If a male team has female team members, teams should contact the Games Coordinator to see if accommodations can be arranged with another team for the female participants. If 2 coaches are male then an extra female staff position must be added for athlete supervision. Male Team 2 male coaches and one male manager. 6. STAFF SELECTION Each coach is required to have at least the Coach Stream certification, with at least one coach with the Development Stream certification and be at least 19 years of age as of March 1, 2014. Manager must meet the same age requirements. At least one coach or manager must be qualified in the Hockey Canada Safety Program. All staff must be certified in the Speak Out program. 7. Host 9. REGISTRATION DEADLINE Each regional team must be registered with the Host by February 8 2014 through an online registration system that will be provided by the Host. 10. COACHES MEETING One coach or staff representative from each region is required to attend a coaches Hockey Technical Package 2014 NL Games v20131017 Page 5 of 12 meeting in Clarenville at the commencement of the Games: ● 9pm Saturday March 1 2014 (FEMALE) (location to be confirmed) ● 9pm Wednesday March 5 2014 (MALE) (location to be confirmed) The Technical Chairpersons will confirm dates and times of Technical Meetings for a staff representative from each region. 11. SANCTION This competition is sanctioned by Hockey Newfoundland and Labrador. Hockey Canada playing rules will govern this competition. 12. SCHEDULE To be confirmed 13. VENUE Clarenville Event Center 14. MEDALS Medals will be presented to each regional team member of the first, second and third place finishers male and female. 15. TECHNICAL INFORMATION 15.1 Minor Rules & Regulations Periods will be three 15minute stop time for all games with the exception of the playoff games for 5th 8th place which will be three 10 minute stop time games. No overtime will be played in round robin tournament games. In the event of a Hockey Technical Package 2014 NL Games v20131017 Page 6 of 12 tie, each team will be awarded one point. In the championship game, overtime shall be played if necessary. Tie Breaking Procedures After the Round Robin Series Two or more teams tied If two or more teams are tied at the conclusion of a round robin series, then the following procedure will be used to determine the final ranking before the semifinal and final games are played. In the event that teams are tied for a playoff position, the following procedure will apply: Two teams are tied 1.1 The winner of the round robin game between the two tied teams gains the higher position. 1.2 The team with the most wins in the round robin gains the higher position. 1.3 If the two teams are still tied after 1.1 and 1.2 have been applied, then the team with the best goal average gains the higher position. The goal average of a team is to be determined in the following manner: Total number of goals for divided by the total number of goals for and against. NOTE: All round robin games are included. Example: For = 10 goals; Against = 4 goals; Percentage: 10/(10+4) = .714; The higher percentage gains the higher position. 1.4 If the two teams are still tied after 1.1, 1.2, and 1.3 have been applied, the team with the least number of minutes in penalties throughout all of the round robin games, gains the higher position. 1.5 If the two teams are still tied after 1.1, 1.2, 1.3, and 1.4 have been applied, then the team which scored the first goal in the game between the tied teams gains the higher position. 1.6 If the two teams are still tied after 1.1, 1.2, 1.3 1.4, and 1.5 have been applied, a single coin toss will determine which team gains the higher position. Hockey Technical Package 2014 NL Games v20131017 Page 7 of 12 Three or More Teams Tied Note: The threeteam tiebreaker is used to determine the seeding of the 1st, 2nd, 3rd seed. If any step in the tiebreaker only seeds one team, that team assumes that position. The threeteam tiebreaker will continue to determine the seeding of the two remaining teams. At no time will teams using this formula go back to the twoteam tiebreaker If three teams or more are tied, the point record established in the games among the tied teams only will be used as the first tie breaking formula in deciding which team(s) shall advance. 2.1 The team with the most wins (among tied teams) would gain the highest position. 2.2 If teams are still tied after 2.1 has been applied, then the team with the best goal average gains the highest position. The goal average of a team is to be determined in the following manner: total number of goals for divided by total number of goals for and against. NOTE: All round robin games are included. Example: For = 10 goals; Against = 4 > goals; Percentage: 10/(10+4) = .714; The highest percentage gains the highest position(s). The exercise of 2.2 establishes the team or teams with the highest position(s) by percentage. These teams will advance. If there are still teams tied, they go to the next step. They do not go back to the “Two Team Tiebreaker”. Example A Team A .714 = 1 seed Advances Team B .500 = 3 seed Does not advance Team C .650 = 2 seed Advances A. The team with the fewest goals against (all round robin games played) will gain the highest position. 2.4 If teams are still tied after 2.1, 2.2 and 2.3. The team with the most goals for (all round robin games played) will gain the highest position 2.5 If teams are still tied after 2.1, 2.2, 2.3 and 2.4 have been applied, the team to qualify would be the team that received the least number of minutes in penalties throughout all the round robin games. 2.6 If teams are still tied after 2.1, 2.2, 2.3, 2.4 and 2.5 have been applied, a coin toss shall determine the winner. In a 3 team coin toss, the odd team gains the highest position. Equipment BAQ approved throat protectors, C.S.A. approved face masks and helmets must be worn by all participants in all games. Intra Oral mouth guard with strap (if not form fitting or custom made) Penalties Any combination of three major penalties during the tournament will result in said player being eliminated from the balance of the tournament. For females only, any player who, in the opinion of the referee, intentionally body checks, bumps, shoves, pushes any opposing player will be assessed a minor penalty. Fair Play Concept Coaches are mandated to provide equal ice time for all players on the bench; however, there is the ability for a coach to use select players in the last three minutes of a period or on all special team situations. Time Outs The one (1) time out of 30 seconds will be permitted in the game (including overtime). 15.2 Competition Format Female Hockey Technical Package 2014 NL Games v20131017 Page 9 of 12 Two division round robin with crossovers to determine top four finishers. First in a division will play second in the other division with winners of these games to play for gold and teams not winning to play for 3rd and fourth place. Third place finishers in the round robin will play off for the 5th and 6th with the two 4th place finishers competing for 7th and 8th. Male Three Division round robin with crossovers to determine ranking 1st place to ninth place. Semi Final 1 vs 4 and 2nd vs 3rd with winners playing for gold and non winners playing for bronze. 16. NL GAMES POLICIES The following policy excerpts are from the NL Games Policy Manual (note that numbering here is not consistent with the policy manual): 16.1 Eligibility: Regional Teams In order to compete for a region in the Newfoundland and Labrador Games, athletes must meet at least one of the following criteria: ● Primary residence must be within the regional boundary of the region in which the athlete wishes to compete for and/ or ● The athlete must go to school in the region. If the athlete’s school is considered by the School District as a “feeder” school for their preferred region, that athlete is eligible to compete in that region; An athlete’s primary residence is the home they have been living in for at least three months prior to the Newfoundland and Labrador Games Opening Ceremonies; Primary residence is defined as the location, community, town or city in which the athlete’s guardian resides and/or the athlete attends school; Athletes attending school on a fulltime basis outside of the region in which their primary residence is located in the three months prior to the Newfoundland and Labrador Games shall choose to compete for their home region or the region where they attend school; Hockey Technical Package 2014 NL Games v20131017 Page 10 of 12 Athletes who have parents/guardians residing in different regions of the province (and thus two residences) must compete for the region where they attend school; Exceptional circumstances regarding athlete eligibility, may be appealed to their Provincial Sport Organization who will determine whether or not there is extenuating circumstances to warrant an appeal to the policy. 16.2 Eligibility: General Athletes, coaches, managers and teams shall meet all criteria established by the sport governing body and prescribed in the Newfoundland and Labrador Games Technical Package for the sport in which they are competing; Athletes shall participate in only one sport in the Newfoundland and Labrador Games; Athletes, coaches or managers who are under suspension by a Provincial Sport Organization recognized by Sport Newfoundland and Labrador and/or the Recreation and Sport Division, School Sports Newfoundland and Labrador, or Recreation Newfoundland and Labrador shall be ineligible to participate in the Newfoundland and Labrador Games; Athletes who are injured or unable to play due to sickness/injury are not permitted to accompany their teams to the Newfoundland and Labrador Games; Individuals who are required to stay in the Athlete’s Village and who do not adhere to the rule, will not be allowed to participate in subsequent Newfoundland and Labrador Games events, unless medical documentation recommending alternative accommodations has been approved by the PSO and also approved by the Host Committee; Once an athlete has been named to a regional team, s/he is not eligible to try out for another team. Once a team has been named as the regional winner for a particular sport, Hockey Technical Package 2014 NL Games v20131017 Page 11 of 12 that team or any members of that team may not decline the nomination and then endeavour (full team or part of the team) to qualify for another sport. 16.3 Additions and Substitutions Once a team has won a regional qualifier or selection competition and therefore the right to represent its region at the Newfoundland and Labrador Games, team member substitutions shall not be made, except to replace a team member who has resigned, been injured, or been dismissed for documented disciplinary reasons. Eligible teams who have met the minimum number of eligible athletes noted in the Technical package but do not have the full complement of team members allotted, are not permitted to add team members (strengthening) to their roster after regional qualifiers have been completed (“Individual” sports are advised to consult their Technical Director regarding exemptions to this policy); Host teams are permitted to add* athletes to team rosters that they are unable to fill only if they can demonstrate that every effort to fill the spot with eligible athletes from the Host region has been exhausted. Athletes must meet the eligibility rules of the PSO for “additions” and all athletes come from the region in which the Host team normally belongs. *add does not mean that the Host team may pick up most of its “sport team” from another region. PSOs retain the right to determine the number of eligible athletes and all criteria that the Host team may pick up. If a team member resigns, is injured, or has been dismissed from a team for disciplinary reasons, a substitute may be appointed no later than one day prior to the team’s departure for the Newfoundland and Labrador Games, provided the PSO approves the substitution in advance of the athlete’s travel to the Newfoundland and Labrador Games. The substitute competitor must be selected from within the team’s own Association/school/club (as per the PSO’s Rules and Regulations). Hockey Technical Package 2014 NL Games v20131017 Page 12 of 12
