Election of Chair and Vice Chair
No members of the Committee put themselves forward for the position of Chair. It was agreed to
re-consider this at the next meeting.
Cllr. Garratt agreed to continue in the role of Vice Chair.

Minutes of Meeting Held on 10th May 2016 and Matters Arising.
It was resolved to approve the minutes as an accurate record. This was proposed by Cllr. Garratt
and seconded by Cllr. Wood.
The Committee welcomed Cllr. Bothwell, a new Councillor representative from Kibworth Harcourt
Parish Council.
It was agreed that the Committee would decide whether to continue the practice of maintaining a
handwritten record of the minutes at the next meeting.

Cllr. Garratt declared himself as a member of the Methodist Church (item 6.14 of the agenda).

Financial and Admin Matters
80.1
HDC Memorial Inspection project
It was noted that the inspection project costs were less than originally budgeted for as there were
fewer memorials requiring inspection. The two Parish Councils have agreed to reimburse the
Committee for the full costs. 39 memorials at the cemetery will require remedial work and the
Clerk will take reasonable steps to trace each memorial owner.
The Committee noted that whilst repairs are ideally the responsibility of the memorial owner the
Committee would need to meet the costs where owners cannot be traced or where owners are
unwilling or unable to pay for repairs.
80.2
Natural Burial Area
It was agreed that the Committee needs to adopt a system to accurately record the position of
burial plots on site. It was proposed by Cllr. Wood and seconded by Cllr. Garratt to:
1. Accept the quotation received from SV Surveying Ltd. for a topographical plan of the
natural burial area;
2. Purchase the required CAD software and hand-held GPS unit subject to confirmation of
final costs.
3. Budget for this expenditure in the next financial year. Cllr . Bothwell agreed to look into
sources of grant funding.
4. Accept the draft policy on Natural Burials without modification. The Clerk confirmed that a
copy of the policy would be circulated to those people who had reserved a plot in the
natural burial area.
80.3
The Committee considered the draft budget for 2017-18 and agreed that Parish Council funding
would need to increase by £2510 to meet anticipated financial obligations over the next year. It
was proposed by Cllr. Garratt and seconded by Cllr. Bothwell to present this proposed budget to
the Parish Councils at the Joint Meeting.

Cllr. Garratt proposed that to ensure continuity all future tree work recommended to the Council is
channelled through Tim Alden, being the professional employed to undertake the most recent tree
survey. This motion was seconded by Cllr. Wood.
80.5
Approval of bank reconciliation to 31st July 2016 – this was proposed by Cllr. Garratt and
seconded by Cllr. Wood.

Approval of budget reconciliation to 31 st July 2016 – this was proposed by Cllr. Garratt and
seconded by Cllr. Wood.

The Committee noted the recommendations of the internal auditor in relation to filing receipts and and
referencing approval of the bank and budget reconciliations.
80.8
It was proposed by Cllr. Garratt and seconded by Cllr. Tayler to approve all payments listed on the

The Clerk confirmed that the Council has obligations to automatically enrol eligible employees into
a pension scheme and inform all employees of their right to be enrolled. It was noted that there
are no employees eligible for automatic enrolment at present but the Parish Council would
nominate the Government NEST scheme to use if an employee does become eligible.
80.10
The Council approved the Clerk’s claim for 28 hours overtime associated with work on the
memorial inspection, the Natural Burial Area and attendance at the SLCC Cemetery Legal
Compliance Course. This was proposed by Cllr. Wood and seconded by Cllr. Garratt

The Clerk confirmed that NALC has published new salary recommendations applicable from 1st
April 2016. It was proposed by Cllr. Wood and seconded by Cllr. Garratt to accept and apply
these recommendations.
80.12
The Committee acknowledged the increased workload required to ensure compliance with new
legal obligations in relation to plot ownership. It was agreed to increase the weekly requirement to
7 hours.
80.13
It was agreed to purchase a Register of Purchased Graves to ensure accurate records are now
kept of all grave plot owners.
80.14
Cllr. Bothwell proposed that future meetings are held in the library at an approximate cost of £85
per year. This was discussed by the Committee and the motion was seconded by Cllr. Wood with
all members in agreement.
80.15
It was noted that Enzygo Ltd are currently undertaking a survey of cemetery capacity in the District
to 2031. Cllr. Bothwell agreed to review cemetery requirements and report back to the Clerk.

Deeds of Grant
Issued since last meeting: 6 burial plots and 2 cremation plots.

Lychgate
The Committee agreed not to publicise the new lighting at the Lychgate.
The Clerk reported that the maintenance contractors had apologised for the tree damage noted at
the recent cemetery inspection.
