AB 153 Requires counties to pay impact fees to certain local governments for
certain costs incurred as a result of projects of intercounty significance.
Dear Chair Flores and Committee Members,
I have reviewed this bill and I am opposed to it based upon the following:

This bill would add one more layer of bureaucracy to government oversight thus
increasing the time for a new or relocating business to be permitted to build.
This creates an unfriendly business climate for the State of Nevada.

If this bill is enacted then Counties may have to pay for the impacts of a decision
made by cities in that county with no input or say into the city’s decision.

Counties have no real control over the tax abatements offered by the State to a
new business. If this bill is enacted then a county may be required to pay for an
impact with no revenue source as the state has approved tax abatement on the
business.
I understand that large new businesses may have an adverse impact of services
provided by neighboring counties and/or cities. Lyon County has been a bedroom
community for Carson City, Reno, Sparks, Washoe County and Storey for decades.

If the intent of this bill is to provide local government a sustainable revenue stream to
ensure services are provided then I suggest that the State of Nevada look at the entire
tax structure and revise it to accommodate growth and declines in the economy. This

bill effectively kills economic development for local government and the State of
Nevada.
I do not believe that we should set into motion a law that pits government against
government. We should be providing a process that creates and retains jobs for our
citizens and communities. Let’s develop processes that enhance economic
development, encourages proper growth, removes fiefdoms and makes Nevada strong.
I applaud the efforts of the Governor’s Office of Economic Development, Northern
Nevada Development Authority and the Economic Development Authority of Western
Nevada. These three entities have torn down the barriers to bring the region out of the
recession. Let’s not tie their hands with more red tape and governmental regulation.
