Proposal for changes to PTC Constitution and Bylaws:
Bylaws Article 1- Election and Officers
(Current bylaws): Section 1. Officers
#1. Officers of the PTC shall consist of president, vice president, secretary, treasurer, and
parliamentarian. The officer shall be in good standing with St. Mary’s school and abide by the school’s
mission statement.”
#3. “Officers may run for re-election but may not serve more than two consecutive elected terms,
defined as one year, in the same office. “
Proposal A:
#1. Remove article 1, section 1, and #3 from bylaws.
#2. Add to article 1, a new section titled Section 4-Terms of office, to read the following.
Option #1

President- must run for re-election every year with no limits to number of terms.
Vice President- must run for re-election every year with no limits to number of terms.
Secretary- must run for re-election every year with no limits to number of terms.
Treasurer- term will be defined as 3 years. Officer may run for re-election with no limits to the
number of consecutive terms if the following criteria are met.
a. After first term (defined as 3 school calendar years), the financial accounts of the PTC
must be independently reviewed. The results of the review must be reviewed by the
pastor, principal, and executive board, and they must approve thereview and decide if
there is any discrepancies.
b. The incumbent treasurer may run for re-election, and if re-elected may assume office for
next term if the review has been completed and found to be without discrepancy prior to
the start of the next school year. If discrepancies(cies) are found, the executive board
may negate the re-election of the treasurer and the treasurer forfeits the office. The
executive board may then appoint a new treasurer.
5. Treasurer elect- the position of treasurer elect may be filled by general vote and election if the
treasurer will not be running for re-election after the next school calendar year. The term of
treasurer elect is one year after which officer will assume the office of treasurer starting the
official term of office of treasurer (3 years) then. If treasurer office is filled and treasurer elect
position not needed, the treasurer elect office will not be filled.
6. Parliamentarian- the terms of office of parliamentarian is one year. The office shall be filled the
next year by previous year’s president, vice-president, secretary, or treasurer as determined by
the executive council without general assembly vote. If the previous year’s officers do not want
to fill this position, the previous parliamentarian may run for re-election by vote of the general
assembly and the office of parliamentarian will be open to the general assembly to run for at
election.

Proposal B:
#1.Change Article 1, section 1, #1 to read the following

Proposal C:
(current bylaws) Article V-Duties of officers and executive board members.
Section 5, #1, “Be the immediate past president of the PTC or the immediate past officer of the offices in
order listed in constitution.”
--------------------------------------------------------#1. Add a section to Article V, called section 7, to read the following.
“Section 7. Treasurer elect:
1. The office of treasurer elect will be filled as needed to transition smoothly the office of treasurer
between officers.
2. The treasurer elect officer, when position filled, will attend executive board meetings and
shadow the incumbent treasurer for the purpose of learning the office.
3. After one year as treasurer elect, the treasurer elect assume the role of treasurer for the next
school year and assumes the duties associated with that office at that time.
4. This office will only be filled as needed as determined by the executive board. However, if board
decides the position needs to be filled for the upcoming school year, the treasurer elect must run
for office and rules of election apply, including being elected by the general assembly. “
#2. Change Article V, section 5, #1, to read the following:
a. “#1. Shall be appointed or elected to the office as noted in bylaws article 1, section 4, and
#6.”
Or
13. “#1. Shall be appointed or elected to the office, by previous year’s president, vice-president,
secretary, or treasurer as determined by the executive council without general assembly vote. If
the previous year’s officers do not want to fill this position, the previous parliamentarian may run
for re-election by vote of the general assembly and the office of parliamentarian will be open to
the general assembly to run for at election.
