RBI gets more teeth to
resolve banks’ NPA woes
NEW DELHI: The government on Friday empowered
RBI to ask banks to initiate
insolvency proceedings to
recover bad loans, amounting to over Rs 6 lakh crore
in case of state- owned lenders alone, and promised
more measures to resolve
the NPA crisis.
Acting quickly, the RBI
made substantial changes in
the norms and also warned
banks of monetary penalty
for missing NPA resolution
timelines. Within hours of
the notification on ordinance amending the Banking Resolution Act 1949, the
RBI, through a notification,
eased the decision making
process in the Joint Lenders' Forum (JLF) and Corrective Action Plan (CAP) under the 'Framework for Revitalising Distressed Assets
in the Economy'. Finance
Minister Arun Jaitley earlier
told reporters the ordinance
empowers Reserve Bank to
issue "directions to any
banking company or banking companies to initiate insolvency resolution process in respect of a default
under the provisions of the
Insolvency and Bankruptcy
Code (IBC), 2016".
He said the banks have
an unacceptably high level
of non-performing assets
(NPAs) which hinders their
capacity to fund economic
activities. Toxic loans of
public sector banks (PSBs)
rose by over Rs 1 lakh crore
to Rs 6.06 lakh crore during
April-December of 2016-17,
the bulk of which came from
power, steel, road infrastructure and textile sectors.
Gross NPA of PSBs
nearly doubled to Rs 5.02
lakh crore at the end of
March 2016, up from Rs 2.67
lakh crore at the end of
March 2015. Jaitley further
said an amendment is
proposed to the prevention
of corruption act which has
been
introduced
in
Parliament. The Standing
Committee has submitted
its report on its and will come
up for consideration of both
the Houses. "Some other
steps also being taken,
which once decided, will be
communicated," he added.
Further, the government
is also planning to modify
MoUs which banks sign at
the time of receiving capital
from the government.
This, he said, would relate to immediate cash release initiatives, like sale of
assets, closure of non profitable branches, reduction
of overheads, business
turnaround steps, and
strengthening of credit appraisal process. Emphasising that ordinance has been
notified as of Fridya morning, the Finance Minister
said, discussions were on
Visa woes: Cognizant to
ramp up hiring in US
NEW DELHI: IT company
Cognizant expects to "significantly" ramp up headcount in the US in a bid to
woo the Trump administration that has been critical of
outsourcing firms for unfairly taking jobs away from
American workers.
The US-based firm has
over 2.61 lakh employees,
with a large number of them
based in India. While the
company is hiring more locals, it is also consciously
reducing its dependence on

along with its Indian

Cognizant President Rajeev Mehta said the company expects to significantly ramp up its US-based

MUMBAI: Equities on Friday sank the most in six
weeks as the Sensex
crashed 267 points to settle
below 30,000 while the Nifty
climbed down from an alltime high after global weakness due to a renewed slide
in crude prices.
In the process, the 30share Sensex wiped off all
its gains of Thursday. It hit
a low of 29,823.60 before
ending at 29,858.80, down
267.41 points, or 0.89 per
cent, its biggest single day
fall since March 22 when it
had lost 317.77 points.
The index had risen
231.41 points in the previous session on the back of
optimism that the new NPA
framework will give more
teeth to the RBI to tackle the
burgeoning bad loans.
The market also welcomed reforms in the infrastructure space in the form
of the New Steel Policy as
announced by the Cabinet.
The 50-issue NSE, which
surpassed its previous
record of 9,367.15 during
the day, closed lower by
74.60 points, or 0.80 per
cent, at 9,285.30, as investors took profit off the table.
On a weekly basis, both
-- the Sensex and the Nifty
-- logged losses of 59.60
points, or 0.19 per cent, and
18.75 points, or 0.20 per
cent, respectively, for the
first week of May. Oil hurtled down to a five-month
low of USD 43.76 a barrel in
New York on Friday.
Sentiment soured, in line
with a sluggish trend in global markets following the
drop in crude and fresh fall
in commodities, including
base metals, sparking concerns about the health of
the global economy. (PTI)

Rupee tumbles 20
paise to 64.38
MUMBAI: A massive fall in
local equities amid heightened global volatility took
its toll on the currency market today, with the rupee
plunging 20 paise to end at
a fresh two-week low of
64.38 against the US dollar.
This is the biggest oneday fall for the home currency since April 10. Sustained demand for the greenback from importers and
corporates alongside heavy
capital outflows largely kept
the rupee under pressure.
Firm dollar overseas also
weighed on rupee trade. At
the Interbank Foreign Exchange market, the rupee
resumed lower at 64.22 from
Thursday's closing of 64.18
and kept descending due to
immense dollar pressure. It
touched a fresh intra-day
low of 64.39 in late afternoon
deals before concluding at
64.38, showing a steep loss
of 20 paise.
The RBI fixed the reference rate for the dollar at
64.3079 and for the euro at
70.5972. Sentiment across
Asian currencies was affected due to cautious
stance adopted by participants ahead of US jobs data
release as well as a crash in
oil and other commodity
prices overnight. (PTI)
Gold futures
recover Rs 124
NEW DELHI: Gold prices
recovered by Rs 124 to Rs
28,196 per 10 grams in futures
trade on Friday as speculators created positions at prevailing levels amid positive
cues from the global market.
At the Multi Commodity Exchange, gold for delivery in
June was trading higher by
Rs 124, or 0.44 per cent, at Rs
28,196 per 10 grams with a
volume of 862 lots. Gold for
delivery in August also rose
by Rs 100, or 0.35 per cent,
to Rs 28,270 per 10 grams in
a turnover of 23 lots. (PTI)
US unemployment falls to
10-year low in April
WASHINGTON: Job creation in the world's largest
economy
rebounded
strongly in April, pushing
the unemployment rate to
its lowest level in 10 years,
the US Labor Department
reported Friday.
After a slow March,
when hiring likely was held
down by a winter storm, the
US economic engine added
an estimated 211,000 net
new positions while the jobless rate fell a tenth to 4.4
percent, the lowest since
May 2007.
The result handily surpassed an analyst consensus, which had predicted
180,000 new jobs for the
month, and rebound in the
unemployment rate to 4.6
percent.

for last one and a half

this regard in line with the
ordinance promulgated by
President Pranab Mukherjee on Thursday evening.
The ordinance, which
amends Section 35A of the
Banking Regulation Act
1949, will have to be placed
in Parliament for approval in
the upcoming monsoon session. It has inserted Section
35 AA and Section 35 AB in
the Act.
"The object of this Act is
that the present status quo

present status quo is that
not much was moving and
therefore a paralysis in the

AIFF will not be intimidated by
threats from Aizawl: Patel
MUMBAI: Terming the decision of newly crowned I
League champions Aizawl
FC to go on a hunger strike
as unfair, AIFF president
Praful Patel said on Friday
that the federation has not
yet finalised a new road map
for the game, but will also
not be intimidated by
threats.
"Aizawl cannot complain. They won the I
League only because a relegated team was included in
it. If they complain it's unfair and threats won't work,"
Patel told reporters. "Aizawl
was relegated in 2016. It was
the AIFF which saw the passion (in the club) and let
them play in I League as a
special dispensation. I congratulate every one who
has contributed to their success. AIFF has also supported them," the AIFF chief
said.
"They have said they
sent a letter (to AIFF) which
I have not seen. (Meanwhile) threats are issued, but
AIFF does not get intimidated by threats. The road
map of Indian football and
what will be the structure
next year have not yet been
decided. Today I League is
the official League. Why are
they then giving threats,"
wondered Patel.
Aizawl FC has been
miffed by statements that
they will not be a part of a
unified five-month long
league planned from next
year by AIFF which also
hosts the more glamorous
and costlier Indian Super
League every year.
The northeastern club,
working on a shoestring
budget, has threatened to
go on a hunger strike in front
of AIFF's headquarters if
they are not retained in the
country's top league next
year.
"Till a new road map is
decided the old one continues. Why is somebody complaining? You cannot complain on a hypothetical situation. But if they want to
shout let them shout, we are
not going to be intimidated.
"In future every club has
to support its own funding
and AIFF has no role in
clubs' structure. It's their
own domain. Now they will
qualify for AFC Cup and we
will be happy to see an Indian club doing well there.
"AIFF will take all decisions based on the good of
Indian football which does
not belong to A or B club.
We are absolutely clear and
transparent. They have won
the I league will continue to
play in the I League," he
said.
Expressing happiness
over India breaking into the
top 100 of FIFA rankings after 21 years Patel, who
spoke after launching the
"WIFA Just Play festival",
said the aim now should be
to break into the top 50.
"I am very happy we
have been able to achieve
the landmark. I compliment
all the players and the
coach. While we are very
happy to have reached the
first 100, we will be more
happy to reach the first 50
in the next five years.

Messi’s suspension
lifted by FIFA
UNDATED: FIFA has lifted a four-match suspension on
Argentina forward Lionel Messi, world soccer's ruling
body said on Friday. Messi, 29, was banned for insulting
an assistant referee during a World Cup qualifier against
Chile in March. FIFA's appeal committee described Messi's behaviour as "reproachable" but decided the evidence against him was insufficient. (Reuters)
Mourinho likely to rest a few
first team players for Arsenal tie
LONDON: Manchester United head coach Jose Mourinho is set to rest a few first team footballers for Sunday's English Premier League game as the Europa
League semi-final second leg against Celta Vigo is on
the horizon. United, who edged past Celta Vigo by a
solitary Marcus Rashford goal in the first leg of their
Europa League semi-final on Thursday, are a place and
five points ahead of Arsenal who have a game in hand.
"We are going to try. We are not going to Arsenal to say
‘beat us' or ‘beat us 5-0 or 6-0.' We are going there to
fight for a result. But it's impossible not to rest players,"
Mourinho was quoted by the Guardian. (IANS)
Asian Boxing
Championship
TASHKENT: Fourth seed
Shiva Thapa (60kg) and unseeded Sumit Sangwan
(91kg) continued to pack a
powerful punch for India at
the Asian Boxing Championships, advancing to the
final with contrasting victories here on Friday.
While Shiva stunned Olympic bronze-medallist and
top seed Dorjnyambuug
Otgondalai of Mongolia in
a split verdict, Sumit
stormed past second seed
Tajik Jakhon Qurbonov in
the semifinal.
However, middleweight
(75kg) top seed Vikas Krishan and Amit Phangal
(49kg) settled for bronze
medals. While Vikas gave a
walkover to fourth-seeded
Korean Lee Dongyun, Amit
lost 0-5 to top seed and
reigning Olympic champion
Hasanboy Dusmatov.
"Vikas Krishan was not
there in the weigh-in today
morning, therefore his
South Korean opponent
walked over to the final," an
Asian Boxing Confederation official told PTI. It is not
yet known as to why Vikas
gave a walkover in the bout.
The day, however, belonged to Shiva and Sumit,
who notched up victories
against more fancied rivals.
Shiva, also a World
Championships bronzemedallist, was the first to
take the ring against the
Mongolian, who is the reigning Asian Games champion.
The national will next be
up against Uzbekistan's Elnur Abduraimov, who defeated China's Jun Shan in
his semi-final bout.
Shiva, a two-time Olympian, was off to a guarded
start and spent some time
getting measure of his rival.
In fact, both the boxers
seemed hesitant to launch
the first attack in the opening three minutes.
India suffer one-goal
loss to Malaysia
Azlan Shah Cup
IPOH (MALAYSIA): A listless India slumped to a heartbreaking 0-1 defeat to hosts
Malaysia in their last league
match as they failed to reach
the final of Sultan Azlan
Shah Cup hockey tournament for the second consecutive year here on Friday.
Needing to win by a twogoal margin to make the final
after Great Britain had edged
past New Zealand 3-2 earlier
in the day, India failed to produce a cohesive game and
suffered their first loss of the
tournament. Finishing with
seven points from five
matches, India will on Saturday play New Zealand for
the bronze medal, while the
title encounter will be between defending champions
Australia and Great Britain.
An Indian victory by two
goals would have pushed
the British team to the
bronze medal game, but Malaysia turned the tables on
India who gave a disjointed
exhibition of hockey.
In the day of the underdogs, World No. 16 Japan
pulled off a most stunning
upset with a 3-2 victory over
reigning world champions
Australia. (PTI)
However, the Indian
shifted gears in the second
round and dominated with
combination
punches,
which scored on both accuracy and impact.
The third round was a
more evenly-matched affair
with Mongolian also hitting
the aggressive mode. But
Shiva's sharp reflexes
helped him stave off the
challenge and get a favourable verdict after an exhausting contest. This is Shiva's
maiden medal-winning international performance in the
lightweight division, to
which he shifted last year in
December.
Sumit competed in the final bout of the afternoon
session and was hardly
pushed by Qurbonov, who
won a bronze medal in the
last edition of the event.
The Indian was quicker
on the feet, his straight
punches packed a lot of
power and his defence was
rock solid against the very
wobbly Qurbonov. (PTI)

and more international
games. Then only our rankings will improve. The coach
and players should be more
open to play higher ranked
international teams.
"Hosting the Under 17
World Cup is a step in that
direction. Today's under 17
players will be the future
footballers for the national
team. That's when I expect
the rankings to improve further.
"The future of Indian
football is dependent more
on the newer lot of players.
While older players are doing well, the younger ones
can be conditioned better.
With the kind of support the
under 17 team is getting, the
next big push will come
when the newer lot comes
into the picture," said Patel.
He also said that preparations for hosting the FIFA
Under 17 World Cup was on
schedule and the tournament would be hosted successfully in October.
"Everything connected
to the FIFA Under 17 World
Cup is on track. We will be
hosting a wonderful tournament on time," he declared.
