Permits shall show the location of the hydrants from which water may be withdrawn, the use for which water is requested, and contain a daily log showing the date, time, and volume of each withdrawal of water. Permits for filling tank trucks shall be issued for each truck and remain in each truck at all times during the period specified in the permit. District staff is authorized to examine any such permit at any time. Permit(s) may be canceled without prior notice. ! The laws of the State of Colorado provide that any person who turns on water without the knowledge and consent of the municipality may be guilty of a misdemeanor, and, upon conviction, shall be punished by a fine of not more than one thousand dollars ($1,000), and/or imprisonment in the county jail for not more than one (1) year. The use of the fire hydrant shall not in any event enlarge any liability of ECCV. Only an approved fire hydrant wrench shall be used. Approved wrenches shall be obtained from ECCV on a loan basis. A twenty-five dollar ($25.00) deposit for each wrench shall be required. For use within the District, the minimum charge is three hundred fifty dollars ($350.00) per month for water usage up to and including fifty thousand (50,000) gallons and then seven dollars ($7.00) per thousand (1,000) gallons for usage over fifty thousand (50,000) gallons. For use outside the District, the minimum charge is five hundred dollars ($500.00) per month for water usage up to and including fifty thousand (50,000) gallons and then ten dollars ($10.00) per thousand (1,000) gallons for usage over fifty thousand (50,000) gallons. When a meter is issued to measure water usage from hydrants, the applicant shall deposit with the District one check for one thousand five hundred dollars ($1,500.00) which is refundable when the meter is returned and all bills have been paid. Also a separate check in the sum of three hundred fifty dollars ($350.00) for the first month’s water usage up to and including fifty thousand (50,000) gallons. For out-of-District use, the applicant shall deposit one check for one thousand five hundred dollars ($1,500.00) which is refundable when the meter is returned and all bills have been paid. Also, a separate check in the sum of five hundred dollars ($500.00) for the first month’s water usage up to and including fifty thousand (50,000) gallons. When a Load Count is issued to measure water usage by filling tankers, the applicant shall deposit with the District the sum of three hundred fifty dollars ($350.00) per month for water usage up to and including fifty thousand (50,000) gallons and then seven dollars ($7.00) per thousand (1,000) gallons for usage for over fifty thousand (50,000) gallons. When a “Garden” meter is issued, the applicant shall deposit with the District the sum of six hundred dollars ($600.00) for in-District usage of which two hundred fifty dollars ($250.00) is refundable when the meter is returned and all bills have been paid, and the sum of seven hundred fifty dollars ($750.00) for out-of-District usage of which two hundred fifty dollars ($250.00) is refundable when the meter is returned and all bills have been paid. ! It is the applicant’s responsibility to report water usage on or before the last business day of each and every month for as long as the applicant possesses the hydrant meter. Failure to report monthly usage will result in minimum billings and no adjustment(s) will be made at a later date for any claim of usage in any other increment(s). The meter is subject to confiscation and all deposits may be forfeited if above policy is not followed. Rates and regulations are subject to change at any time.
