Prof. HONEST PROSPER NGOWI
Professor Honest Prosper Ngowi (PhD Economics) is the Head of Department of
Short Courses, Research and Consultancy Mzumbe University Dar Es Salaam
College Campus. He is also the founder of ANO Consulting Ltd. He has
researched, consulted and published widely (over 60 academic publications, 70
research and consultancy reports and over 250 newspaper and magazine articles).
He is a specialist in development economics and business with interest in
macroeconomics; international trade; Foreign Direct Investments (FDIs);
Entrepreneurship; private sector development; Economic Growth, Regional
integration; Economic Crisis; Oil and Gas economy and many other current
economic and business issues.
Professor Ngowi is a Distinguished Fellow at the African Centre for Technology
Studies (ACTS) based in Nairobi Kenya. He is also a member of Consortium of
Senior Scholars at the University of Lusaka Zambia and has served as a visiting
senior research fellow at the University of Bergen Norway. He has served as
external examiner at a number of universities including Makerere University
(Uganda), North West University (South Africa), University of Dar Es Salaam,
Sokoine University of Agriculture, Institute of Financial Management, Institute of
Tax Administration and Tumaini University. He has also served as a reviewer in a
number of academic journals.
Ngowi has very close link with the corporate world. He seats in the board of
directors of several corporates including Tanzania Investment Centre (TIC),
Economic and Social Research Foundation (ESRF), Foundation for Civil Society,
Envirocare (Deputy chair), Restless Development (Board Chair), SWISSAID and
Mama Misitu Campaign.
He is multilingual with fluency in written and spoken English, Swahili and
Norwegian and working language of Danish and Swedish. He is a columnist for
The Citizen on Saturday newspaper with a popular column known as Economics
Dr. Flora Tibazarwa
Flora Ismail Tibazarwa is a plant scientist with an MSc in forest ecology and
PhD in experimental botany with a focus on molecular physiology. She was a
lecturer and head of the botany department at the University of Dar es Salaam
for two terms (6 years). Flora’s research experience and interests span from
project based environmental impact assessment, ecological risk assessment to
abiotic stress tolerance in crop and non-crop species. Flora has published her
work widely and has supervised several MSc and Phd candidates.
Her expertise in ecological risk assessment for genetically modified organisms is
recognised within and outside of Tanzania, as she has been a key resource
person in trainings for regulators, students and the general public. In
environmental and social impact assessment Flora has worked and led topical
development projects such as the Kihansi Hydropower station where the
viviparous Kihansi spray toad Nectophrynoides asperginis was found, the
Lake Natron Soda Ash project, Malagarasi Hydropower Project and more
recently the Serengeti Highway.
As the Director for Life Sciences (that covers, Agriculture, health,
biotechnology and environment) at the Commission for Science and
Technology, she is charged with ensuring that national research priorities and
the contribution of life sciences to sustainable development are delivered. She
is the secretary to the National Research Registration Committee and the
Tanzania Biodiversity Information Facility.
Furthermore in COSTECH’s work to promote the utilisation of science,
technology, and innovation, Flora is responsible at the directorate level to
mobilise resources for research, innovation and works closely with
development partners such as DFID, Sida, Danida and the governments of
South Africa and South Korea to deliver this.
Ms. Victoria Tunu Chale
Victoria Tunu Chale, Managing Consultant, People Dynamics Limited
(PD), Dar es Salaam, Tanzania. Victoria is a co-founder, Director and
Managing Consultant with People Dynamics Limited (PD) a human resource
management consultancy firm established in September 2008 and
specializing in consulting, industrial relations, learning and development,
selection and recruitment, facilitation and rapporteuring. Prior to establishing
PD, Victoria worked as a consultant and trainer specializing in organizational
development, industrial relations, strategic planning and learning and
development. Before moving into consulting, Victoria was Director of
Human Resources for CRDB Bank PLC, one of Tanzania’s largest and
leading commercial banks and is credited with spearheading a successful HR
strategy and change management programme that contributed to the bank’s
impressive turnaround. Victoria joined CRDB Bank in June 2000 from
Citibank Tanzania Limited where she was Head of Human Resources.
Victoria was invited to join the Chief Executive Officer Roundtable (CEOrt)
in February 2013 and currently serves on the Board of Trustees of Africa
Leadership Initiative East Africa Foundation Limited (ALI EAF), Board of
Hakielimu, the Advisory Board of Music Mayday Tanzania and is a member
of the Association of Tanzania Employers (ATE) Utilities and Services
Division Committee.
Victoria earned an M.A. (International Affairs) from Drew University, New
Jersey (USA), a B.A. (Double Major International Studies & French, Minor
Political Science) from Marymount College, Tarrytown (USA) and a
Postgraduate Diploma (Law, Mediation and Arbitration) from The Institute of
Social Work, Dar es Salaam (Tanzania). Victoria attained the Professional in
Human Resources (PHR) Certification from the Human Resource
Certification Institute of the Society of Human Resource, USA in June 2008
and is a Fellow of the African Leadership Initiative (ALI) East Africa
Foundation and the Aspen Global Leadership Network (Class of 2010).
Dr. Felician Mutasa
Dr Felician L.Mutasa is an expert in economics, project management;
planning, and budgeting. Has over 20 years experience in economic analysis;
cost analysis, budgeting, monitoring and evaluation; results based
management and planning.
He works with the Open University of Tanzania combining academia and
consulting. Has executed evaluations, impact assessments, cost analysis,
public expenditure reviews and debt sustainability analysis for local and
international projects through JICA, MOEF, PMO-RALG, MITM, MEAC,
Plan International Tanzania, UNICEF, Save the Children and Local
government authorities and various NGOs.
With PhD in economics and MA Economics Policy and Planning, Dr. Mutasa
has more than ten publications as a researcher and consultant.
Dr. Prosper Mgaya
Dr. Mgaya is the head of Civil engineering department at the Dar es Salaam
Institute of Technology. Dr. Mgaya has more than 8 years of conducting
research and consultancy, having reviewed and published more than seven
papers of which several are energy related papers.
Dr. Mgaya has been engaged in research and consultancy services on Water
Resources Engineering and electrification of off-grid villages in Tanzania
through mini-hydropower electricity generation.
He has done a number of researches and consultancy services in the Southern
Highlands Region of Tanzania (Iringa, Mbeya, Ruvuma and Njombe regions)
and published a number of publications including the one titled ‘A Smallhydro Plant Model for Feasibility Analysis of Electrification Projects in
Rural Tanzania IEEE 2013 Global Humanitarian Technology 978-1-47992402-8/13; 2013’.
Dr. Mgaya Holds both Msc and PhD in water resource engineering.
