President’s Message
Well summer is almost over and the final month of the third quarter begins. 2012 seems to be going
by at an extremely fast pace. Our August social at the Lake Mills Golf course had only 20 members
attending which was rather disappointing. However, we did raise over $400.00 for RPAC. Hopefully,
future events will be better attended.
September always brings our state wide convention (I hope there will be a good showing from Jefferson County) as well as the election of officers for our organization. Kim Jones is on the docket to
head the JCBR next year. And from the slate of officers there are so far, it looks like it will be a very
productive board.
Home sales in the South Central region continue to increase over last year and as we go forward into
fall let us hope it continues.
Anyway, happy selling and see you at the September meeting.

CALL TO NOTICE: VOTE TO CHANGE JCBR BY LAWS
September 13, 2012 Members Meeng
Notice is being given your Board of Directors is calling for a vote to change the
Jefferson County Board of Realtors’ By Laws.
The Board has voted to change their fiscal year from January 1st through December
31st to October 1st through September 30th. This change will enable the Board’s
fiscal year to match that of the WRA and provide a more accurate accounting of
when income is being received.
Because this a By Law change being made by the directors and not one that is
being mandated by the National Association of Realtors, it is necessary for a vote of
the general membership.

What REALTORS® Should Know About the Federal Health
Care Reform Law—Impact on Real Estate Transactions
Despite e-mail rumors to the contrary, the PPACA does NOT create a sales or transfer tax on real estate.
However, starting January 1, 2013, a new 3.8 percent Medicare tax will be imposed on the “net investment
income” of individuals with an adjusted gross income (AGI) of $200,000 or more, or $250,000 for married
couples filing jointly. Since capital gains are included in the definition of net investment income, the sale of
real property may result in an additional tax obligation. However, for sales involving a principal residence,
the existing $250,000 for individuals and $500,000 for married couples exclusion from capital gains on the
sale of a principal residence remains unchanged. As a result, even if the AGI limits are met, the new tax
would apply only to any home sale gain realized in excess of the $250K/$500K primary home exclusion
that pushes the individual’s AGI over the $200K/$250K adjusted gross limit.

August Board of Director Minutes =preliminary
The President called the meeting to order at 8:05 a. m. Heidi was absent
After positive moments by Directors, July minutes were approved on a motion by Kim and a 2nd
by Dani. Motion carried.
AE gave the update for July. Roz brought up the question regarding email blast requests for
community events. She restated the board’s policy that only members’ Broker Opens will be
email blast. However, a motion was made by Kim and a 2nd by Ann the monthly newsletter
contain a section for promotion of community events in Jefferson County that are received.
Motion carried
Treasurer gave her report. Ann indicated we are on budget for the remainder of the year. The
subject of the Board’s fiscal year was brought up. A motion was made by Kim and a 2nd by
Deb to change the Board’s fiscal year to match that of the WRA-October 1st to September 30th.
Motion carried. Roz will contact board accountant to inform her of the change. Since this is a
change in the By Laws, notice and a vote of the membership is required. Roz will include notice
in the newsletter and a vote will be taken at the next formal membership meeting.
Committee Reports
RPAC- The board is still planning for an end of summer event August 23rd which will have a
50/50 raffle with proceeds to RPAC
Nominating- Roz provided the board a copy of a preliminary ballot.
Holiday Party – tabled until next month
Old Business
Traveling Back Pack-the Board expressed disappointment in the response received so far
from members. Roz will call several offices to see if they can contribute to this cause
Elections will be hosted by First Weber at Lake Ripley County Club on September 13th
Affiliate Appreciation will be held at the September meeting
Budget-executive committee will meet Friday 8-3 and bring back to the entire Board
New Business
Installation – Roz reminded the Board the President’s office is the host office. Barry volunteered
Heidi. Barry indicated he will ask Kathy Zimmermann for recommendations on who at the WRA
is available to swear in new directors

Instructions for
Continuing Education Scholarship
A membership benefit of the Jefferson County Board of Realtors is the Continuing
Education Scholarship. The JCBR will award two $200 scholarships for continuing
education. Excluded from scholarship is the 12 hours of continuing education (CE)
courses.
If you are interested in receiving a scholarship from the JCBR, please read the
eligibility criteria below and complete the application on the next page. Deadline for all
applications is December 1. 2012.
Eligibility Criteria
1.
Recipient must be a current member and in good standing with the JCBR.
2.
Recipient must have been a member of the JCBR for at least one year prior to
application.
3.
Scholarship must be used to continue recipient’s knowledge in the real estate
industry, i.e., ABR, GRI, CRS, elective course, or any other approved course.
4.
Scholarship will be paid upon receipt and passing score of the approved class.
5.
Scholarship cannot be used for classes attended in the past or currently
attending.
6.
Scholarship must be used by December 31, 2013.
7.
Scholarship is non-transferable.
Awards of scholarships
will be selected by the Scholarship Committee by
December 15, 2012
