Consideration of Bids for Watertown Skate Park Project #1702

Background: On April 20, 2017 one (1) bid was received for the Watertown Skate Park Project #1702.
Evergreen Skate Parks, LLC of Stevensville, MT had the only bid in the amount of $275,000, which was
41% higher than the Engineer’s Estimate of $195,000.
The Project includes the construction of a new skate park facility. The facility is located near the Koch
Softball Complex. The skate park is approximately 9,000 S.F. in size and contains multiple skill features.
The facility will be constructed of concrete and will have a raised knoll of grass in the center.
A review of the Capital Outlay Budget for 2017 indicates the total bid amount of $275,000 exceeds the
budgeted amount of $195,000 established for the project. Engineering Staff recommends we reject the
bid submitted by Evergreen Skate Parks, LLC.
Following consultation with the City Attorney City Staff plans to enter into direct negotiations with
Evergreen Skate Parks, LLC to see if we can get closer to the amount budgeted for the project. The City
may need to provide some work and materials for the project to accomplish this goal. The work items
currently under discussion are removal of the existing asphalt surfacing, providing the required fill,
providing topsoil and seeding.
Additionally, there is a private fund raising effort for this project. Hopefully, this effort will help the City
meet the final negotiated construction costs.
Recommendation: Reject the bid by Evergreen Skate Parks, LLC for Project #1702.
Council Action Requested:
Motion to Reject the Bid in the amount of $275,000 for Project #1702.
