TreesfortherenovatedBoroughHall
Thecommitteewasabletosecureagranttopay100%ofthecostfornewtreesonthelawnoftheBoroughHall.
The planting arrangement and selection of trees was approved by the State and planting was completed last
December.TheStateOfficeofForestryinspectedthetreesthisFebruary,andtheywerepleasedwithwhatthey
found.TheBoroughshouldbereceivingafullreͲimbursementsoon.IwouldliketothankSueMarkeyforher
invaluablehelponthisproject.
Seedlings available – We have a quantity of tree seedlings that should be planted this Spring. The varieties
available are ash, white oak, and American elm All of these trees get tall so they are not appropriate for
underneath wires. They were provided by the Arbor Day Foundation and can be planted anywhere on your
property.Watchingandhelpingasmalltreegrowcanbearewardingexperienceforayoungsterorbeginning
gardener.ContactJoeHauckforfurtherinformation.
Plantingandpruning–Thecommitteewillbecontinuingtoworkonourfiveyearplan,whichrequirespruning,
plantingandremovalswhereappropriatealongthemunicipalstreetrightsofway.Weareplantinglargertrees
aspartofourongoingstreettreeprogram.Ifyouareinterestedinhavingastreettreeplantedinfrontofyour
home,pleaseformalizeyourrequestbyfillingoutaformthatcanbeobtainedfromLisaSella,theSecretaryof
ourShadeTreeCommittee.LastyearLebanonwasrecognizedbytheArborDayFoundationasaTreeCity,and
wehopetokeepthatawardthisyear.

I am currently reading Designing Gardens with Flora of the American East from Rutgers Press by Carolyn
Summers. The author approaches landscape design from an ecological perspective, encouraging professional
horticulturalistsandbackyardenthusiastsaliketointensifytheiruseofindigenousornativeplants.Theseplants,
onesthatgrownaturallyinthesameplaceinwhichtheyevolved,formthebasisofthefoodweb.Wildlifesimply
cannotcontinuetosurvivewithoutthem.Asanexample,thebeautifulbutterflybushisaninvasiveimportfrom
Chinathatcertainlyattractsandfeedsbutterflies,butithasalargedrawback.Butterfliesonlyliveafewweeks,
andiftheyonlyfeedonthisplant(whichpropagateseasily),theydonotlocateothervarietiesofplants.Ifthe
butterfly lays her eggs on the butterfly bush, the emerging caterpillars starve as they cannot eat this plant.
Similarly,Norwaymaples,whoseleavesarenoteatenbyanyinsectsorcaterpillars,deprivesongbirdsofafood
source.TheNorwaymapleiscreatingseriousproblemsintheforestsoftheNortheastandthesaleofthistree,
anditsvarieties,hasbeenbannedinsomestates.Fortunately,therearesubstitutesandthisbookidentifiesand
describesthem.ThesubstitutesforthebutterflybushareGoldenSt.John’swort,sweetpepperbush,sweetspire
andelderberry.Theseplants,placednearthebutterflybush,willgivethebutterflyasafehostplantforplacing
theeggsthatwillproducenextyear’sbutterflies.

Water conservation – This year the committee hopes to provide information about how to better capture and
userainwaterforourgardens.EveryyearitseemswehavewaterrestrictionsandtheStateismovingforward
withrulesthatwillrequireusalltoreducestormwaterrunoff,whichisamajorfactorinstreampollutionand
flooding.

CraftsmanHomesintheBorough
Lebanon residents know that visitors to the borough are often seen checking out the wonderful homes lining
MainStreetandthesurroundinglanes.AmongthebeautifulVictoriansareseveraldistinctivebungalows,most
ofwhichwereconstructedbetweenabout1910and1935.Asresidents,weprobablytaketheiruniquestylingfor
granted,butfansofarchitecturaldesignknowthestylewell.Thesetidy,welldesigned,efficientdwellingsare
theresultofamajorshiftinthewaytheworldbegantothinkaboutarchitecture.
TheAmericanArtsandCraftsMovementbeganinthelate19thcenturyanditsoriginscanbefoundintheBritish
Arts and Crafts Movement, where many sought a return to traditional craftsmanship near the end of the
Victorianera.Designers,suchasMorris&Co.,CharlesVoysey,GustavStickleyandGreene&Greeneinfluenced
thestylingofeverythingfromwallpaperandclothingtophotography,jewelryand(ofcourse)homedesign.
Craftsmanhomesbecamequitepopularandmaterialsupplierscapitalizedonthattrendbyoffering"kits"with
everythingneededtobuildthehomeshippedtoitsdestinationbyrailcar.Apopularsupplierfrom1916to1933
wasSearsRoebuck&Co.,whose"ModernHomes"departmentmarketedtheirhomekitsundersuchnamesas
"HonorͲBuilt". It's possible that some of the homes in Lebanon Borough were purchased in kit form and
assembledonͲsite,usingthecarefullylabeledmaterialsanddetailedinstructionsprovided.Inrecentyearsthere
hasbeensignificantinterestin"mailorder"houses,yetmanyhavenotbeenidentifiedassuch,despitethefact
thatSearsalonesoldover100,000oftheircompletelyprefabricatedunits.
Clean, strong, and efficient design was characterized by simple lines, which lacked the ornate scrollwork of
VictorianhomesandoftenfeaturedspaceͲsaving"builtͲins."Withthewidespreadproliferationofelectricpower,
modernconveniences,suchaselectricvacuumcleaners,startedtopopupandanewfounddesiretoridhomesof
dust and dirt affected all aspects of interior design. This is one reason why heavily upholstered furniture and
flounces,valencesandthelikebecamelesspopular.
TheCraftsmanbungalowdesignhadmanyadvantages.Itslayoutwasflexible,withadditionsortheinclusionofa
secondstorybeingeasierthanmanyotherdesigns.Accesswaseasy,withmorethanoneentranceasacommon
feature.Plentyofwindowsletinlotsofnaturallightandprovidedeaseofventilation,andthesquarishshape
was easy to heat. The low profile helped reduce clutter in the world outside of the home, which played a
significantpartoftheArts&Craftsmovementingeneral.
TheLebanonBoroughHistoricCommitteeregardstheCraftsmanhomesintownwithparticularinterest.They
contributed in no small part to the Borough's recent inclusion into the NJ and National Registers of Historic
Places, and have widely recognized historical value. To learn more about these homes, and to gather more
informationandpossiblyidentifyanykithomeswhichmayhavebeenbuilthere,JimRuffi,committeemember,
boroughresidentandownerofoneofthesehomeswillbesendingalettertotheownersofCraftsmanhomesin
town,requestingmoreinformationaboutthehomesorpossiblytoarrangeavisit.
PhotoandArtifactsDisplaysͲThisshouldbetheyearwhenputinplaceasystemtodisplayouroldimages,and
hopefully a display cabinet, for artifacts related to the Borough’s history. A number of residents have been
generousenoughtodonateoldphotographsandpostcards,orloanthemtoussothattheycanbecopied,but
wealwaysarelookingformore.Thecouncilhasfundedtheenhancedreproductionofsomeoftheseimages,
andtheycanbeseeninthecouncilmeetingroom.Weplantoinstallagallerytypesystemsothattheseimages
canadornthelargewallonthewestsideofthecouncilroom.
LebanonReformedChurch
AtLebanonReformedChurch,everyworshipserviceisourfamily'scelebrationofGod'sgreatgoodness.
TogetherwepraiseGodinaweeklyservicerichwithprayer,song,
andrelevantBiblicalsermons.

As was the practice at that time Dr. Miller took payment in various commodities, butter, chickens, corn, hay,
cherries, raspberries, sausages and oysters. Several patients received sixtyͲfive cent credits for washing his
laundry.

With the completion of the two bridges, the next phase is to work toward the completion of the trails that
eventuallywilltiethebridgestogether.Whencompleted,onewillbeabletowalkfrombehindtheoldBorough
HalltothePostOffice,ExxonTigerMartoreventuallyendupbackonMainStreetjustWestofClarkRoad.
Thecommitteealsoislookingtoplantnewtreesadjacenttothepathwhilecuttingthefallentreesthatoccurred
thiswinter.
Alongwiththeseobjectives,five(5)bencheswillbefabricationandplacedatvariouslocationsthroughoutthe
community.AnyoneinterestedinworkingwiththecommitteeiswelcomeandshouldoffersameattheBorough
Hall.
Alsoasareminder,beadvisedthatallgarbagecans,refusecontainersandreͲcyclingcontainersmustbecovered
to prevent leaking, and eventually leaching into the catch basins and making its way to the Rockaway Brook.
Rainingconditionshastenthisunwantedconditionandspecialcautionshouldbeexercisedduringthesetimes.

LouisianaGovernorBlancotoldthoserefusingtoevacuateaheadofHurricaneRitain2005that,“Perhapsthey
shouldwritetheirsocialsecuritynumbersontheirarmsinindelibleink.”Butmostdidn’tgetthehint.
It’safact:Manypeopleignorepublicwarningsorsometakeissuewithwarningsthattheyconsiderintrusive.
WHY?
Emergency alert and warning is part of the varied list of programs that emergency managers use to
communicatewiththepublicandfirstresponders.Butthatcommunicationcanbetricky:itisatwoͲwayprocess
ofmutualunderstanding.Thebestknownsocialmediatechnologyisstillthebackfence(orthewatercooleror
thelocalcoffeeshop),andsocialscienceresearchdemystifiestheprocessbyexplainingwhyitworks.Effective
Emergency Managers, i.e. O.E.M. Coordinators, Rescue Squad Officers and fire Chiefs take advantage of media
such as The Lebanon Lantern publication to alert the public of effective emergency notification, warnings and
alertingplans.Suchaplanisdependentonthefirewhistletoimmediatelywarnboththatfirstrespondersand
the affected public. You see that alert is not only for fire or associated calls, but one that is for resident
evacuation.
TheOfficeofEmergencyManagement,locatednexttothefirehouse,maintainsaseriesofplans,andthereisone
thatcomestomindwheretimeandnatureofresponseknowledgeisextremelycriticalͲa“RoundValley”Dam
rupture. Should this unexpected event occur, the fire whistle now shall sound continually for a period rather
than its usual intermittent cycle. Under this alert, the responders understand the need for a coordinated
evacuationofresidentswithrespectiveprecautionsthatmustbepracticedwithatimeobjectiveinmind.
TheOfficeofEmergencyManagement(OEM)alongwiththeNewJerseyWaterSupplyauthorityandtheiractions
plansdependonthelocalfirewhistleasbothanalertandwarningsystemforthepublicandresponders.
AstheOEMcoordinator,Iaskthosewhofindthewhistleintrusiveattimestounderstanditsimportancetothe
entirecommunity,andIaskfortheirindulgence.
PlanningBoard/BoardOfAdjustment
AsrequiredbytheStateofNewJersey,thePlanningBoardmustreͲexaminetheBorough’sMasterPlaneverysix
years. Since our last reͲexamination report was prepared during a period of indecision and direction, i.e. the
buildersremedysuitandTheHighlandsAct,muchistobeaccomplishedthisyear(2011).
WiththeresolutionofthebuildersremedysuitandtheboroughoptingintotheHighlandsAct,theboardwillbe
working with the town planner toward our 2011 compliance. This endeavor is especially important since it
assuresourlanduseordinancescannotbechallengedduetononͲcompliance.
Inthepast,thereͲexaminationreportswerebasedonpreviousMasterPlandocuments.Thefirstwasoriginally
approvedin1973,andfollowedintendedgoalsandobjectivesofthepreviousdocumentsastheBoroughgrew
and times changed with necessary controls. Now, however, there are many more elements that must be
includedintoamoreformaldocument.TheBoardwiththeplannerwillnowprepareaplanthatwillincludeinͲ

TheLebanonBoroughSeniorsClub
TheLebanonBoroughSeniorsClubiscelebratingitssixthanniversaryonTuesday,April26th,withaluncheonat
boroughhall.Themeetingwilltakeplaceat11:00andtheluncheonwillfollowatnoon.Mostmeetingsareheld
onthefourthWednesdayofthemonth,butbecauseoftheBoardofEducationelections,theAprilmeetingisan
exceptionandwillbeheldonWednesday,April27th.
TherewillbeatriptoMt.AiryLodgeonWednesday,April20th.ThebusdepartsfromLebanonPlazaat8:30a.m.
and returns about 5:00 p.m. The package includes round trip transportation, a $25 slot play and a $10 food

Fora5thyear,theLebanonBoroughSchoolStudentCouncilreceivedtheHonorSchoolAward,whichisgivento
schools that follow certain NJASC guidelines, during the New Jersey Association of Student Council Winter
Conference.
The students showed their support of the American Heart Month by wearing red on February 4th and raising
moneyfortheAmericanHeartAssociationbysellingheartsduringthemonth.
Lebanon Borough School Student Council participated in MathͲaͲthon, which is a volunteerͲbased fundraising
programforSt.JudeChildren’sResearchHospital.StudentsarehelpingSt.Judecontinueitsmissionoffinding
curesandsavingchildrenwithcancerandotherseriouschildhooddiseases.MathͲaͲthonparticipantscompleted
MathͲaͲthon Funbooks at home and collected donations and pledges from their sponsors. Our students
surpassedour$900.00goalbyraising$1,190.00thisyear!
The Lebanon Borough School Student Council is continuing to collect the following items at the school for
recyclingpurposes:inkjetcartridges,Campbell’ssouplabels,sodapoptops,Caprijuicepouches,andcellphones.
Pleasehelpsupportthestudentsrecyclingefforts.
Communityinvolvementisanimportantpartoftheeducationalprocess. With thisinmind,Lebanon Borough

andstaffabouttherisksofsmokingandthebenefitsofchoosingnottosmoke.
x Poison PreventionͲ Students and staff will attend a Poison Prevention Program presented by a
representativefromNewJerseyPoisonInformationandEducationSystem(NJPIES).
