On the above stated date and time I was dispatched to Jesse's Drive inn at 1504 S. Oak Ave., for a harassment call , to
meet with Terry Tinsley (11/1 0/1970). Tinsley stated that he had given a ride to Kenneth Neal Dow (07/25/1969) , and that
Dow wanted Tinsley to take him to a part of town that Tinsley did not want to go to.
Tinsley stated that after denying Dow the ride Dow became argumentative with Tinsley and his girlfriend then when asked
to exit the vehicle Dow pulled out a large knife and threatened Tinsley with it. Tinsley stated that he felt threatened by Dow.
After the altercation Tinsley reported that Dow had taken off towards the SE part of town , after a search of the area I was
unable to locate Dow.
Michael Tinsley (02/21 /1976) , brother of Terry Tinsley, was a witness to the incident.
