INTRODUCTION
Historical Background
Environmental Protection UK was founded as the Coal Smoke Abatement Society (CSAS) in
1898. The society was instrumental in the introduction of the 1926 Public Health (Smoke
Abatement Act) and the 1956 Clean Air Act (following the Great London Smog of 1952.
The Society changed its name several times in the 20th century, reflecting the growth of the
Society as smaller bodies amalgamated as well as the changing scope of the Society’s aims
as the menace of coal smoke receded. In 1958 the Society became the National Society for
Clean Air, and in the 1970s campaigned vigorously on air pollution from industry and
transport. One of the biggest achievements of the Society after the Clean Air Acts was the
development of the concept of Local Air Quality Management and the incorporation of this in
the Environment Act 1995. The organisation has also made a significant contribution to
policy and practice in managing noise pollution: in 1984 the National Noise Committee was
established. The Land Quality Committee was formed in the late 1990s and has provided a
unique forum for discussion on issues surrounding the implementation of the Contaminated
Land Regime (Part 2A), bringing together both regulators and industry: the Committee has
also addressed related issues through sub groups, such as soil, waste and brownfield
regeneration. The name was changed to Environmental Protection UK in 2007 but at the
end of March 2012 it ceased to operate as a fully staffed and funded organisation.
Timeline:
1898: Coal Smoke Abatement Society formed to enforce the smoke abatement clauses of
the Public Health (London) Act
1905: Dr Harold Des Voeux, Honorary Treasurer of the Society, coins the word ‘smog’ to
describe the combination of smoke and natural fog that often had disastrous consequences
in urban areas
1909: Various smoke abatement societies based in northern cities joined together to form
the Smoke Abatement League of Great Britain, based in Manchester
1929: The Coal Smoke Abatement Society and the Smoke Abatement League of Great
Britain merge to form the National Smoke Abatement Society
1937: NSAS moves to London to be nearer to the seat of government and to be recognised
as a national organisation
1958: The Society changes its name to the National Society for Clean Air
1970: The Society moves to Brighton
2007: The Society changes its name to Environmental Protection UK
2012: Due to government spending cuts, EPUK are forced to close their Brighton offices, but
continue to run as a voluntary organisation
