Employer’s Requirements Introduction Background Tamil Nadu has a long coastline of 1076 KM constituting 12% of the coastline of India comprising of 13 coastal districts, 25 coastal blocks and 591 fishing villages. The coastal area of Tamil Nadu is multi hazard prone in nature. The major natural hazards that threaten the Tamil Nadu coast frequently are cyclones and associated storm surges. Floods and flash floods, particularly in urban areas, are not uncommon. In the past, it was only the cyclone and flood related disasters that occurred along the coastal areas but in the recent years, we have witnessed the deadliest tsunami disaster all along the Tamil Nadu coast, prone to vulnerable to earthquake and allied hazards. The areas are vulnerable to disaster because of high concentration of people, buildings, and infrastructure and socio economic activities. Therefore it is very important to prepare the villages and community with a disaster mitigation plan in order to reduce the damage and losses to lives and property. The World Bank funded Emergency Tsunami Reconstruction Project (ETRP) with a financial assistance of US$ 423 million focused on providing multi-hazard resistant houses with basic amenities, restoration of livelihood and repair and reconstruction works. Implementation of the project commenced in April 2005 and the project was programmed to be implemented by Rural Development, Municipal Administration, Town Panchayats, Public Works (WRO), Public Works (Building Organisation), Fisheries, Agriculture, Horticulture, Animal Husbandry and Veterinary Sciences, Environment, Forest departments besides Tamil Nadu Slum Clearance Board and Tamil Nadu Water Supply and Drainage Boards. The project now enters the second phase of rehabilitation and economic recovery. In the second phase commencing from 13.08.2009, the scheme for reconstruction of multi-hazard disaster resistant housing in 11 [Eleven] coastal districts [except Chennai & Thiruvarur districts] for vulnerable population, construction of evacuation routes and signages Evacuation shelters [in 12 coastal districts excluding Chennai] and installation of early warning systems in all the 13 coastal districts including Chennai are proposed to be taken up under the restructured ETRP. Vulnerability reduction of coastal communities (VRCC) – Phase II works: The sub-components include-In situ reconstruction of vulnerable houses (about 17,000 units in 11 coastal districts), evacuation shelters (about 139 in number), escape routes (about 150 km), installation of early warning systems and signages. The Rural Development and Panchayat Raj department would be the implementing agency for reconstruction of vulnerable houses evacuation routes and provision of signages in evacuation routes. The Public Works department [Buildings Organisation] will construct evacuation shelters and the Revenue Department [Project Management Unit] will arrange to procure and install Early Warning Systems. These works are targeted to be completed by December 2011. Section VI. Employer’s Requirements 2-135 The scope of work of VRCC includes: The proposal aims to build resilient coastal communities in the eleven tsunami affected coastal districts namely 1. Thiruvallur, 2. Kancheepuram, 3. Villupuram, 4. Cuddalore, 5. Nagapattinam, 6. Thanjavur, 7. Pudukottai, 8. Ramanathapuram, 9. Thoothukudi 10. Tirunelveli and 11. Kanniyakumari districts in Tamil Nadu and the broad strategies suggested are: a) Reconstruction of vulnerable houses in the coastal areas, b) Construction of about 139 nos evacuation shelters, [ in 12 coastal districts excluding Chennai] c) Construction of Evacuation Routes for about 150 km including bridges/minor crossings as found essential to provide easy escape routes in times of emergencies, Signage’s to assist the people will also be incorporated. d) Provision of Early Warning Systems with a focus on operationalization at community level. [ in all the13 coastal districts including Chennai] Scope of the Project Though technology has advanced to predict an occurrence of a natural disaster like Tsunami, earth quake, cyclone etc lack of timely alert results in huge loss of lives and properties over years. Many Rural and remote villages that are out of media coverage are the victims to these disasters. Other than natural disasters, there are man made disasters like chemical and biological accidents as well as terrorist attacks that can cause similar damages. With a view to overcome the above problems, it is proposed to provide Early Warning System for the habitations in the 13 coastal districts of Tamil Nadu. The Technical Specification and other parameters of the proposed Early Warning System are furnished below:It is proposed to provide about 450 number of Early Warning System in the habitations located along the coast of the tsunami affected coastal districts consisting the following arrangements: One central unit namely DWAS-C Unit is proposed to be installed in the office of the Commissioner of Revenue Administration, Chepauk, Chennai – 5, Tamil Nadu, India which shall have the overall control / dissemination / monitoring of all the EWS provided in the habitations i.e., DWAS-R Units and the DWAS-D units provided in the 13 Coastal districts and issue necessary communications / warnings etc as found necessary. Total no of DWAS-C Unit is one [1] at Chennai 2-136 Section VI. Employer’s Requirements One unit namely DWAS-D Unit is proposed one each in the following coastal districts which shall control / monitor all the EWS i.e., DWAS-R Units provided in the habitations within the district and act as link between the DWAS- C unit i.e., Central Unit at Chennai and the rural areas i.e., DWAS-R Units within the district. Environmental Protection – Ingress Protection 66 corresponding to outdoor environment. 2.System Architecture DWAS System consists of DWAS Central Unit (DWAS-C), DWAS District Units (DWASD), and DWAS Remote Units (DWAS-R) communicating through GSM/GPRS networks. The mode of communication is Voice, Data, and SMS. 2.1 System Components - Description DWAS – C Unit DWAS-C is the Central Unit of the DWAS System. It shall have two server machines that shall operate 24x7 at the Central Site. Each Server shall connect to two GSM/GPRS modems to communicate to DWAS-D and DWAS-R Units. Each GSM/GPRS modem shall have connectivity to telephone equipment. Each Server shall be connected to a high speed internet modem / Router for data communication between DWAS-C, DWAS-D and DWAS-R units. DWAS-C unit shall have a headphone with Microphone for recording and hearing of speech message to be sent as disaster announcement to DWAS-R units. DWAS – D unit shall have a Computer loaded with Linux OS or Equivalent and has support for internet connectivity to communicate with DWAS-C and DWAS -R units. DWAS-D unit shall have two (2) GSM/GPRS with telephone equipment for voice and SMS communication with local group of DWAS-R units. DWAS System shall ensure 24x7 system functionality for disaster warning announcement 2-140 Section VI. Employer’s Requirements 4.1.9 DWAS System units shall have a data interface port for data and SMS communication through GSM/GPRS network. There should be facility to log all SMS communications and also to report to DWAS-C / D about any unauthorized GSM/CDMA number access to DWAS-R Units. 4.1.10 DWAS System shall have all network transactions optionally carried out through a secured network communication channel using Secured Socket Layer or IPSec protocol or an equivalent secured connection protocol. 4.1.11 DWAS System shall have standard and/or proprietary implemented hardware complying to RoHS Standards. 4.1.12 DWAS System shall record the log messages giving different events that occur in the system for a period of past 6 months. 4.1.13 DWAS system shall comply to the following Environmental specifications. a) Operating temperature – 0 – 50 o C b) Operating humidity - 95% RH at 35 o C Non-Condensing 5 5.1 DWAS - C Specifications DWAS – C - General Requirements S.No. 5.1.1 Network Connectivity and Redundancy Specification DWAS – C Unit shall have two Servers working in 1+1 configuration with one active at any time and the other being active – redundant. 5.1.2 DWAS – C Units shall support redundant network connectivity to internet with a single high speed link per server with 1+1 server configuration. 5.1.3 DWAS – C Unit shall have a high speed link with a minimum full duplex bit rate of 2 Mbps to the internet. 5.1.4 DWAS – C Unit shall have router functionality with built-in hot plug in redundancy through support of VRRP V3 or an equivalent protocol. 5.1.5 DWAS – C Unit shall have a 2 distinct well known fixed IP address one for each of the servers that is reachable from anywhere in the internet. High Availability Specification 5.1.6 DWAS – C Unit shall support inherent redundancy at each level so that optionally fault tolerance can be supported by placing the redundant copy of the server physically in a different location. 5.1.7 DWAS – C Unit shall support uninterrupted operation in case of grid power failure for a period of 2 days without fail. Employer’s Requirements 2-141 Voice Interface Specification 5.1.8 DWAS – C Unit shall support incoming and outgoing voice calls through GSM/GPRS modem with phone support 5.1.9 DWAS – C Unit shall support a headset with microphone interface to the server for recording new speech messages to be sent to DWAS – R units through GSM./GPRS network. 5.2 S.No. 5.2.1 DWAS – C - Functional Requirements Specification DWAS - C Unit shall have a server based on Linux OS or an equivalent operating system 5.2.2 DWAS - C Server shall support upto 1,500 DWAS-R units and 32 DWAS-D units for simultaneous health packet acknowledgement functionality 5.2.3 DWAS – C Server shall send disaster warning commands to announce prestored warning tones and messages for a required number of times through the acknowledgement packet itself to each one of the DWAS – R units. 5.2.4 DWAS – C Server shall support FTP Server functionality with support for multiple simultaneous FTP sessions, so that a new disaster warning message if any will be conveyed within 10 min. of time. 5.2.5 DWAS – C Server shall map the IP address of the DWAS – R units against their mobile numbers dynamically on reception of DWAS – R health packets. 5.2.6 DWAS – C Server shall have a provision for sending SMS to a group of / all DWAS – R units through the GSM/GPRS network. 5.2.7 DWAS – C Server shall have a console viewer and a command window to know the operational status of the different units in the DWAS system and to control their functionality. 5.2.8 DWAS – C Server shall have provision for generating alarms with different priority levels on occurrence of specified events to trigger alert actions like calling a particular emergency number or support number or generating an SMS etc. 2-142 Section VI. Section VI. Employer’s Requirements 6.2 2-143 DWAS – D – Functional Requirements S.No. 6.2.1 Specification DWAS – D shall send a periodic health packet through the data network to DWAS-C unit. The Periodicity of the health packet transmission shall be as low as 10 minutes. 6.2.2 DWAS – D shall except an acknowledgement packet from DWAS – C unit to indicate about the reception of the health packet. 6.2.3 DWAS – D shall have a provision to view the status of a group of DWAS-R units through DWAS-C unit. This status shall be sent along with the Acknowledgement packet from the DWAS-C unit itself. 6.2.4 DWAS – D shall have provision to send a group SMS to a set of DWAS-R units, if requested by DWAS-C unit or by DWAS –D supervisor. 7 7.1 DWAS – R Specification DWAS – R – General Requirements S.No. 7.1.1 Specification DWAS – R shall support two (2) GSM/GPRS based mobile connectivity interface to connect to the DWAS-C unit. 7.1.2 DWAS – R shall support a primary interface of network communication to the DWAS-C unit and that shall be decided at the time of site survey for installation. 7.1.3 DWAS – R shall support a secondary interface of network connectivity to the DWAS –C unit and it shall be used in the case of failure / total unavailability of the Primary network. 7.1.4 DWAS – R shall use packet data communication by either GSM/GPRS as a primary mode of connectivity to DWAS-C unit. 7.1.5 DWAS – R shall use SMS by either GSM/GPRS as a secondary mode of connectivity to DWAS-C 7.1.6 DWAS – R shall support loudspeakers for Audio broadcast of messages during the time of disaster with an audio range of minimum of 1 km. 2-144 Section VI. Employer’s Requirements 7.1.7 DWAS – R shall support a telephone port for making voice calls to / from the unit for a set of pre-stored hotline numbers. 7.1.8 DWAS – R shall support a LED based light indication during the time of disaster with a visual range of 1 km during normal climate. 7.1.9 DWAS – R shall support unit powering options from a Solar Panel, Battery and Grid based Power source. 7.1.10 DWAS – R shall support operation for a minimum of 2 days without grid power as well as solar power and with only batteries. 7.1.11 DWAS – R shall have visual indications on the box for the functioning of the box to be monitored by maintaining personnel. 7.1.12 DWAS – R shall be an indoor unit with the outdoor fixtures for loudspeakers, microphone, solar panel and LED Light to be mounted on an external pole with cables running to the above fixtures. (the base rate may be considering cables upto 30 meters and for additional length of cables rate to be considered on a pro-rata basis.) 7.1.13 DWAS – R shall support RoHS compliant hardware unit. 7.2 S.No. 7.2.1 DWAS – R – Functional Requirements Specification DWAS – R shall have two modes of operation namely Normal mode and Disaster Warning mode 7.2.2 DWAS – R shall send a periodic health packet through the underlying connected Radio network to DWAS-C unit. The Periodicity of the health packet transmission shall be as low as 10 minutes 7.2.3 DWAS – R shall expect an acknowledgement packet from DWAS – C unit to indicate about the reception of the health packet as well as any new message is available for downloading. 7.2.4 DWAS – R shall support File Transfer Protocol functionality to download any new Speech broadcast message from the DWAS-C server. 7.2.5 DWAS – R shall have a functional loudspeaker operation test executed with a standard test siren tone everyday at a pre-decided time. 7.2.6 DWAS – R shall have several self-testing levels to understand the health of the unit including the functioning of the loud speakers. 7.2.7 DWAS – R shall have a manual testing mode that can be invoked with a password protected command to test the functioning of the unit thoroughly. DWAS – R – Powering Requirements Specification DWAS – R shall support unit powering options from a Solar Panel, Battery and Grid based Power source. Grid based power source implies a powered from a 230V AC supply. 7.4.2 DWAS – R shall have the capability to function for 2 days in the Disaster Warning mode in the absence of Solar power and Grid power. 7.4.3 DWAS – R shall use maintenance free VRLA GEL batteries for its operation. 7.4.4 DWAS – R shall normally operate from the solar panel and in case Solar power is not sufficient, operate from grid power. In the absence of grid power, DWAS – R shall operate from Battery supply. 7.4.5 DWAS – R shall have the required power supply protection devices in place to avoid the damage caused to the DWAS-R unit due to erratic inputs, if any. 7.4.6 DWAS – R shall be designed with a power supply and charge controller to operate all the power generation circuits at their best efficiency and minimum loss. 7.4.7 DWAS – R shall support typically a battery of capacity 42Ah – 64Ah to operate complying to all its functional requirements. 2-146 Section VI. Employer’s Requirements 7.8 2-147 DWAS – R – Audio Broadcast Port Requirements S.No 7.8.1 Specification DWAS – R shall support up to 3 loudspeakers to enable audio announcement during the time of periodic audio broadcast testing and during disaster time. 7.8.2 DWAS – R shall support a configurable option to individually power the 3 loudspeakers. 7.8.3 DWAS – R shall support audio interface with an audio range up to roughly 1 km radius distance with a minimum sound level of at least 9 dB above the ambient sound with a good sound intelligibility level. 7.8.4 DWAS – R shall support a maximum of up to 100 local pre-loaded tones / speech message of 30 seconds each stored in the flash memory of the DWAS-R unit 7.8.5 DWAS – R shall have a feature to support downloading of new tone / speech message from DWAS-C unit end. 7.8.6 DWAS – R shall support a feature to test the physical working of Audio Interface section by broadcasting a test tone once in a day at a pre-fixed time. 7.8.7 DWAS – R shall support audio broadcasting of a tone /message for a maximum duration of 1 minute time continuously. 7.8.8 DWAS – R shall support audio broadcasting of messages of 1 minute duration to a maximum of 8 times a day, if the unit is operated from Battery in the absence of solar and grid power. 7.8.9 DWAS – R shall support the capability to capture the broadcasted audio to verify the functionality of the loudspeaker unit and give the update to DWAS-C unit. 7.8.10 DWAS – R shall support power shutoff to loudspeaker when it is not in use. 7.8.11 DWAS – R shall support loudspeaker units capable of withstanding outdoor environment complying to IP66 level with marine grade material also as the installations of DWAS-R units are mostly near the coastal region. 7.8.12 DWAS – R shall support loudspeaker installation on poles at a height of about 10 meters so that the hazardous decibel level threshold for human hearing (130 dB SPL) is not exceeded at a normal human height of 5-6 feet. The same shall be able to with stand against a wind speed of about 120 km/hour 2-148 Section VI. Employer’s Requirements 7.8.13 DWAS – R shall incorporate line protection against the lightning and other accidental high voltage coupling that might happen in the exposed cabling between the power amplifier and the externally installed loudspeakers. 7.8.14 DWAS – R shall have a provision to monitor the temperature at the power amplifier section and to control the signal compression based on the temperature. 7.8.15 DWAS – R shall have a provision to control the power level at the individual Loudspeaker. 7.9 DWAS – R – Hot line Port Requirements S.No 7.9.1 Specification DWAS – R shall support an interface to connect either a standard telephone equipment or a handset for receiving and making calls through the hotline interface port. 7.9.2 DWAS – R shall support buzzer (85 – 90 dB SPL level) based ringing to indicate an incoming call. 7.9.3 DWAS – R shall support a feature to allow incoming calls from a set of allowed numbers to the hot line port. 7.9.4 DWAS – R shall support a pre-configured key code sequence protected hotline mode to call pre-programmed list of numbers. 7.9.5 DWAS – R shall support a pre-programmed limit on call duration in the case of Battery-only mode. 7.9.6 DWAS – R shall support a pre-programmed number of allowable incoming / outgoing calls in the case of Battery-only mode. 7.10 S.No 7.10.1 DWAS – R – Light Port Requirements Specification DWAS – R shall provide the required light indication at the time of disaster using White colour Light Emitting Diodes. 7.10.2 DWAS – R shall provide the light indication to all four directions with a control to ON/OFF light in each direction 7.10.3 DWAS – R shall provide the lighting indication with a minimum visibility range of 1 km during normal climate. Employer’s Requirements 2-149 7.10.4 DWAS – R shall provide the lighting indication at a typical height of about 10 meters. 7.10.5 DWAS – R shall switch ON and OFF the lighting indication during disaster time. 7.10.6 DWAS – R shall have a limited ON/OFF intervals up to a pre-programmed number of times per day, in case when the unit is operated from battery in the absence of grid power and solar power. 7.10.7 DWAS – R shall have the LED based Light capable of withstanding external environment complying to IP66 specification. 8. Other Requirement Specification S.No Specification 8.1.1 DWAS system requires service registration with a GSM/GPRS Service Provider to get GSM /GPRS connectivity 8.1.2 DWAS system functioning requires a site survey of the villages where DWAS-R units will be installed to decide on the number of loudspeakers required at the site and the GSM/GPRS availability in the chosen place of installation. 8.1.3 DWAS-C unit requires two high speed internet links from a Internet Service Provider 9. List of activities by the Supplier & Purchaser [A] Activities by the Purchaser Space required for the installation of the EWS at various locations will be arranged to be provided to the Contractor. Any change in location will also be furnished to the Contractor before installation. The Employer will furnish the details of sites for the installation of Plant & Equipment before the scheduled installation date to allow the contractor to perform the site inspection to verify the appropriateness of sites before installation of the Plant & Equipment. Where building is available for the installation of Early Warning Systems, the Equipments can installed as below:1. The various equipments shall be provided in the space provided in the building. 2. The Audio broadcasting system, LED light system to be installed in First floor or Second floor over Marine grade GI pipe with clamps etc as indicated in Annexure-B. 3. The Solar panel shall be installed over the terrace 4. Where no space is available in the building, the EWS system shall be provided as per the Drawing No 1PMU/EWS over RCC pillar. 2-150 Section VI. Employer’s Requirements [B] Any change in the number of EWS [addition or deletion] to be provided to the Supplier before installation. Activities by the Supplier Contractor to arrange for the safe custody of the equipments before / after installation, commissioning, testing etc till the same are handed over to the Employer. The Contractor is responsible for all unpacking, assemblies, writing, installations, cabling between Plant & Equipment units and connecting to power supplies. The Contractor will test all Plant & Equipment operations and accomplish all adjustments necessary for successful and continuous operation of the Plant & Equipment at all installation sites. The Contractor is obliged to work closely with the Purchaser’s staff, act within its own authority and abide by directives issued by the Employer and implementation activities. The Contractor will abide by the job safety measures prevalent in India and will free the Employer from all demands or responsibilities arising from accidents or loss of life the cause of which is the Contractor’s negligence. The Contractor will pay all indemnities arising from such incidents and will not hold the Employer responsible or obligated. The Contractor is responsible for managing the activities of its personnel or sub-contracted personnel and will hold itself responsible for any misdemeanors. The Contractor will treat as confidential all data and information about the Employer, obtained in the execution of his responsibilities, in strict confidence and will not reveal such information to any other party without the prior written approval of the Employer. The Contractor is responsible for and obliged to conduct all contracted activities in accordance with the contract using state-of-the-art methods and economic principles and exercising all means available to achieve the performance specified in the Contract. (C) Training: The contractor shall arrange to impart training to the Employer’s staff as well the staff in the district collector’s office in the field of checking, maintaining etc., of the Plant & Equipment. Warranty Specification All the equipments provided and installed by the Supplier should be warranted for Three [3] years from the date of taking over of the systems by the Purchaser + Three [3] years Annual Maintenance of the Plant & Equipment • • • • Warranty will cover Manufacturing defect Design defect Material defect Failure for other reasons etc Annual Maintenance Contract shall cover the following; In partial modification of the provisions, the warranty period shall be 36 months from date of taking over of the Plant & Equipments. The Contractor shall, in addition, comply with the performance guarantees specified under the Contract. If, for reasons attributable to the Contractor, these guarantees are not attained in whole or in part, the Contractor shall, make such changes, modifications, and/or additions to the Plant & Equipment or any part thereof as may be necessary in order to attain the contractual guarantees specified in the contract at its own cost and expense and to carry out further performance tests in accordance with GCC 26.2. • If during operation, the real Hardware Down Time of any piece of equipment or component thereof does not prove to be within 70% (seventy percent) of the specified MTBF, the Contractor shall replace the unit of component with another of at least the same performance and quality at no cost to the Employer. • Free maintenance services shall be provided by the supplier during the period of Warranty / Defects Liability period of 36 months. After warranty/Defects Liability period, annual maintenance and repairs of the entire system including supply of spares etc. for next 36 months will be carried over by the supplier. During Warranty/Defects Liability Period & maintenance period any third party software installation would be the responsibility of the bidder. • The maximum response time for a maintenance compliant from any of the destination specified in the schedule of requirements (i.e., time required for suppliers maintenance engineers to report to the installations after a request call/telegram/fax is made or letter is writer) shall not exceed 24 hours. • The Contractor will accomplish preventive and breakdown maintenance activities to ensure that all hardware execute without defect or interruption for at least 98% uptime for 24 hours a day, 7 days a week of operation of the machine worked on a quarterly basis. In case any item is not usable beyond the stipulated maximum downtime the supplier will be required to arrange for an immediate replacement of the same, till it is repaired. Failure to arrange for the immediate repair/replacement will be liable for penalty of Rs.500/- per day per item. The system has two figures although it can have a third for mechanical impact, but this is not normally used in practice. Where no space is available in the existing buildings or where there is no building is available to accommodate the DWAS-R Unit, the same shall be provided over the proposed RCC structure as per drawing No-1. 2. One RCC pillar of 60cm diameter shall be raised for 4.0 meter above the existing ground level and a base slab provided to the required size & thickness as per the drawing for accommodating the various components of DWAS-R Unit and another slab provided [Roof slab] over which the solar panel shall be installed as per drawing. 3. Side walls shall be provided with brick work on all sides with steel shutters provided with locking arrangements on the front side using marine grade steel angles and sheet of sizes as per drawing and painted with anti corrosive paint. 4. The solar panel shall be provided over the roof slab . 5. RCC Column of 40cm dia shall be raised over the roof slab to a height of 10.75 m above the existing ground level . Suitable clamps for fixing 3 nos of loudspeakers at 10.00 m height and clamps for fixing the LED lights 4 nos at 9.50 meter above ground level. On top of the pillar necessary provision with bolts to be provided for fixing roof covering. The clamps for fixing the Loud speakers and LED lights shall be connected to a steel rope with suitable Pulley for raising and lowering the unit for carrying out any repair or replacement etc. 6. All masonry works shall be painted with 2 coats of cement paint over one coat of cement primer. 7. The steel doors shall be pained with two coats of anticorrosive paint over one coat of red oxide primer. 8. On top of the RCC column necessary cover with marine grade steel sheet of 12 gauge thickness of size 1.00mX1.00m as per drawing to provide protection to the loud speakers and LED light fittings. The sheet shall be painted with anticorrosive paint two coats over a priming coat of red oxide. 9. Where there are space available in the existing buildings to accommodate the DWAS-R Unit components , the bidder has to offer their rate for fixing the Loudspeakers at 10.50 meters above ground level using marine grade GI pipe of 90 MM diameter heavy type over the Section VI.
