Reason for requesting Opt-Out
TO1
Given the daily load and weather forecast,
evaluate your operating strategy in
accordance with the appropriate PJM
manuals
Weather events do not require Neptune
RTS to take into account changes in load,
since we do not directly serve any
"Native" load. Operating strategies are
determined by the PJM (The Operating
Authority) for Neptune RTS.

Given a request for PJM operational
information, respond in accordance with
the appropriate PJM manuals
Reactive Reserve Checks or
Supplementary Status Reports to PJM are
not applicable to Neptune RTS.

Given a Voltage Emergency, respond to
Emergency Procedures and take the
appropriate actions in accordance with PJM
manuals
Neptune RTS Operators take no actions
during a given voltage emergency. The
Reactive Power Control for the HVDC
conversion process will respond
automatically for voltage imbalances on
the BES within the abilities of the
equipment, operating parameters and
protections. Neptune RTS Operators take
directives from the PJM System Operator
in event of an emergency.

Given a monitored facility, explain how to
utilize your company’s security analysis,
evaluate the results, and coordinate the
results with PJM in accordance with
company guidelines
Neptune RTS does not run security
contingency analysis, Pre and or Post
event on the BES. PJM does that for
Neptune and dispatches them
accordingly.

Given an equipment outage request, model
the outage in a network study program and
analyze the results in accordance with
company guidelines
Neptune does not perform outage
studies PJM does that for Neptune and
dispatches them accordingly.
