2006 Herbicide Control of Teasel Route 83, Old Route 53 & Route 22 Right Of Ways Village of Long Grove 3110 RFD, ILLINOIS 60047-9613 PROJECT SPECIFICATIONS FOR HERBICIDE CONTROL OF TEASEL ALONG ROUTE 83, OLD ROUTE 53 & ROUTE 22 RIGHT OF WAYS Read and fully understand the project specifications and proposal requirements before preparing your proposal. Please provide costs for the project, which conform to the specifications below. Project Description The Village of Long Grove (Village) is looking to expand chemical control of Dipsacus sylvestris and D. laciniatus (Common and Cut-leaved Teasel, Teasel) (Project Area) of the Route 83 and Route 22 Right Of Way in the Village of Long Grove (approximately 25 feet from curb or edge of pavement) (See Appendix 1). The Project Area supports sedge meadow and grassland habitat within a matrix of cultural shrub communities (shrub communities are not part of the Project Area). Various portions of the Project Area are invaded by dense or scattered populations of Teasel ; in addition, several populations of state threatened and endangered (T&E) plant species may inhabit areas within the Project Area. All prospective contractors are strongly encouraged to personally inspect the Route 83, Old Route 53 and Route 22 right-of-way corridor to confirm specific growth and locations. The contractor is responsible for providing a location map showing all areas (with approximate acreage) where T&E populations grow as part of their proposal. Although the T&E species of concern do not emerge until early to mid June, the contractor shall take extreme care when spot-treating Teasel. The goal of this project is to achieve a 99% kill of Teasel within the Project Area through foliar application of Transline (or Owner approved equivalent) in non-aquatic areas and an aquatic approved broad-leaved herbicide, such as Garlon 3A (or Owner approved equivalent) in areas with standing water. The Contractor shall apply as many treatments as needed to achieve 99% kill of Teasel in the project area, i.e., if 99% kill is not achieved by the first treatment, additional treatments shall be required to achieve the goal of 99% kill. Treatments shall be applied between April 14, 2006 and May 31, 2006. The Contractor shall allow a minimum of 10 and a maximum of 14 days between treatments to evaluate the percent kill of Teasel. Proposal Questions/Clarifications Since the deadline for proposals is rapidy approaching, there will not be a pre-proposal meeting and all interested contractors are encouraged to contact Village Manager David Lothspeich at 847-634-9440 or [email protected] with any questions/clarifications. Proposals are due no later than 12:00 (noon) on May 30, 2006, at the Village Hall, 3110 Old McHenry Road, Long Grove, IL 60047. Access procedures shall be explained at the pre-proposal meeting. Vehicular access to the project area shall be permitted to ATV’s only (no trucks); trucks may be parked in neighboring residential streets. ATV’s will be allowed in the project area and on right-of-way to the extent that they can proceed without rutting soils. ATV mounted sprayers should be able to access some portions of the project area, provided no rutting or pitting of soils occur; however some areas may only be accessed on foot. The Contractor shall take precaution when driving ATV’s on the right-of-way since the roads are heavily used. Application Methods and Conditions All application equipment, herbicides, and application methods shall be cited in the proposal submittal and approved before award. Please attach a separate sheet detailing your preferred Materials, Methods, and Herbicides. Herbicides may be applied with an ATV-mounted, low-pressure sprayer (as long as the vehicle can access the project area without rutting or pitting of soils), hand-held equipment, wick applicators or other equipment as approved by the Village. Application methods shall follow product label specifications. Application of herbicides shall not occur when precipitation may occur within 24 hours of spraying. Treatments shall be made when conditions are calm to minimize drift and negative impacts to non-target species. During and after each herbicide application, locations designated by the Owner shall be posted with signs stating that herbicide has been applied in the area. Signs shall be posted within 24 hours of application and no longer than 48 hours. The Contractor shall supply the signs. All persons who apply herbicide shall follow product label specifications. Application shall be done by State of Illinois licensed pesticide operators or applicators only. The contractor shall provide copies of current pesticide licenses to the Village upon contract approval. The Village reserves the right to cease herbicide applications if proper precautions are not followed, or if weather conditions prohibit proper application. Teasel shall be treated through foliar application of Transline (or Owner approved equivalent) and or an aquatic approved broad-leaved herbicide, such as Garlon 3A (or Owner approved equivalent) in areas with standing water. A non-ionic surfactant and pH Balancer may be required with these herbicides. Follow label specifications and recommendations for concentrations of all chemicals involved. Timing of Application Herbicide treatments shall be made following the project schedule below: Task Commencement Date* Completion Date** Spring Herbicide May 31, 2006 June 7, 2006 Spring Follow-up Herbicide July 1, 2006 July 10, 2006 Summer Herbicide August 1, 2006 August 15, 2006 * The actual commencement dates will be determined by the weather and stage of Teasel growth. ** The completion dates depend on the number of herbicide treatments required to achieve 99% kill, as determined by the Project Manager. Spring Herbicide. 1st application between May 1st and June 7st with 0.75% solution of Transline (1oz/gallon of water) mixed with 0.64 oz/gal of Cidekick and 2.6 oz/gal of New Balance. Always apply herbicide with a backpack sprayer or wick applicator to reduce risk to non-target plants. Spring Follow-up Herbicide. The 1st application requires follow-up by July 10th to treat rosettes that were missed in May. If plants are bolting during follow-up, flower heads must be cut and removed from the site. Bolting stems should be cut to six inches above the surface and spot sprayed with 2% Garlon 4 (2.6 oz/gallon of water) with added Cidekick and New Balance (see amounts above). Summer Herbicide. A second application may be required between August 1 and August 15th will treat new rosettes and catch any missed bolting stems. Bolting stems should be cut to six inches above the surface and spot sprayed with 2% Garlon 4 (2.6 oz/gallon of water) with added Cidekick and New Balance (see amounts above). A 2% Rodeo solution with New Balance and Cidekick (see above amounts) should be used when Teasel is growing near open water. In high quality areas, use same applications, but use extreme caution not to disturb the site, track in additional Teasel seed on clothing or equipment or kill non-target species. Inspection, Approval and Payment The contractor shall submit an invoice after successful completion the herbicide application. The success of the treatments (99% kill) shall be determined through field inspection and approval by the Village. The Village shall inspect the Project Area 7-14 days after completion each herbicide treatment. If the treatment does not result in 99% kill of Teasel within the project area, the contractor shall apply another (one or more) follow-up treatments, at no additional charge to the Village, to achieve 99% kill with in the Project Area. If specification cannot be met within the specified time of application, the payment shall be based upon the percentage cover of the target species that was successfully killed (e.g., if 70% of the Teasel was killed, 70% of the contract price will be processed). This record of application shall record, at the time of each herbicide application, temperature range, percent humidity, wind speed and direction, last precipitation event and amount, type of herbicide used, amount of herbicide used, and number of hours worked during each application. Public Communication All questions or communications related to this project from the public or news media shall be forwarded immediately to the Village's Project Manager. Contractor and his employees shall not attempt to address questions or comments from members of the public or news media. Questions should be forwarded to the Project Manager at 847-634-9440. Safety Contractor shall operate all equipment and apply all herbicides in a safe manner consistent with product labeling and instructions. Applicators should wear proper eye, skin, and respiratory protection. Contractor shall, at minimum, maintain an eyewash station and first aid kit on site when employees are working. Contractor shall meet all local, state, and federal safety requirements. Staging Area Vehicles not in use while executing the job should be parked in the staging area. Vehicles may not be stored over night. The staging area does not have electricity or water. Mixing, loading and rinsing of equipment and herbicide containers shall take place off site. Owner Responsibility Throughout the progress of the work on the project, the Owner shall: 1. Notify the Contractor in writing to proceed with the Work described herein and designate in writing a person to act as the Owner’s representative with respect to the services to be rendered under this Agreement. 2. Arrange for access to, and make all provisions for, Contractor to enter upon Owner’s property as required for the performance of its work. 3. Provide the Contractor with the proposal package format (including general conditions) to be used on this project.
