Dear Colleague,
Developing strategic border management resolutions and solutions
The past couple of years has seen the largest displacement and movement of people since World
War 2. The Middle East warring factions creating mass refugee movements across Europe, illegal
economic migrants from Africa and Asia have created increasing challenges for the international border
management and security community.
The rise of ISIS, Al Quaeda, Boko Haram, Hamas, Al Shabaab, the Taliban, and other terrorist groups create
cross border threats to national and international security, whilst organised criminal gangs and human
and drug trafficking groups exploit opportunities in our fragile international border security community,
increasingly stretched by bigger challenges and reducing resources. No part of the world has been
unaffected by such problems.
Governments around the world need to continue to invest in their border security, as a wide range of
threats, such as combating terrorism, controlling the movement of goods and monitoring personnel
across international borders, continue to pose challenges requiring round the clock monitoring.
Despite the expansion of international agreements in Europe and Asia, reducing the number of secured
international borders, threats from international terrorism continues, and cross-border crime and illegal
immigration continues to remain a top priority for border security.
We need to continue the discussion, collaboration and intelligence sharing.

2015 saw unprecedented crisis on a global scale,
from the Middle East warring factions creating mass

and security community.
The World Border Security Congress is the premier
multi-jurisdictional transnational platform where the
border protection, management and security industry
policy-makers and practitioners convene to discuss
the international challenges faced in protecting
borders.
2016/17 is expected to see a continuation of the
migration challenges for the border management and
security community, as little sign of peace and security
in the Middle East is apparent.
International organised criminal gangs and human
and drug trafficking groups exploit opportunities
and increasingly use the internet and technology to
enhance their activties.
Controlling and managing international borders in
the 21st Century continues to challenge the border
control and immigration agencies around the world. It
is generally agreed that in a globalised world borders
should be as open as possible, but threats continue to
remain in ever evolving circumstances and situations.
Advancements in technology are assisting in the battle
to maintain safe and secure international travel. The
border security professional still remains the front line
against these threats.
The World Border Security Congress is a high level 3

Morocco and
North Africa
Borders in the Maghreb are increasingly
dangerous. Armed with tools designed for the pre–
Arab Spring environment, Morocco, Algeria and
Tunisia face a complex new world of transnational
actors that leverage borders for profit and
for sanctuary. Rather than protecting states,
a Moroccan Ministry of Foreign Affairs (MFA)
official noted, the borders themselves are now the
“challenge and threat.” Radical change is needed
in national and regional approaches to border
security to combat today’s threats. Going it alone is
no longer an option in North Africa.
Vast, lightly populated spaces, adversarial states,
and closed borders define the twenty-first century
Maghreb. Illicit trade is booming. Smuggling poses
a pernicious economic and taxation challenge
to the Maghreb countries but does not directly
threaten their stability. However, the high levels
of smuggling do indicate significant gaps in the
border security architecture.
The Arab Maghreb Union (AMU) was designed to
deepen cooperation among the Maghreb states,
buttress the region’s economy through greater
interregional trade, enable the free movement of
people, and lay the groundwork for future political
integration. King Hassan II of Morocco proclaimed
that the ultimate goal of the union was to “turn the
Arab Maghreb into one country, with one passport,
one identity and a single currency.” However,
the promise of an integrated Maghreb has not
materialized, though the union still exists.
The region is also a main thoroughfare for the West
African human trafficking and migration route
to Southern Europe, with access to Spanish soil
and the EU border in the North African enclaves
of Melilla and Cueta, just a short journey from
mainland Europe across the Meditteranean, whilst
smuggling of arms and illegal goods across North
Africa also adds pressure on the governments and
border security forces of the region.
Morocco today is one of the safest and securest countries in Africa, with a highly effective programme to
tackle the migration crisis in West Africa and is continually working to deter trafficking in human beings
(THB) and illegal goods and is the ideal location for hosting the 2017 World Border Security Congress.
