An Invitation to Attend
The environment, water resources, and climate are frontline topics for ASCE’s
2017 EWRI World Environmental and Water Resources Congress. More than
300 technical sessions were proposed, which was nearly twice the available
capacity. The final sessions, designed to highlight the Congress theme, “Creative
Solutions for a Changing Environment,” are organized to cover broad areas of
professional practice and development. There are important topics of interest for
every career stage; from students, to new professionals, to history and heritage.
Specific training opportunities are included in the Congress program. Staff
from US Army Corps of Engineers’ Hydrologic Engineering Center will conduct
workshops on the latest versions of their popular software packages. The National
Aeronautics and Space Administration’s (NASA’s) Jet Propulsion Laboratory is
conducting a training workshop on satellite data. Check out the presentations on
state-of-the-art Forecast-Informed Reservoir Operations (FIRO), with case studies of
the Folsom Reservoir and Lake Mendocino.
Several exciting tours are planned to complement the Congress. Visit Folsom Dam
to learn about operation of Folsom and Nimbus Dams, challenges presented
by the Lower American River flowing to Sacramento and the Auxiliary Spillway
project. Tour Sacramento Valley flood management facilities, including the Tisdale,
Freemont, and Sacramento weirs to learn how the state’s flood management
system works. There is a tour of the Freeport Regional Water Project Intake
Facilities to learn about operational aspects, unique features, permitting process,
and mitigation efforts. You can tour the Sacramento Regional Waste Water
Treatment Plant, a monumental effort—called the EchoWater Project—to take
the Sacramento region’s wastewater treatment to a whole new level. The StateFederal Joint Operations Center is hosting a tour to featuring the Flood Operations
Center, NOAA’s California Nevada River Forecast Center and Sacramento
Weather Forecast Office who help coordinate operations of the California State
Water Project, the Bureau of Reclamation Central Valley Project and the Central
Valley Flood Protection Board.

Speaking of networking, our premier networking event is an evening at the
California State Railroad Museum in Old Sacramento. The museum is an amazing
tribute to the role of the “iron horse” in connecting California to the rest of the

K. Taraka Rama Rao is a minister in the government
of Telangana, India for Information Technology,
Municipal Administration & Urban Development,
Industries & Commerce, Mines & Geology, Public
Enterprises and NRI Affairs. Under his leadership,
the government of Telangana has undertaken an
ambitious $6 billion Telangana Water Grid Project,
also known as Mission Bhaghiratha, to provide drinking water to
approximately 30 million people in the state. As the minister of IT and
industries, he has been highly successful in attracting large investments to
Hyderabad City from several top blue chip companies such as Google,
Facebook, Apple, Amazon, and Microsoft. He is the architect of several
initiatives and policies to promote smart technologies, e-governance,
digital empowerment, and entrepreneurship.
He holds a bachelor’s degree in microbiology and has two postgraduate degrees–M.Sc in biotechnology from University of Pune and
MBA in marketing & e-commerce from Baruch College, City University
of New York. After completing his MBA and before joining full-time in
politics in India, Rao worked in the U.S. IT industry from 2001to 2006.
He has won many accolades from leaders across the cross sections
of the industry for dynamism, vision, and making Telangana one of
the most investor friendly states of India. He has been awarded Most
Inspirational Icon of the Year 2015 by CNN-IBN and Ritz magazine.
He is one of the most sought out political leaders of India.
F. Martin Ralph, Ph.D., is a Researcher at UC San
Diego’s Scripps Institution of Oceanography, and
is the founding director of the Center for Western
Weather and Water Extremes (cw3e.ucsd.edu). He
is a scientist, manager, and program developer who
focuses on developing and carrying out programs
that bridge science and its applications to practical
problems, especially related to information on
extreme weather events and associated issues in
precipitation, drought, and flood. He has published more than 100
scientific articles, received several awards, and is a Fellow of the
American Meteorological Society.
His technical background is in atmospheric science, with a Ph.D.
From UCLA, 1992, and a B.S. from University of Arizona,1984,
focused on understanding the physical processes that create extremes
in precipitation ranging from flood to drought, and on advancing
associated observations, predictions, climate projections, and decision
support tools. A primary topic has been atmospheric rivers and their role
in mid-latitude precipitation.

This tour will begin at the Reclamation Central California Area office
administration building with approximately 60 minutes of presentations
covering the overall Central Valley Project, operation of Folsom and
Nimbus Dam, challenges on the Lower American River and the Joint
Federal Project (also known as the Auxiliary Spillway project). After the
presentations, the group will receive a brief safety presentation and then
be led on a 2-hour tour of local facilities. This will include, at a minimum,
the Folsom power house and the interior and top of Folsom Dam, but may
also include Nimbus Dam, the Joint Federal Project and/or other related
facilities. The tour will end with a walk through of the American River Water
Education Center and self-guided tour of the local native plant gardens.
Ticketed Event: $45 ADV/ $45 ONS. All participants
must be U.S. citizens and must wear steel toed boots.
Student Poster Competition

This provides additional opportunities for interested students to
participate in the Congress. Posters will be presented on a designated
poster board and will be judged on site. Congress registration is still

Currently all undergraduate civil engineering programs are required
to include a “capstone” design experience and schools are strongly
urged to require their students to work in teams. Three finalist design
teams will be selected to compete at the EWRI Congress 2017.
Each student design team will orally present their project to a panel of
industry judges during a special session at the conference.
The 2017 Student Technical Paper Competition offers students a
chance to develop leadership and presentation skills at the EWRI
Congress. The top two winners in the graduate and undergraduate
categories will present their winning papers during this session before
an audience of both peers and experienced professionals.

Freeport Regional Water Project Intake

This tour will visit the Freeport Regional Water Project (FRWP)Intake
Facilities to learn about operational aspects, unique features, permitting
process, and mitigation efforts. The water intake facility and pumping
plant is located on the Sacramento River, upstream of the town of
Freeport, and diverts water and pumps it through pipelines to other FRWP
facilities. Sacramento County will use 85 million gallons of water per
day (mgd) of water from the FRWP to serve customers in the central part
of Sacramento County. The county currently serves customers through a
conjunctive use program, delivering both surface water and groundwater.
By increasing the surface water supply, the county can reduce its reliance
on groundwater and allow aquifers in the central portion of the county
to recharge. East Bay Municipal Utility District (EBMUD) will use 100
mgd of water from the FRWP as a supplemental water source in dry
years only, estimated to be three out of every 10 years. EBMUD has an
adequate water supply during normal and wet years, but must ration
water during dry years. The supplemental water source from the FRWP
will help EBMUD reduce rationing during dry years.

The tour will visit the Sacramento Regional Waste Water Treatment
Plant. Regional San is undertaking a monumental effort—called the
EchoWater Project—to take our region’s wastewater treatment to a
whole new level. In 2010, Regional San was issued stringent new
treatment requirements from the State of California that require it to
make the most significant upgrade to its wastewater treatment plant
since its original construction. This new system, which must be in
place by 2021-23, will produce cleaner water for discharge to the
Sacramento River, as well as for potential reuse as recycled water for
landscape and agricultural irrigation and such).
Ticketed Event.
This major upgrade is being called the “EchoWater Project” to
reflect how it will take the area’s wastewater and return it to a clean,
natural state—much like an “echo” returning to its original source.
The EchoWater Project is among the largest public works projects in
Sacramento’s history. When completed, it will keep Regional San in
compliance with its regulatory permits and improve water quality by
resulting in a nearly 95 percent reduction in ammonia discharged to
the Sacramento-San Joaquin River Delta. Ultimately, EchoWater will
be capable of meeting our region’s needs and protecting the region’s
waterways for generations to come.

The Sacramento Convention Center is fully accessible to the
physically challenged and provides auxiliary aids and services. If you
require special assistance at the Congress, please submit a written
description of your requirements with your registration form or email
[email protected] before April 17, 2017. While ASCE
will make every effort to meet the needs of the physically challenged,
accommodations cannot be guaranteed without prior notification.
ASCE Bookstore
ASCE will operate its popular bookstore at the Congress. The bookstore
is a great opportunity to browse through the many new and classic titles
on display covering all topics in civil engineering.
Attendee Packets
Advance registrants will receive their name badges and any tickets
ordered at the ASCE Registration Desk during registration hours.
Advance registrants should present the official ASCE registration receipt
to on-site registration staff to obtain Congress materials. If you submit
a registration form via fax or postal mail one week prior to or after the

Attire
The dress code for the Congress is business casual (i.e. slacks, casual
dresses) to business attire (i.e. neckties, business suits). Meeting room
temperatures will vary, so wear layered clothing to ensure your personal
comfort. We also recommend attendees wear comfortable shoes.
Please note that certain events may have specific details on attire, and
you should refer to the event description for more information.
Badge Policy and Ribbons
Your Congress registration name badge is your admission to the
educational sessions. Please wear your badge at all times while in the
Sacramento Convention Center. Tickets are required for the pre- and
post-Congress events, meals, and special events. Where tickets are
required, please be sure to bring your tickets with you to each event as
you will not be admitted without a ticket. Ribbons will be available at
the Registration Desk. ASCE recommends you remove your badge when
leaving the hotel or convention center.

ASCE defines sustainability as a set of economic, environmental,

Sustainable development is the process of converting natural resources

To that end, ASCE-EWRI works with hotels and convention centers that

Visiting International Fellowship
Professional Development Hours (PDHs)
Each year, EWRI’s International Council (IC) invites applications for
Visiting International Fellows from faculty, professionals, and student
researchers from developing countries. The fellowships are intended
to increase the participation of water resources and environmental
professionals from developing countries in EWRI conferences, and
promote sustained professional and cultural exchange.
You may earn 24 PDHs, which are nationally recognized units of
record, by attending Congress concurrent sessions and short courses.
Please note there are differences from state to state in continuing
education requirements for professional engineering licensure. ASCE
follows NCEES guidelines on continuing professional competency.
Because continuing education requirements for P.E. license renewal vary
from state to state, ASCE strongly recommends that individuals regularly
check with their state requirements that affect P.E. licensure and the
ability to renew licensure. For details on your state’s requirements, please
go to: www.ncees.org/Licensing_boards.php.
While attending the EWRI conference, each Fellow is expected to give
a presentation in a technical session on his/her research on a water/
environmental resources issue in his/her country; and participate with
other International Fellows in a panel discussion on international water/
environmental resource issues as a representative of his/her country.
Each Fellow is hosted by a U.S. or Canadian EWRI/ASCE member
who is responsible for submitting the application to the IC. The host
also assists in arranging supplemental professional activities for the
Fellow during the visit. Example activities include visiting with key
agencies, consultants or researchers; working collaboratively on papers,
proposals, or projects; and touring facilities or field sites relevant to the
Fellow’s area of interest.
Program Changes
ASCE reserves the right to cancel programs and/or sessions because
of low registration. In the unlikely event of a cancellation, all registrants
will be notified and will receive a full refund, if applicable. Programs
and sessions are subject to change and ASCE reserves the right to
substitute a program, session, and/or speaker of equal caliber to fulfill
educational requirements.
Fellowships include a one-year membership in EWRI and/or ASCE
and registration fees for the EWRI Congress. The remainder of the
fellowship can be used to partially cover conference travel expenses.
The stipend will not cover travel expenses for the technical and cultural
activities planned outside of the conference. These may be covered by
matching fund grants from corporations, government agencies, schools,
or individuals.

Photograph Release: By submitting my complete registration, I hereby
release any photographs that may be incidentally taken of me during the
convention by ASCE to be used for any purpose.
Meeting Room Overcrowding
Liability Waiver: By submitting my registration, I acknowledge
and agree that I am undertaking to participate in the Conference
activities as my own voluntary and intentional act. I agree that I alone
am responsible for determining whether I am physically capable
of participating in any Conference activity, and I understand that
there is risk associated with my participation, which may include
without limitation, injury or loss caused by my own negligence or the
negligence of others. With knowledge and acceptance of the risks
involved, I accept full responsibility for my own safety and well-being.
In consideration of my participation in Conference activities, I hereby
waive, release, hold harmless, and discharge ASCE and its officers,
directors, and employees from any and all loss or injury that may be
suffered by me in connection with Conference activities to the fullest
extent permitted by law.
ASCE will make every effort to schedule popular events in rooms large
enough to accommodate anticipated attendance. Because many events
are extremely popular, it is wise to select alternative events as you plan
your Congress schedule. ASCE and the Sacramento Convention Center
are REQUIRED to follow local fire regulations and may ask participants
in rooms filled to capacity to choose another event.
No Smoking Policy
ASCE supports a “No Smoking” policy. Smoking is prohibited in the
Sacramento Convention Center, and at all indoor venues hosting EWRI
events.
Proceedings
All full registrants are able to receive proceedings online. Link will be
included in the final program.
Video or audio recording of any educational session is strictly prohibited
without prior written permission from both ASCE and the session
presenter(s).
