General Guidelines And Specifications for Sourcing of Fabrics
1. The sample of Suiting & Shirting is available with EE(M) at Registered office
Mehsana as a reference . All bidders are requested to see the same & submit
their bid accordingly.
2. The bidder has to submit the two nos. of tender sample (preferably as per colour,
design of the item) for each item should be of 2.5 Mtr
each strictly as per
Specification.
3. Out of these two samples , one sample will be sent to ATIRA for requisite testing
as per Specification. The Charges for the testing at ATIRA is to be born by
bidder. UGVCL will inform the bidder & the bidder has to deposit the testing
charges within three days .

If tender sample passes in all requisite tests at ATIRA and approved by the
Committee (constituted by UGVCL against Purchase of Uniform) will be finally
qualified technically & their price bid will be opened for particular item of
respective bidder/s for evaluation purpose.
5.
The Actual Color, Design & pattern will be given to lowest (L-1) bidder, in turn the
L-1 bidder has to submit the sample of particular uniform item strictly as per
color, design, pattern & as per specification within 15 days for an approval of
Committee.
6. Fabric will be in the form of packed cut pieces as per specifications of Fabric
pack.
7. No fabric defect of any nature is permissible in the pack, refer Annexure No. 1
8. Fabric has to comply with all the mentioned test standards
9. Packing is as per the Annexure No. 2
10. Each Fabric Pack must be traceable to the lot Number.
11. Shade variation within the same piece is strictly unacceptable.
12. The fabric will be accepted only after a pre dispatch inspection by an
independent accredited agency nominated by UGVCL or any person/s deputed
by UGVCL and as per UGVCL tender specification .
13. The supplier should offer the lot of cloths for initial Inspection & joint sampling at
their works.

14. At random the sample from the offered lot will be collected by UGVCL inspector
before making pieces from ‘Taka’ for testing at Textile committee (Govt. of India)
/ ATIRA / any Govt. approved laboratories Supplier shall have to bear the
Testing charges & cloth. The cloth should confirm the test as per Tender
specification otherwise the manufactured lot will be rejected. One sample will be
tested from each lot of supply against each item.
15. The tenderer who selected for supply should inform this office when the
production is start for random on line inspection during the whole production and
organization can inspect the process on line at any time without prior intimation.
16. Inspection team will be free to take sample 3 to 5 meters at any stage of
production.
17. Batch wise testing reports are required regularly.
18. The bidder will be responsible for delivery of ordered material within Three (3)
months after commencement period of one month, from date of receipt of order.
19. Production sample is to be approved before the bulk production start.
20. Tederer has to weave monogram i.e. “specially made for UGVCL by ____
_____________” in suiting and shirting.
21. Bidder has to submit institutional performance or copy of the purchase order for
experience.
22. Cloth should be supplied in fabric pack as per UGVCL’s requirement only after
approval of CE (P&P) UGVCL
23. Audit Inspection of various uniform clothes supplied in Packs/pieces at various
destinations will be carried out as per UGVCL’s Standard terms and conditions.
24. All bidders are requested to submit the test report as per specification for offered
item. The test report should be of their own lab/any other approved lab.
25. Bidders are requested to refer the following Annexure which are given in the end
part of this specification

Visual Defect

• Weft crack of more than 2 missing picks across the width
of the material
• Prominently noticeable weft bar due to the difference in
raw material, count, twist, luster, color, shade, pick
spacing, etc. of adjacent groups of weft yarn;
• More than two adjacent ends running parallel, broken or
missing and extending beyond 15 cm;
• Prominent selvedge defect;
• Noticeable warp or weft float in the body of the materials;
• Noticeable oil or other stain in the materials;
• Noticeable hole, cut or tear up to 3mm in size in the body
of the fabric;
• Conspicuous broken pattern;
• Prominently noticeable printing or dyeing defect;
• Smash definitely rupturing the texture of the materials;
and;
• Extensive printing or dyeing effect.
