BACKGROUND
When it comes to deciding whether or not the whole of the ball passed over the line, the
human eye can be inadequate. Our GoalRefTM goal-line technology supports referees by
informing them immediately when a goal is scored.
In answering the question of ‘Goal or no goal?’, FIFA will in future be turning to the GoalRefTM
goal-line technology developed by the Fraunhofer Institute for Integrated Circuits IIS. After
successfully completing a demanding certification process, the GoalRefTM system was officially

licensed by FIFA in November 2012, which means it is approved for use at official football

matches. Since GoalRefTM produces a reliable decision immediately, it does not interrupt play

Instant result
Once the ball has crossed the goal line, it takes less than half a second for an alert to be
transmitted to the match officials’ watches.
Accurate and reliable
Goals are detected with extremely high accuracy regardless of weather conditions and events
on the pitch – even if the ball is completely obscured from view. This makes inaccurate goal
decisions a thing of the past.
Eliminating human error
The GoalRefTM system requires no operator, thus removing the risk of human error.
Adding value
The human eye is often unable to determine whether or not the ball really crossed the line.
GoalRefTM allows referees to make critical decisions with complete confidence. In turn, leagues
and clubs worldwide benefit from a level playing field.
Cameras embedded in the goal frame make it possible to provide an animated replay from various angles and so offer viewers an enhanced football watching experience.

GoalRefTM is a simple and efficient solution to the complex problem of making goal-line
decisions:
– The system comprises only a very few components: goal frame, ball, signal processing unit and referee’s watch.
– GoalRefTM can be installed anywhere without modification, irrespective of stadium location and pitch size.
– Practicable even for amateur leagues
BALL
– The embedded coils require no power supply.
– The characteristics and behaviour of the ball are not altered, as extensive tests carried out with professional footballers have shown.
– The coil technology has received the FIFA quality mark and can be incorporated into any make of ball.
GOAL FRAME & PROCESSING UNIT
– Receiving antennas attached to the goal frame
– Processing unit behind the goal or perimeter boards
WRISTWATCH
– As soon as a goal has been scored, a “goal” message is displayed on the match officials’ watches, coupled with a vibrating alert.
– State-of-the-art encryption technologies guarantee that the message cannot be accessed by anyone else.
