1. Discuss the concept of a Social Contract as a tool of
governance.
2. Examine P’noy Social contract as a template that can be
used for your own social contract
3. Discuss social contract on the ground
4. Discuss the strategic principle and benefits of “Tuwid na
Daan.”
5. Draft your own Social Contract
Key concepts:
1. Social Contract -The idea of the social contract is one of the
foundations of the American political system. This is the belief
that the state only exists to serve the will of the people, and
they are the source of all political power enjoyed by the state.
They can choose to give or withhold this power.
2. P’noy’s Social Contract with the Filipino People is a sixteenpoint agenda that lays down the vision of government in the
different priority areas of development.
3. The ‘Philippine Development Plan (PDP) 2011-2016' is the
government's blueprint that defines the strategies and
programs that will translate the Social Contract into efficient,
effective, and responsive actions that are achievable within the
