• X Under the Croke Park Agreement action plan the SFPA are seeking
more flexibility with regard to the operation of the roster arrangements. In particular we
are seeking to have the shift pattems more aligned with industry patterns and business
needs, which might not necessarily incur the higher roster payment.
In both instances, please provide a through and considered business case for maintaining
the allowance either as is or in modified format. The modifications should also be
detailed, and include information on any revisions ofthe headings outlined in the
Allowances Template.
The Department should confirm that the allowances represent value for money and
provide additional or higher value work which can not be considered as part ofthe
normal responsibilities, flexibilities or duties expected of a person in such a post.

SECTION (b) BUSINESS CASE FOR RETAINING ALLOWANCE ON
MODIFIED BASIS
(1) What does the employer receive in retum for the allowance?
Potential for 24/7 coverage for fishery control activity in designated ports under higher
(27%) payment; or staff coverage from 8 am to midnight, Monday to Sunday under lower
(16.6%) payment as required to meet landing pattems.
(2) Is the allowance cost effective/represent value for money?
Fishing vessels land on a 24/7 basis, depending upon catch pattems, mai-ket pattems,
tides etc. There are EU obligations to meet and inspect those landmgs. Any working
arrangements requiring flexible 24/7 duty requires significant staff resources. SFPA
continuously review and assess the effictivnes and V F M for deploying staff atypically
under the terms of the atypical agreement.
(3) What type of modification is proposed - e.g. change in rate; change in method of
payment; change basis on which allowance is paid; reduce number of persons in receipt
of allowance; other?
It is proposed to extend the operating times covered by the reduced roster payment to
better meet industry pattems. It is proposed to have more flexible scheduling ofthe 8
hour work attendance to meet industry requirements. It is also proposed to build in more
flexibility to deal with unforeseen circumstances /events.
(4) What would be the estimated total savings derived from the modification?
The changes proposed will probably not result in direct savings as the result will be a
more appropriate and effective atypical workmg arrangement.

Should Ireland fail in its responsibilities under EU legislation to regulate the fishing
industry effectively the State is potentially exposed to the re-imposition of fines to the
value of €60m.
