Community News May 2017 NEWS FROM THE CHAMBERS The April meeting of Council was meeting was held in Bolgart and was attended by over 15 members of the public which was wonderful to see. There were a number of questions and comments raised during Public Question Time which included: Access the rubbish tip and the possibility of contractors operating the sites. Progress of (previously proposed) works and signage to be performed in the public area to the North of the Bolgart townsite Vehicles speeding through townsites Water supply used for the fire fighting equipment and its high salt content Blocked drains at the Football club and the need for culverts to be cleaned The need for the fire station to have a key for the Bolgart tip in the event of an emergency Mr Ben Clarke addressing Council to support the Community budget submission made by the Bolgart P & C to assist with the costs associated with the annual school camp to Canberra Training needs for the local Bush Fire Brigade volunteers A request for the costings associated with the process for the recent ward/boundary review Progress of the proposed Aged Care units in Bolgart With regards to the Aged Care Units, plans have yet to be finalised and put out to tender. Due to the project being spread across a number of Shires, finalisation of plans is taking longer than anticipated. We will update the community as soon as we receive more news. Shire Depot Arrangements have been made to ensure that the Depot is manned 5 days per week with the works crew being split into two groups. One group takes a Friday as an RDO and the other a Monday as an RDO ensuring coverage 5 days per week at the Depot. Shire of Victoria Plains Policies Following on from a recent review of the Policy Manual, four new Shire policies were adopted. The Policy Manual can be accessed on the Shires website or a copy can be obtained from the Shire offices. New Policies: Delegation to CEO to appoint Authorised Officers – Stage 3 implementation Public Health Act 2016 Policy Staff Conference, Seminar and Training Policy Audio Recording of Council Meetings Policy Fuel Card Policy A proposed Shire policy on the responsible serving and consumption of alcohol on Shire premises was held over to the next meeting following lengthy discussions. ALGA Conference – Canberra Cr Kelly advised that he would like to see himself go to the ALGA National General Assembly in Canberra from 18-21 June 2017. Cr Smith and Cr Lovelock also expressed their interest in attending. Council voted on who should attend with the outcome of this vote being all 3 Councillors attend the General Assembly in Canberra. Upcoming Local Government Elections – October 2017 Action was requested by Cr Penn and Cr Smith for Council to consider the spill of all Councillors for the October election. Cr Penn requested the spill to ensure transparency. The President advised that this action was not required (as confirmed by the Department of Local Government and Communities) and that the October 2017 election would be conducted in line with resolutions previously carried. A refundable deposit as per current Fees & Charges must be paid before the restricted key will be issued. 1. Access to landfill sites during hours of operation. Shire ratepayers and residents with current tip passes can access the Calingiri and Bolgart landfill sites at any time during the hours of operation. 2. Access to landfill sites after hours. Shire ratepayers and residents with current tip passes can access the Calingiri and Bolgart landfill sites after hours by arrangement with the Shire Works and Services Manager (or Chief Executive Officer or Deputy CEO in their absence). A key is to be obtained from the Shire administration office (bond payable), returned on the day and a Shire employee will supervise the depositing of waste materials at the landfill site. No landfill site keys will be issued to residents or ratepayers for Calingiri or Bolgart landfill sites on a permanent basis. P PLEASE NOTE that landfill site gate locks are being changed on Monday the 15th May for Calingiri and Bolgart and Monday the 22nd May for Mogumber. Current keys must be returned to the Shire Administration office for a bond refund (Calingiri and Bolgart) or exchange for a new key (Mogumber). 3. Fees and bonds payable. Fees and bonds payable will be as per the current Shire of Victoria Plains Schedule of Fees and Charges. NEWS FROM THE CHAMBERS NEWS FROM THE CHAMBERS ANZAC ADDRESS 2017. Returned and active service personal, ladies and gentlemen, girls and boys, we gather here today at the Victoria Plains War memorial to honour and remember those brave young Australians and New Zealanders, especially those of our Shire and families, who 100 years ago volunteered in the patriotic fervour of King and Country and died in the service of our nations. Over 400,000 Australians volunteered to go to the first world war, and over 60,000 paid the ultimate price with another 130,000 wounded. They and all who served with them left us an incredible and precious gift – THE SPIRIT OF THE ANZACS. They believed in duty above self, freedom above oppression, mateship above self interest, courage above fear, and simply loved their country. During 1917 ANZACS were deployed to the trench warfare of the western front in France and Belgium, and others especially the light horsemen to Egypt, Sinai, and Palestine. With so many men at the war fronts, women had to replace men to maintain the war effort. They took on roles, not only as nurses, but as farmers, factory hands, and many different roles along the supply chain. They were almost never paid the same as a man, even though doing the same job, but their indispensible involvement marked a significant change in the expectation and recognition of women's roles in society. The western front involved 2,500,000 allies in 1917, and suppling them with food, water, ammunition, medical supplies, reinforcements etc proved more than trucks and horses could handle, great reliance was placed in the existing railway networks as well as a new light 60cm narrow gauge, prefabricated portable track railway with carriages pulled by small steam engines and later by quieter internal combustion powered engines. With tracks to spread the load, these railways proved better capable of operating in the terrible wet and muddy conditions along the western front, following the heaviest rainfalls in 30 years. ANZACS were heavily involved during 1917 in two terrible , costly and relatively unsuccessful battles on the front, Bullecourt and Passendaele – both along the heavily fortified Hydenberg line. Two offensives at Bullecourt on the 11th April and 7th May, 1917. The first attack advanced about 1 ½ Km’s, captured and held 2 German trench lines for a few hours, but had to fall back with a loss of 3,300 dead and wounded, + 1170 prisoners of war, the highest number in any single battle of the war including Leon Bradleys Grandfather. The first use of tanks was hoped to give troops an advantage, but were either quickly bogged or destroyed by the enemy . The 2nd battle was better planned, advanced and held. The battle lasted 2 weeks, before Germans stopped counter attacks. Some 150,000 men from both sides were involved with over 31,000 killed or wounded. An unimaginable cost of lives for little gain of territory, but some considered this a start for the eventual defeat and armistice called by the Germans 1 ½ years later. At the 100 year anniversary of these ill fated disastrous assaults, marked the first official archaeological dig of an Anzac battle ground since of WW1, will begin to uncover the truth of the lost tanks of Bullecourt, which were supposed to have been a key to the battle, but were of no significant value. NEWS FROM THE CHAMBERS Another area of Anzac involvement was around the village of Passchendaele in Belgium. Starting on the 18th July 1917 with 10 days of artillery bombardment with over 4,000,000 shells followed by an infantry attack. The heaviest rain in 30 years fell, and turned the area into an enormous, horrid, putrid swamp, so deep that men and horses drowned. In 3 ½ months fighting, and an advance of barely 9 kms, with losses of 36,000 Australians, and 3500 New Zealanders, and many more British and Canadian Troupes , the British Commander in Chief, General Douglas Haig, halted the offensive claiming success. With such a high cost he was severely criticised for continuing the offensive long after the operation had lot any real strategic value. After Gallipoli Australian & New Zealand Light Horse divisions had been reunited with their horses in Egypt, to defend the Suez Cannal. Battles around Gaza and in Palestine continued with several light horse brigades involved. Supply of feed and water for horses and men in the desert during the northern summer 1917 presented massive problems and water supplies were heavily defended by the Turks, and their German allies. Usually the mounted Solders would use their horses to transport them to the battle line where they would dismount and engage the Turks as infantry men. 1 notable and successful campaign involved a mounted cavalry charge, probably the last such charge for all time, which resulted in the capture of the strategic town of Beersheba, some 46 km’s inland from Gaza. The Troupes knew they were fighting for the water supply and the swiftness of the charge, meant the Turks could not destroy the water and food supplies in their withdrawal. Capture of this strategic town provided a launching point for allied advances further into Palestine, with Jerusalem being liberated in December that year. The West Australian 10 th Light horse being the first mounted unit to enter the city. The sacrifice and achievement of light horse brigades (and their beloved horses, the Walers) have appropriately attained legendary status. Its an honour to welcome the representatives of the 10th Light Horse honorary group in the full uniform and their lovely horses. Today, let us remember and acknowledge the sacrifice so many young men & women made in all those terrible battles 100 years ago in a war so far from home. LEST WE FORGET. HEAVY VEHICLES The Shire would like to advise all land owners that they have an obligation to the Shire to abide by the law regarding the use of gravel roads in wet weather. There is to be no access to gravel roads when it is visibly wet. Those who are found to breach these laws, will be liable for prosecution by MRWA under the heavy vehicle regulations. The costs associated with repairing damages roads are quite significant! If this practice continues, Council will need to consider increasing rates to cover repair costs. The Shire is also looking at having a text type system that will alert owners and contractors of closed roads within the Shire of Victoria Plains. If any one sees heavy vehicles on roads that they should not be on, please inform the Shire or Main Roads Heavy Division. All reports will be kept confidential. **Internet is available at the Calingiri Library, all community members are welcome to use this service. CALINGIRI PROGRESS ASSOCIATION Attention all parents of small children, please be aware that the recent relocation of the peace mosaic slabs are yet to be secured properly at progress park, unfortunately there has been vandalism occurring in the form of removing tiles & destroying the hard work done by the Victoria Plains Primary Schools students in past years. These tiles were located at the War Memorial site for the past 10 years with no problems of vandalism, they will now need to be repaired by volunteers within the community. Please be mindful of your children when visiting the Progress Park. Western Australia Young Achiever Awards School Drug Education and Road Aware Health and Wellbeing Award CONGRATULATIONS: Cory Payne, 20 of NEW NORCIA was in a very serious car accident when he was 17. He spent six months in hospital, learning to walk again. Just two weeks after being discharged he walked and finished the 4km “Run for a Reason” raising $19,000 for breast cancer research. To date, he has walked and run and raised $35,000 for charities. Cory also speaks at schools and clubs to raise safe driver awareness to young drivers. Shire of Victoria Plains 10 GUIDELINES FOR RESPONSIBLE DOG OWNERSHIP (courtesy of the WA Dept of Local Government) Responsible dog owners have to consider many things in caring for their animals. Here’s a basic checklist: Regular flea and worm treatments, health checks, heartworm tablets and vaccinations. Regular baths and grooming. Basic obedience training so it can “sit”, “stay”, “come” and “heel” on command. Register the dog with local government. Sterilized if not to be used for breeding (reduced registration fees apply). Adequately confined and is not allowed to stray or wander. Does not engage in nuisance barking. Does not attack people or other animals. Is properly exercised and involved in family activities. An owner who is prepared to learn how to care for its health and understand its behavior. If you have any concerns, seek help as soon as possible If you are concerned about your dog, don’t delay in finding help from a veterinarian, Ranger, dog trainer or other pet care professional. Dog owners responsibilities: Who is responsible for a dog? Apart from the owner of the dog, a responsible person includes the occupier of any premises where the dog is ordinarily kept or permitted to live, or a person who for the time being has the dog in his or her possession or control. Dog control If you own a dog, you have a legal responsibility to keep it under control, either within a fenced area on your property or on a leash when in public. As the owner, you can be given an on-the-spot fine of $100 for not having your dog on a leash, or for allowing it to roam (except at designated dog exercise areas). If the matter goes to court, the penalty could be as high as $1,000. Dogs barking You are also responsible for ensuring that your dog is not creating a public nuisance by barking excessively. The on-the-spot fine for allowing your dog to bark persistently is $100. If taken to court, the fine could be up to $2,000. Please consider the impact of your dog’s behavior on your neighbors. Removal of dog droppings Dog droppings are a source of annoyance to other users of footpaths and recreation areas. Most local governments have local laws that require the person in charge of the dog in a public place to remove their dog’s droppings and adequately dispose of it. There are penalties for not doing so. Any plastic bag may be used to pick up dog droppings. Dog droppings in the garden should also be removed daily to reduce fly and health related problems. To answer your common queries the Department of Local Government provides a brochure, Laws for Responsible Dog Owners.
