 hours REFEREE FEES FOR ZONE PLAY Novice and lower (Tyke / Novice (3 x 15min) periods.............................................. $24.00 per referee There should be two referees on the floor for Paperweight games Peewee and Bantam Midget/Intermediate/Juvenile Midget/Intermediate/Juvenile (3 x 15)min periods............................................ (3 x 20)min periods............................................ $26.00 per referee $30.00 per referee $35.00 per referee 4 COACH OF THE YEAR AWARD All nominations for the Coach of the Year Award should be submitted to the home club using the club’s procedures and by August 28, 2015. Each club will submit one name to the Zone for consideration and a vote of the Council will take place during the September 7, 2015 meeting which is prior to the OLA deadline. ZONE DIVISION CONVENORS RESPONSIBILITIES Will compile all scores and send them to the OLA Division Statistician; the team’s contact; the website master; Zone Director and Assistant Zone Director, on a weekly basis. When the score is reported by the home team, will return a confirmed email to both the Home and Visiting team contact If the score of a game has not been reported within 24 hours, the Zone Convenor will send an email to the home team’s contact, Treasurer and Zone Director issuing a $25.00 fine to the home team If there is a game that will be played after the cut-off date for Zone Championship calculation but is required to make a more accurate determination, then the Zone Convenor must notify the Zone Director and Assistant Zone Director along with the two rep team’s contacts. The Zone Convenor’s home club is responsible for the smooth running of the Zone Championships Key Dates: 1. For the divisions that have “A” Zone Championships (Peewee, Bantam, Midget), the Zone Convenor has to have all scores and recommendation of qualifying teams submitted to the Assistant Zone Director and Zone Director by June 26, 2015 Remember to include if there are any games being played on June 28th and submit those games scores on June 28, 2015. 2. For the rest of all levels and divisions, the Zone Convenor has to have all scores and recommendation of qualifying teams submitted to the Assistant Zone Director and Zone Director by July 4, 2015. There will be no Championship game or banner if there is only one team is within a level at Final Ratings. If two teams play each other more than required, the game that will be considered will be the home or home/away game played against each other that is closest to the deadline date within Zone play Since every team must play every team within their level (at Preliminary Ratings), then the calculation will be based on points: Win – 2 points Tie – 1 point Loss – 0 points If there is a tie in points at the deadline date between two teams, then the team that won the greater number of goals in the games played against each other shall be declared the winner (HEAD TO HEAD) If there is a tie in points between three or more teams, then the OLA Goal Average Formula will be applied to all teams within the grouping. GF GF + GA = Goal Average (the team with goal average closest to 1.0 shall be declared winner) If there is movement of teams from Preliminary Ratings to Final Ratings and all teams have not played at least one game against each other by Final Rating, then the OLA Goal Average Formula will be applied to all teams within the Final Rating. Note: it will be determined by the Zone Council, the handling of a rep team that moves levels from Preliminary Ratings to Final Ratings and not played the teams within that level. Rickard Arena Pad A Ontario Lacrosse Festival OLA Final Six "A" Provincials Deadline for all games to be played Coach of the Year Submission to home club 7 ALL-STAR GAME – PW/BT/MID – BOYS DIVISION All teams will be represented by players at these games and the number of players per team will be determined every season by the number of teams within that division. First every team will be allocated the equal amount of players. Then any remaining positions will be distributed by Final Ratings, highest to lowest. The goalies will be distributed by Final Rating, highest to lowest. Alternate goalies will be required if the one of the six is not able to attend. The 2015 player distribution for the All-Star game will be distributed when confirmed. There will be no alternate players, if a club is not able to fulfill the positions, the game will proceed with a reduced amount of players. A jersey is given to all players and goalies to wear and keep to commemorate their participation in the All-Star game. A program will be provided to all players including their name and home club. The games will follow the Zone Policy rules/regulations for the current season. The players will be chosen by the Bench Staff with Club approval and submitted to the Zone Director by Friday July 10, 2015. The Coach, Assistant Coach and Trainer for every division are determined by submitting their name to the Zone Director by July 10, 2015. PROCESS FOR RAINOUT FOR OUTDOOR GAMES If weather cancels the outdoor location for the game, then the following process will be followed for notification: 1. An email will be sent out in the am of the date of the game to all Zone Council and rep team contacts. It is the responsibility of the rep team to contact the player of the change of location 2. The Zone will notify the referees/timekeepers of the change of arenas. 3. The Zone will notify the volunteers of the change of arenas ZONE FINES/SUSPENSIONS/DISCIPLINE AND RESPONSIBILITIES RECEIVING OF GAME SHEETS WITH MAJOR PENALTIES During Zone Play/Non Zone Play games if there are penalties that are issued by the referee which will include suspensions such as fighting, GM, Gross or Match then the top copy of the game sheet will be taken by the referee. It will be the responsibility of the Referee to notify the Zone RIC verbally immediately of a major penalty or serious incident such as a Gross/Match or brawl. It will be the responsibility of the Referee to fax or copy via email the game sheet to the Zone RIC within 24 hours. It will be the responsibility of the Zone RIC to deal with the situation directly with the Manager or Rep team representative including the Zone club representative, Zone Director and Zone Treasurer on the correspondence within 24-48 hours after receiving the game sheet. All fines/suspensions will follow the acceptable guidelines included in this manual and will issued by the Zone RIC to the Manager or Rep team representative through email. It will be the responsibility of the Zone RIC to schedule and chair all discipline hearings. RECEIVING OF GAME SHEETS WITH NO MAJOR PENALTIES If there is no incidents of major penalties in the Zone/Non-Zone game play, then it is the responsibility of the home team to submit the top copy of the game sheet to their home club Game sheets must be submitted to the Zone by the 15th of the following month by the home club. Each club should have a procedure in place for submitting game sheets, contact your VP of Rep or Rep Director for the information All game sheets MUST be submitted to the Zone Director or Zone RIC by August 1, 2015 at 12 noon. Each game sheet not submitted by this date, the rep team will be fined $25.00. REP TEAM RESPONSIBILITIES WITH A SUSPENDED PLAYER/BENCH STAFF It is the responsibility of the Rep Team’s contact to notify through email and forward copies of the game sheet showing the suspension serve by the player/bench staff to the Zone RIC before the player or bench staff will return to the floor The Zone RIC will confirm that the suspended player/bench staff is permitted to return to the floor. A suspended player/bench staff is not permitted to count Exhibition, Make-up or Non-Zone games towards their suspension games. Nor are they able to participate in any capacity in the game. SUSPENSIONS All suspensions and required hearings are determined by Zone RIC and notification is given to the Rep Team’s contact, Zone Treasurer, Zone 6 Director and Zone 6 Council Rep for the club. ZONE DISCIPLINE COMMITTEE The Zone Discipline Committee, chaired by, Zone RIC, will review all incidents and determine if hearing is required. If a hearing is required, it will comprise of Zone RIC and two (2) neutral Zone 6 Council members. 8 SUSPENSIONS/FINES FOR ALL ZONES For the season, all Rep teams participating in Zone/Non-Zone/Exhibition game play will adhere to the Suspensions outlined by the OLA guidelines which will be available on the Zone 6 website. All Rep Teams participating in these games within Zone 6 will adhere to the fines as outlined which will be available on the Zone 6 website once approved by the Zone 6 Council during May 2015 meeting PROGRESSIVE COACH SUSPENSION IN ZONE PLAY Zone 6 Council has decided that this season, there will be implemented a progressive coach suspension for Game Misconducts within Zone 6 The below Suspensions/Fines will be the guideline for the Discipline Committee and the committee will determine the final decision on an individual basis. 1st Game Misconduct – one(1) game suspension 2nd Game Misconduct – one(1) game suspension and meeting with the Zone 6 Discipline Committee before returning to the bench 3rd Game Misconduct – Indefinite suspension and hearing to be held with the Zone 6 Discipline Committee SUSPENSIONS/FINES The suspensions guidelines are published annually to ensure uniformity of enforcement across the province. all OLA members must follow the Suspension Guidelines as passed by the Corporation. Everyone must realize that for our game to grow; we must deal with the players and bench personnel in a manner that will make it evident that any deviation from good sportsmanship and the rules of the game will not be tolerated. Final decision of the number of game suspensions that are subject to a hearing will be determined by the Zone 6 Discipline Committee or OLA Discipline Committee. If the conduct is breached, then the Zone Discipline Committee will act accordingly. B7.01 - FAIRPLAY CODE OF CONDUCT FOR COACHES, PLAYERS AND PARENTS A safe environment is one that encourages fair play, dignity and respect. Having a code of conduct for everyone involved - the organization, the parents and the children themselves - goes a long way to making it safer. It’s a coach’s responsibility to lay the ground rules and set the standards. Players have the right to protection and support. They also have a responsibility (according to their age and experience) to do their part to build protective and support environments. Talk to your players about their role within their code of conduct - not just once, but throughout the season. Perhaps you could focus on one section at each practice. Point out examples of when the code is not being respected, and remember to emphasize when it is! Parents, as every coach knows, are key to the success of a team and a season. Work with parents in helping them understand the part they play in promoting a safe and healthy sporting atmosphere. Their being involved is the first step. Here are some suggested codes of conduct that will go a long way to promoting an atmosphere of respect and responsibility and encouraging safe sport. Coaches Code – As a coach I will: Respect others, in victory and defeat by: Treating players, parents, opponents, coaches and other officials fairly, regardless of gender, ethnic background, colour, sexual orientation, religion, political belief or economic status. Directing all comments at the performance rather than the person. Never criticizing other coaches. Put the health and wellbeing of my athletes first by: Co-operating with the parents or legal guardians of my athletes, involving them in their child’s development. Conducting practices and games in ways that are mindful of the academic pressures placed on my student athletes and promote their academic success. Ensuring that the activity being undertaken is suitable to the age, experience, ability, and fitness level of the athletes. Co-operating with registered medical practitioners in the overall management of my athletes’ medical and psychological health. Be a good role model by: Displaying high personal standards. Abstaining from and not tolerating use of drugs, alcohol and tobacco products in conjunction with sport and discourage their use and that of other banned performance enhancing drugs by athletes at all times. Not using profane, insulting, harassing or otherwise offensive language. Stand on guard against abuse and promote a safe environment by: Reporting any suspicion of sexual abuse (and other situations when a child may be in need of protection, such as neglect) to the authorities and advising the board of executive. Refraining from verbal or physical behaviours that constitute harassment or abuse. Educating athletes about their responsibilities in contributing to a safe environment. Player’s Code - - As a player I will: Play by the rules and in the spirit of the game. Respect my fellow players, my coaches, the officials, my opponents and the game. Do my best to be a true team player. Remember that winning isn’t everything, that having fun, improving my skills and making friends and doing my best are just as important. Acknowledge all good plays or performances, both those of my team and my opponents Participate because I want to, not just because my parents or coaches want me to. Control my temper- fighting and mouthing off spoil the game for everyone. Remember that my coaches and officials are there to help me. I will accept their decisions and show them respect. Parent’s Code – As a parent I will: Remember that my child plays sport for their enjoyment, not for mine. Encourage my child to play by the rules and to resolve conflicts without resorting to hostility or violence. Teach my child that doing one’s best is as important as winning, so that my child will never feel severely defeated by the outcome of a game or event. Make my child feel like a winner every time by offering praise for competing fairly and trying hard. Never ridicule or yell at my child, or another child, for making a mistake or losing a competition. Remember that children learn best by example. I will applaud good performances by both my child’s team and their opponents. Never force my child to participate in sports. Never question the official’s judgement or honesty in public - I will take concerns to the proper officials. Respect and show appreciation for the trained volunteer coaches and other team leaders who give their time and energy to provide sport activities that help my child grow and 11 AWARDS THROUGH THE OLA Below are a number of awards that are offered by the OLA every year. Each award nomination form is located on the OLA website and the Zone encourages all teams to submit qualified candidates by the deadline date. MR11.04 CHUCK ROWAN AWARD: To be awarded to the Midget or Intermediate box lacrosse player demonstrating high proficiency in lacrosse combined with outstanding achievement in citizenship, together with high standards in academics or their chosen profession. The components of the award shall be (a) OLA “keeper” trophy and (b) a $500.00 scholarship bursary to be assessed equally against all associations. MR11.05 LARRY RUSE AWARD: To be awarded as determined by the Goals Against Average to the Midget goalkeeper in the “A” division of the Provincial Championships. MR11.06 CENTENNIAL AWARD: To be awarded as determined by the Goals Against Average to the Intermediate goalkeeper in the “A” division of the Provincial Championships. MR11.07 MERV MACKENZIE AWARD: Presented annually in memory of the late Mr. Merv MacKenzie (Life Member) to the person elected as having done the most promotion of lacrosse in Ontario. MR11.08 O.L.A. ‘OLDTIMERS’ AWARD: Presented to the Rookie Referee of the Year. Qualifications include the nominee being a carded Referee, having reached his 19th birthday and having officiated in games at all levels of minor teams. The nominee shall have exhibited the utmost in cooperation by accepting assignments in any and all tournaments where feasible and the nominations for such award shall come from the zones and the Corporation Referee-in-Chief. 12 Zone 6 Incident Report This Incident Report is to be used for reporting concerns of Head Coaches or Managers. All reports will be reviewed IF the person reporting uses the 24 hour rule. The incident will be reviewed by the Zone Director, Zone Assistant Director, Zone RIC and one other neutral Zone Council member. The person reporting will receive an acknowledgment of receiving the concern within 72 hours and then a follow up when the situation is concluded. Please be aware, depending on the situation, certain details will NOT be given and a statement that the concern has been dealt with and the Committee considers the situation closed. The Committee will try to give as much information as able. (Reporting of injuries should be handled through the accepted Ontario Lacrosse Association’s process.) Date:_________________________ 13 Zone 6 Appeal Form The appeal request to the Zone should be submitted ONLY when all steps have been taken at the club level. The appeal request MUST be submitted within 15 days of the original decision. This appeal form is to be used for all types of Appeals / Allegations of Misconduct other then player movement or game related offences. The committee will be chaired by the Zone Director and consist of minimum 2 other neutral Executive Zone Council members but with the intention to have 3 neutral Executive plus Chair present. 3. Zone director will respond to appeal request within 72 hours to acknowledge receipt and accepted as an appeal. The Chair will email within 7 days of date/time/location of appeal. 4. The only members attending will be the parties directly associated with the appeal as determined by the Zone Director. 5. Each party will present their version. 6. The Committee members will have the opportunity to ask questions and for clarification at any given time during the Appeal. 7. Then the committee will deliberate and the committee has the option to render decision at that time or give a date for the decision to be received through email to all parties present All decisions made by the Zone Committee are considered final and a report to the Zone Council is submitted during the next Zone meeting 8. 9. If either party is not satisfied with the decision, the next level of appeal is the OLA. All appeals must be returned with a signature and including all supporting documentation.
