At its meeting on September 25, 2014, the L.A. For Kids Steering Committee adopted the
recommendations of the attached Bureau of Engineering report, which is hereby transmitted for
Council consideration. Adoption of the report recommendations would authorize an amendment
to the Proposition K Grant Agreement No. C-119014 to modify the scope of work and extend the
deadline for completion of design and construction from June 26, 2013, to December 31, 2015,
as well as amend the Proposition K Grant Agreement No. C-119025 to extend the deadline for
completion of design and construction from June 28, 2013 to December 31, 2015.
The recommended modification to the scope of work to the Outdoor Half Basketball Court Project
(C-119014) will enhance the project by allowing for more variety in recreational programming for
youth and provide for easier maintenance and durability. The recommended extensions for both
projects would provide additional time needed to complete the project, including closeout
activities. There is no impact on the General Fund as a result of the recommended actions.

RECOMMENDATIONS
The Bureau of Engineering (BOE) - Recreational and Cultural Facilities Program
requests that the L.A. for Kids Steering Committee recommend that the City Council:
1. Outdoor Half Basketball Court Project(C-119014)
a. Approve Pico Union Housing Corporation's request to extend the deadline for
completion of design and construction from June 26, 2013, to December 31,
2015, and to modify the project scope as set forth in this report.
b. Authorize the City Engineer to negotiate and execute Amendment No. 1 to
Proposition K Grant Agreement No. C-119014 to effectuate the extension of said
deadline and to modify the project scope.
2. Outdoor Half Basketball Court Lighting Project(C-119025)
a. Approve Pico Union Housing Corporation's request to extend the deadline for
design and construction from June 28, 2013, to December 31, 2015.
b. Authorize the City Engineer to negotiate and execute Amendment No. 1 to
Proposition K Grant Agreement No. C-119025 to effectuate the extension of said
deadline.

DISCUSSION/BACKGROUND
Pico Union Housing Corporation ("PUHC") submitted two separate proposals for
Proposition K competitive funding in response to the Proposition K Request for
Proposals for the 7th Funding Cycle. PUHC was awarded $250,000 for the Outdoor Half
Basketball Court project and $116,065 for the Outdoor Half Basketball Court Lighting
project. Both projects are located at 1038 Venice Boulevard, Los Angeles, California
90015.
On June 27, 2011, Proposition K Grant Agreement No. C-119014 between the City and
PUHC was executed for the Outdoor Half Basketball Court Project, and on June 29,
2011, Proposition K Grant Agreement No. C-119025 between the City and PUHC was
executed for the Outdoor Half Basketball Court Lighting Project. On September 8,
2014, BOE received a letter from PUHC requesting authorization to modify the scope of
the project. The original scope and the proposed new scope for the Outdoor Half
Basketball Court project are as follows:

A change in the project scope for the outdoor high school size basketball court is being
requested for the following reasons:
• After carefully reviewing the plans as originally proposed, PUHC's Architect and
staff felt the need to utilize the outside space available to accommodate a full
high school size basketball court. The dimensions of the basketball court are
being increased from a half court, measuring 777 sq. ft., to a full high school size
basketball court, measuring approximately.4,200 sq. ft. This will enable the
youth to play on a full size high school basketball court. The full-size court will
also enable PUHC to conduct exhibition matches, intramural sports and various
other competitions.
• PUHC is requesting to change the surface of the outdoor basketball court from
asphalt (as originally proposed) to a concrete slab surface. A concrete surface
will be easier to maintain. PUHC believes that concrete is more durable, easier
to clean, and costs less to maintain, despite the higher initial cost.
• PUHC is also requesting to enclose the basketball court with a chain link fence to
keep it safe and away from automobile traffic. The proposed chain link fence will
surround the basketball court with dimensions of approximately 90' x 60' (5,400
sq. ft.) and 16' high.
The requested modifications to the project scope will enhance the project by allowing for
more variety in recreational programming for youth, providing for easier maintenance
and durability, and by securing the outdoor basketball court. Thus, the new scope is
substantially the same and in some respects is an improvement over the original scope.
The same constituent youth will be served. The recreational programming and services
to be provided will remain the same, but will be provided on a larger court with more
options for exhibition matches and competitions.
Originally, when the two Proposition K Grant Agreements were executed, design and
construction of both projects was to proceed together and was to have been completed
by June 2013. PUHC states that because of lack of funds and the suggested scope
changes discussed above, both projects were delayed. PUHC has now confirmed that
it has secured the funds and is ready to move forward with both projects. PUHC has
committed in writing that any cost overruns that may occur due to the added scope of

the outdoor basketball court project will be fully paid for with PUHC funds if the
Proposition K funds are not sufficient.
BOE believes that it is in the best interest of the City and PUHC that the changes to the
project scope be approved, and that the deadline for completion of design and
construction be extended to December 31, 2015, for both the Outdoor Basketball Court
Project and the Outdoor Half Basketball Court Lighting Project. This extension will give
PUHC sufficient time to complete design and construction and all related closeout
activities for both projects.

Dear Mr. Moss:
Pico Union Housing Corporation (PUHC) was awarded Prop K Grant funding
during the 2010-2011 period for the Outdoor Half Basketball Court(Agreement # C119014)and the Outdoor Half Basketball Court Lighting Project(Agreement # C-119025).
We are requesting the extension of these agreements because they expired on June 30, 2013. We
would appreciate the amendment to the agreements to complete both projects.
The completion of the projects has been delayed because PUHC lacked funds for initial expenses
(i.e. upfront payments to the Architect). However, PUHC has collected management fees that
were owed to them and now has the funding to move forward with the projects and/or to cover
any cost overruns.
The Outdoor Half Basketball Court and Outdoor Half Basketball Court Lighting Project will be
constructed in what is presently a flat site area of approximately 10,000 sq. ft. which is currently
occupied by surface parking.
The original description of the Outdoor Half Basketball Court(C-119014) Agreement states the

Our Architect, Pedro Birba, reviewed the above description of the project and believes a change
in the scope of work is necessary. The dimensions of the court are relatively small and would
not allow players to move around comfortably. It is necessary to increase the dimensions of the
court to allow the players enough moving space. We are also requesting concrete slab floor
instead of asphalt because the material is durable and it is easier to maintain it clean. Due to
safety reasons, a chain link fence will surround the basketball court.
