Athens-Clarke County is located in the northeast portion of Georgia, approximately 65 miles
northeast of Atlanta and 100 miles northwest of Augusta. Athens-Clarke County is the smallest of

ABOUT THE UNIFIED GOVERNMENT
The City of Athens (the "City") was incorporated in 1806 by an act of the General Assembly of the
State of Georgia. The City was the county seat of Clarke County, Georgia, which was established
by an act of the General Assembly in 1801.
The unification of the City of Athens and Clarke County in 1991 resulted in the creation and
establishment of the "Unified Government of Athens-Clarke County, Georgia" (the "Unified
Government"), a single county-wide government with powers and jurisdiction throughout the
territorial limits of Clarke County, superseding and replacing the governments of the City and the
County. The Unified Government is a strong Manager form of government, governed by the
Mayor and the Commission.
The Athens-Clarke County Manager
The Manager is appointed by a majority vote of the entire Commission for a term of two (2) years,
and may succeed himself or herself and at any time may be removed by a majority vote of the
entire Commission. The Manager is responsible for:

The management and coordination of the operations and activities of the various
departments and agencies of the unified government including the appointment and
removal of department heads;

The preparation of the proposed annual budget with the assistance of all department
heads for the approval by the Mayor and keeping the Commission at all times fully advised
as to the financial condition and needs of the unified government;

Conducting studies and investigations and making reports thereon to the Commission
concerning the operations of the departments, offices, and agencies of the unified
government;

Requiring any department, board, commission, or agency under the Manager's jurisdiction
to submit written reports and to provide other information as deemed necessary;

Prescribing, requiring, publishing, and implementing standards of administrative,
management, and operating practices and procedures to be followed and adhered to by all
offices, departments, boards, commissions, authorities, and other agencies of the unified
government which are subject to the Manager's supervision and jurisdiction;

Acting as the purchasing agent of Athens-Clarke County; and maintaining all required
records of the operations and activities of Athens-Clarke County, including the minutes of
all meetings of the Athens-Clarke County Commission.

The Athens-Clarke County Mayor
The Mayor is chosen through direct election and serves as the official representative of the
Unified Government including serving as the Unified Government's representative to federal,
state, and local governmental bodies and officials. The Mayor:

Initiates the process, with the involvement of Commission members and appropriate staff,
to search and screen candidates for the positions of manager, attorney, and auditor and to
recommend candidates for these positions to the Commission (appointment for two-year
term requires concurrence of a majority of the entire Commission);

Sets the agenda, after receiving input from members of the Commission, the manager, and
the public, for meetings of the Commission;

Presides over meetings of the Commission and makes committee appointments and
makes non-binding recommendations to the Commission for the Manager of the Unified
Government.

Presents a proposed annual budget and a proposed capital improvements budget, which
has been prepared by the manager with the assistance of all department and agency
heads and all others who supervise the implementation of a budget that uses funds of the
Unified Government for approval by the Mayor, to the Commission;

Approves or vetoes proposed ordinances or resolutions as provided by the Charter;

Calls special meetings of the Commission and executes all deeds, contracts, and
obligations of the Unified Government;

Recommends to the Commission the adoption of such measures as deemed necessary or
expedient; and

Performs any other duties and exercise any other powers required by state or federal law
or authorized by a duly adopted ordinance that is not in conflict with the Charter; and
The Mayor is not authorized to vote on any matter before the Commission, except in the case of a
tie-vote.
The Athens-Clarke County Commission
The Commission is made up of ten (10) part-time Commissioners elected from districts. All
legislative powers of the Unified Government of Athens-Clarke County, including any such powers
which may be conferred, are vested exclusively in and exercised by the Commission. Members of
the Commission serve four-year staggered terms.

Computer Information Services Director
$66,238 - $93,857 Annual Starting Salary
The Unified Government of Athens-Clarke County, Georgia is seeking candidates for the
Computer Information Services (CIS) Director position. The Director is responsible for planning,
directing, and managing the activities of the CIS Department which provides Information Technology (IT)
services to Athens-Clarke County Departments. The Director ensures that equipment, systems, and
networks operate effectively and efficiently by strategically defining government information needs;
analyzing problems; implementing corrective action(s); and designing information systems that address
information needs. The Director is responsible for providing day-to-day IT support to Athens-Clarke
County Departments including 1,300 plus users on over 1,500 personal computers and one midrange
system in a multi-platform environment (i.e., Windows 2008 server, Windows 7 professional, AS/400).
Athens-Clarke County has a population of approximately 117,000 within 122 square miles. AthensClarke County is home to the University of Georgia, which has over 35,000 students. The City of
Athens and the Clarke County governments unified in 1991 so that Athens-Clarke County is
governed by a part-time Mayor and ten (10) part-time Commissioners elected from districts. The
Unified Government is a Manager form of government. All Department Directors are appointed by
and report to the Manager. The CIS Director is responsible for 19 positions and an FY14 budget of
$2.7M.
MINIMUM REQUIREMENTS: Qualified applicants must possess a Bachelor’s degree in
Management Information Systems, Business or Computer Science with six years of related experience
in management of personal computers, communications, networks, servers, or mid-range computers; or
any equivalent combination of education, training, and experience which provides the requisite
knowledge, skills, and abilities for this position. Five years of supervisory experience is required and a
valid driver’s license. Certified Information Systems Security Professional (CISSP) credential is
preferable.
Final candidates must successfully pass the pre-employment process that includes a thorough
background investigation of employment, educational history, driving history, criminal history, and
credit history.

Purpose of Job
The purposes of this job is to plan, direct, , and manage the activities of the Athens-Clarke County
(ACC) Computer Information Services Department which provides Information Technology (IT) services
to ACC departments by ensuring equipment, systems, and networks operate effectively and efficiently.
Duties and responsibilities include, but are not limited to, strategically defining government information
needs, analyzing problems and implementing corrective action(s) designing information systems that
address information needs, and providing day-to-day IT support to ACC departments enhancing their
abilities to deliver goods and services to the ACC citizens, and perform other additional tasks as
assigned.
Essential Duties and Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or allinclusive. Other duties may be required and assigned.
Hires, supervises, evaluates, and develops assigned staff, handling all employee concerns, directing
work assignments, counseling and disciplining employees when necessary, and completing employee
performance appraisals.
Develops strategic goals, objectives, and plans for the Computer Information Services Department,
receiving guidance from the ACC Manager as appropriate.
Directs and reviews the daily operations of the Computer Information Services Department; supervises
and delegates assignments; assists staff as needed with technical or other issues.
Consults with other departments on automation plans, concerns, problems, or inquiries.
Develops reports for Athens-Clarke County management regarding automation strategy, trends,
concerns, or recommendations.
Develops policies regarding network operations, network security, network device management and GIS
applications for the Unified Government.
Designs and plans network expansions for Athens-Clarke County that will be used throughout the entire
Government.
Monitors and guides automation project installations and progress; evaluates project progress.
Plans, directs, and controls the strategic automation plan, requests for service, upgrades, computer
programs and automation projects.
Writes contracts, requests for information, and bid specifications for automation needs including both
hardware and software.

Evaluates new and existing hardware, software, and related technology; provides recommendations for
future automation needs.
Consults with vendors to evaluate software and hardware.
Directs the development of disaster recovery procedures for all IT systems government wide.
Directs the testing of all recovery procedures to determine their reliability in the event of a disaster.
Maintains backup systems for the recovery of information from technical and/or user error as well as
system failures.
Directly responsible for development of the system security plans and testing of plans to ensure the
safety of data contained within the systems. Develops the Department’s budget and monitors and
approves all Department expenditures.
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the Computer Information Services
Department.
Knowledge of management, personnel, and financial practices, policies and procedures as necessary in
the completion of daily responsibilities.

administration of software and hardware licensing, techniques of computerized information
management, and relevant local, state and federal regulations.

efficiency.
