The synthetic turf on the Championship Field was installed in 2003 with the Broomfield County Commons project. At that time, the expected life span for synthetic turf was 10 years. The life span today of new synthetic turf is 12 to 15 years. The project would include replacing the turf and correcting drainage and subgrade issues that have developed. The Yellow Pod is located directly north of Broomfield County Commons Drive and east of Sheridan Boulevard. The Yellow and Green Pods were not completed when the park was constructed in 2003 due to funding. The temporary dog park is currently located on the Green Pod. Staff is proposing to complete the Yellow Pod in synthetic turf versus sod to allow for year round use and water and maintenance cost savings. The 2015 revised budget included funding to make modifications to the access of the Blue Pod located south of Broomfield County Commons Drive and east of Sheridan. The 2015 CIP budget has $400,000 for the Championship Field Turf Replacement, $3,693,550 for the completion of the Yellow Pod and $22,500 for access modifications to the Blue Pod. Due to the parking issues created by the new fields, staff has worked with the design team to develop a concept for an approximately 300-car parking lot to be constructed for $1 million in 2016 in the current location of the Green Pod. Staff issued a Request for Qualifications, which was posted on BidNet, to prequalify and short list qualified contractors for the project. Six proposals were received and four contractors were prequalified. Bid documents were issued on August 7, 2015, and a prebid meeting was held on August 20, 2015. Bids were received from all four contractors on August 27, 2015, and the low bid, based on the alternates selected, was submitted by ECI Site Construction Management, Inc. (ECI). Staff is recommending awarding the contract to ECI. Proposed Resolution No. 2015-151 would approve a construction agreement with ECI for the Broomfield County Commons Field Project in the amount of $4,068,501. Prior Council Action Council approved in the 2015 budget funding for design and construction of the Broomfield County Commons: Championship Field Turf Replacement. Council approved in the 2015 budget funding for the design and construction of the Broomfield County Commons: Completion of Yellow Pod. Council approved in the 2014 budget funding for the Broomfield County Commons: Blue Pod Access Modifications. Council reviewed the pre-project for the Broomfield County Commons Field Improvements and approved the design agreement with BHA Design on March 10, 2015. Financial Considerations As shown in the sources and uses of funds summary below, the project can be completed within the project budget. That Resolution No. 2015-151 be adopted. 11(c) - Page 1 Construction Agreement for Broomfield County Commons Field Improvements Page 2 BACKGROUND Project Background Construction of the Broomfield County Commons park began in 2002 and was completed in 2003. The 80-acre park includes four main playing fields or “pods” named Red, Blue, Yellow, and Green, and a Championship Field. A map of the area is shown below. The Championship Field was completed in synthetic turf in 2003. The field had an eight-year warranty at the time of installation and an expected life span of 10 years. The field is showing significant wear and needs to be replaced. Since it is an artificial turf field, it can be used in all weather conditions and almost year around. This field is the most used turf space in the Broomfield parks system. The expected life span for synthetic turf for fields installed today is 12 to 15 years. Due to funding in 2002, only the Red and Blue pods were completed, along with the surrounding landscaping, irrigation, Championship Field, parking lots, and buildings. The Yellow Pod, the largest of all of the fields, remains undeveloped while the Green Pod is being used as a temporary dog park until funding to complete the remaining field is available. As the number of residents in Broomfield has increased, the need and requests for additional field space has increased. An athletic field use and demand analysis (Analysis) was conducted in 2014 resulting in a recommendation to improve existing athletic fields, complete development of currently planned athletic complexes and construction of new fields. One recommendation from the report was to complete the Yellow Pod at the Broomfield County Commons. The Analysis looked at both rectangle fields and diamond fields, national trends, national standards, demographics and growth, current field inventory and condition, user groups, type of use (practice and game fields), and rate of utilization. It also looked at current use, predicted future demands, made recommendations for future field needs, and how existing and future facilities should be assigned. The Analysis determined that currently there is nearly 100% utilization of rectangle fields in both the spring season (March to June) and the fall season (mid-August to early November). There is little field 11(c) - Page 2 Construction Agreement for Broomfield County Commons Field Improvements Page 3 use from early November to February due to weather closures or late July to mid-August to allow for turf rejuvenation. The 100% utilization means that growth in soccer, football, lacrosse, rugby, and ultimate Frisbee programs is limited by field use although the community continues to grow. Championship Field The existing synthetic turf will be removed and drainage issues in the northeast corner of the field will be corrected. An area of heaved soils due to Broomfield’s extensive expansive soils was found along the eastern edge of the field. The concrete border will be removed and replaced and the soil in the area will be reconditioned and repaired before new synthetic turf is laid. In addition, a new drainage line will be installed along the perimeter of the field. Health concerns were raised regarding the use of crumb rubber within the synthetic turf. Staff reviewed the latest information regarding health concerns. At this time, the reports show no conclusive evidence that crumb rubber is the cause of a variety of health issues. Studies have been completed by universities and health originations across the United States and Canada. The Synthetic Turf Council, founded in 2003, is a non-profit association providing information on synthetic turf that is neutral, objective, and based on current and credible research. The website has compiled information from several sources regarding the use of crumb rubber infill. (The website for the Synthetic Turf Council is www.syntheticturfcouncil.org.) Staff did explore the use of other materials in lieu of crumb rubber (coconut/organic material, virgin rubber, encapsulated rubber) and found them to be cost prohibitive. Yellow Pod The Analysis stated in 2014 that in the next few years “it is essential that the Yellow Pod be constructed at the Commons. These fields should be artificial turf to allow for greater use early in the spring as well as for practices.” The addition of these fields will provide high quality game and practice fields for all the rectangle field sports and allow for continued growth. The Parks and Recreation Advisory Committee reviewed the CIP project list in February 2014 and recommended that staff revise the Broomfield County Commons Yellow Pod construction request to use artificial turf fields rather than grass fields. The new field space on the Yellow Pod would be used primarily as practice fields. The potential users may include, but are not limited to, football, field hockey, soccer, rugby, lacrosse and ultimate Frisbee. With the additional field space, recreation services would be able to relocate practices to more appropriate field space and accommodate some of the additional field space requests. The Yellow Pod is approximately 12.7 acres. The existing native seed grass will be removed and the subgrade will be reconditioned and stabilized. A drainage system will be installed to minimize subgrade movement and a perimeter drain around the field will be installed. The subgrade beneath the synthetic turf will be installed and the new turf will be laid and seamed. The Yellow Pod will not be permanently lined to allow for flexibility in size, orientation, and field type. The existing irrigation surrounding the Yellow Pod will be reconfigured to allow for the synthetic turf and the sod areas will be repaired. The native seed and minimal irrigation along the western slope of the Yellow Pod, along Sheridan Boulevard, will be removed and replaced with a full irrigation system and sod to match conditions in the park. The existing art walk along the north side of the Yellow Pod will remain. 11(c) - Page 3 Construction Agreement for Broomfield County Commons Field Improvements Page 4 Blue Pod Accessibility The Blue Pod is located south of the Broomfield County Commons Drive and east of Sheridan. Due to the topography of the existing site, the parking is located higher than the field which results in a steep grade to the playing field. The consultant has designed an accessible sidewalk at the northwest corner of the blue pod (east end of the parking area) to allow for access to the field. A short retaining wall will be constructed along the sidewalk to reduce grades and minimize disturbance to the landscaping and trees and will act as a seat wall as an additional amenity. Parking Staff has received requests to increase the amount of parking at Broomfield County Commons. Currently, there are 719 parking spaces. There are no parking requirements or specific standards for this type of facility. Staff and the design team reviewed parking options. A parking expansion (shown in Attachment 1) of approximately 300 spaces is being proposed. The expansion would be located on the future Green Pod and would require the relocation of the existing temporary small dog park to the west side of the large dog park. With the addition of the parking lot, the future use of the Green Pod for practice fields becomes limited. Staff is proposing the temporary dog park become the future dog park. Space allocated for the “future” dog park on the parcel north of Broomfield County Commons would become additional practice fields. At the time the parcel is acquired, a master plan will be completed and brought for review and approval by Council. Staff has been working with the Finance Department and the 2016 CIP budget for funding for construction of the parking area in 2016. It is anticipated that additional parking will be available in late summer 2016. Parking increases during the fall season when both soccer and football are utilizing the fields at the Commons. Broomfield Comprehensive Plan Implementation This project works toward implementing the following Broomfield Comprehensive Plan Goals and Policies: Goal OP-E: Meeting Future Needs: Develop a proactive approach to meeting future needs. Policy OP-E.1: Policy OP-E.4: Regularly analyze the service capabilities and needs. Establish guidelines for accommodating emerging recreational needs and preferences. Goal CS-B: Facility and Service Inventory and Renewal Policy CS-B.1: Develop and maintain public neighborhood facilities at a high standard. A portion of this project (Championship Field) also meets the 2015 capital projects budget objective of asset protection. BID RESULTS A Request for Qualifications was posted on BidNet and six site contractors submitted qualifications. Four contractors were shortlisted. The bid documents were released on August 7, 2015, and all of the shortlisted contractors attended the prebid meeting on August 20, 2015. Bid Alternative 1 would substitute the type of synthetic turf from the newest technology (tufted trimension) with a dual fiber synthetic turf. The dual fiber synthetic turf is similar to the existing Championship Field synthetic turf. The dual fiber is a less expensive alternative and will provide a quality practice playing field. The trimension synthetic turf will provide a showcase, high-quality field for the Championship Field continuing the original purpose of the field. The project budget including design is $4,116,050. Additional storm water detention and water quality improvements may be needed as part of the construction of the Yellow Pod due to the capture and discharge of stormwater rather than infiltration as originally anticipated with the Yellow Pod as natural grass. The scope of work for the Championship Field is also greater than originally budgeted due to additional subgrade and drainage work that was not anticipated when the project was budgeted in 2011. STAFF REVIEW OF BIDS The bids were reviewed by staff. Staff has elected to select Bid Alternative 1 to reduce the cost of the project. The lowest responsible, responsive bidder with the selected alternative is ECI Site construction Management, Inc. (ECI). ECI completed the original construction for the Broomfield County Commons and has completed many other park projects for other local municipalities. Based on staff’s review, it is recommended the project be awarded to ECI. FINANCIAL CONSIDERATIONS The 2015 Budget includes funds for the Broomfield County Commons Field Improvement Project. Funding for this project is summarized in the following table. The contractor has 15 calendar days after the Notice of Award to obtain its Certification of Insurance and to execute a copy of the construction agreement. After the required contract documents are complete, a Notice to Proceed (NTP) can be issued. The work is expected to be completed by March 2016. PROPOSED RESOLUTION Proposed Resolution No. 2015-151 would authorize a construction agreement with ECI Site Management Construction., in the amount of $4,068,501 for the Broomfield County Commons Field Improvements Project.
