An Invitation to Attend The environment, water resources, and climate are frontline topics for ASCE’s 2017 EWRI World Environmental and Water Resources Congress. More than 300 technical sessions were proposed, which was nearly twice the available capacity. The final sessions, designed to highlight the Congress theme, “Creative Solutions for a Changing Environment,” are organized to cover broad areas of professional practice and development. There are important topics of interest for every career stage; from students, to new professionals, to history and heritage. Specific training opportunities are included in the Congress program. Staff from US Army Corps of Engineers’ Hydrologic Engineering Center will conduct workshops on the latest versions of their popular software packages. The National Aeronautics and Space Administration’s (NASA’s) Jet Propulsion Laboratory is conducting a training workshop on satellite data. Check out the presentations on state-of-the-art Forecast-Informed Reservoir Operations (FIRO), with case studies of the Folsom Reservoir and Lake Mendocino. Several exciting tours are planned to complement the Congress. Visit Folsom Dam to learn about operation of Folsom and Nimbus Dams, challenges presented by the Lower American River flowing to Sacramento and the Auxiliary Spillway project. Tour Sacramento Valley flood management facilities, including the Tisdale, Freemont, and Sacramento weirs to learn how the state’s flood management system works. There is a tour of the Freeport Regional Water Project Intake Facilities to learn about operational aspects, unique features, permitting process, and mitigation efforts. You can tour the Sacramento Regional Waste Water Treatment Plant, a monumental effort—called the EchoWater Project—to take the Sacramento region’s wastewater treatment to a whole new level. The StateFederal Joint Operations Center is hosting a tour to featuring the Flood Operations Center, NOAA’s California Nevada River Forecast Center and Sacramento Weather Forecast Office who help coordinate operations of the California State Water Project, the Bureau of Reclamation Central Valley Project and the Central Valley Flood Protection Board. Taraka Rama Rao is a minister in the government of Telangana, India for Information Technology, Municipal Administration & Urban Development, Industries & Commerce, Mines & Geology, Public Enterprises and NRI Affairs. Under his leadership, the government of Telangana has undertaken an ambitious $6 billion Telangana Water Grid Project, also known as Mission Bhaghiratha, to provide drinking water to approximately 30 million people in the state. As the minister of IT and industries, he has been highly successful in attracting large investments to Hyderabad City from several top blue chip companies such as Google, Facebook, Apple, Amazon, and Microsoft. He is the architect of several initiatives and policies to promote smart technologies, e-governance, digital empowerment, and entrepreneurship. He holds a bachelor’s degree in microbiology and has two postgraduate degrees–M.Sc in biotechnology from University of Pune and MBA in marketing & e-commerce from Baruch College, City University of New York. After completing his MBA and before joining full-time in politics in India, Rao worked in the U.S. IT industry from 2001to 2006. He has won many accolades from leaders across the cross sections of the industry for dynamism, vision, and making Telangana one of the most investor friendly states of India. He has been awarded Most Inspirational Icon of the Year 2015 by CNN-IBN and Ritz magazine. He is one of the most sought out political leaders of India. F. Martin Ralph, Ph.D., is a Researcher at UC San Diego’s Scripps Institution of Oceanography, and is the founding director of the Center for Western Weather and Water Extremes (cw3e.ucsd.edu). He is a scientist, manager, and program developer who focuses on developing and carrying out programs that bridge science and its applications to practical problems, especially related to information on extreme weather events and associated issues in precipitation, drought, and flood. He has published more than 100 scientific articles, received several awards, and is a Fellow of the American Meteorological Society. His technical background is in atmospheric science, with a Ph.D. From UCLA, 1992, and a B.S. from University of Arizona,1984, focused on understanding the physical processes that create extremes in precipitation ranging from flood to drought, and on advancing associated observations, predictions, climate projections, and decision support tools. After the presentations, the group will receive a brief safety presentation and then be led on a 2-hour tour of local facilities. The water intake facility and pumping plant is located on the Sacramento River, upstream of the town of Freeport, and diverts water and pumps it through pipelines to other FRWP facilities. Sacramento County will use 85 million gallons of water per day (mgd) of water from the FRWP to serve customers in the central part of Sacramento County. The county currently serves customers through a conjunctive use program, delivering both surface water and groundwater. By increasing the surface water supply, the county can reduce its reliance on groundwater and allow aquifers in the central portion of the county to recharge. East Bay Municipal Utility District (EBMUD) will use 100 mgd of water from the FRWP as a supplemental water source in dry years only, estimated to be three out of every 10 years. EBMUD has an adequate water supply during normal and wet years, but must ration water during dry years. Regional San is undertaking a monumental effort—called the EchoWater Project—to take our region’s wastewater treatment to a whole new level. In 2010, Regional San was issued stringent new treatment requirements from the State of California that require it to make the most significant upgrade to its wastewater treatment plant since its original construction. This new system, which must be in place by 2021-23, will produce cleaner water for discharge to the Sacramento River, as well as for potential reuse as recycled water for landscape and agricultural irrigation and such). Ticketed Event. This major upgrade is being called the “EchoWater Project” to reflect how it will take the area’s wastewater and return it to a clean, natural state—much like an “echo” returning to its original source. The EchoWater Project is among the largest public works projects in Sacramento’s history. When completed, it will keep Regional San in compliance with its regulatory permits and improve water quality by resulting in a nearly 95 percent reduction in ammonia discharged to the Sacramento-San Joaquin River Delta. Ultimately, EchoWater will be capable of meeting our region’s needs and protecting the region’s waterways for generations to come. Ticketed Event. The fellowships are intended to increase the participation of water resources and environmental professionals from developing countries in EWRI conferences, and promote sustained professional and cultural exchange. You may earn 24 PDHs, which are nationally recognized units of record, by attending Congress concurrent sessions and short courses. Please note there are differences from state to state in continuing education requirements for professional engineering licensure. ASCE follows NCEES guidelines on continuing professional competency. Because continuing education requirements for P.E. license renewal vary from state to state, ASCE strongly recommends that individuals regularly check with their state requirements that affect P.E. licensure and the ability to renew licensure. While attending the EWRI conference, each Fellow is expected to give a presentation in a technical session on his/her research on a water/ environmental resources issue in his/her country; and participate with other International Fellows in a panel discussion on international water/ environmental resource issues as a representative of his/her country. Each Fellow is hosted by a U.S. or Canadian EWRI/ASCE member who is responsible for submitting the application to the IC. The host also assists in arranging supplemental professional activities for the Fellow during the visit. Example activities include visiting with key agencies, consultants or researchers; working collaboratively on papers, proposals, or projects; and touring facilities or field sites relevant to the Fellow’s area of interest. Program Changes ASCE reserves the right to cancel programs and/or sessions because of low registration. In the unlikely event of a cancellation, all registrants will be notified and will receive a full refund, if applicable. Programs and sessions are subject to change and ASCE reserves the right to substitute a program, session, and/or speaker of equal caliber to fulfill educational requirements. Fellowships include a one-year membership in EWRI and/or ASCE and registration fees for the EWRI Congress. The remainder of the fellowship can be used to partially cover conference travel expenses. The stipend will not cover travel expenses for the technical and cultural activities planned outside of the conference.
