SUMMARY:
The Chief Budget Officer (CBO) is a pivotal position leading the University Budget Office that
provides financial and resource planning support across departments, schools, and divisions of
GW. The CBO leads the overall operating and capital budget development process for the
University; coordinates the budget policy; reviews and analyzes budget requests; collaborates with
department leaders on requests; and participates in financial/budget committees. Reporting to the
Deputy Executive Vice President and Treasurer, the CBO is responsible for creating long-term
financial models and utilizing best practices to promote the effective use of the institution’s
resources that are aligned with GW’s resource planning goals. This role will coach a team of
budget/finance professionals, and have significant interaction with other school and division
leaders across GW.

Serve as the primarily leader of the University Budget Office; lead operating and capital budget
development; and develop and maintain long-range budgetary financial models and internal
controls for GW
Implement best-in-class mechanisms for the review of budgetary units to identify
opportunities to more effectively deploy the financial resources
Lead, manage, and coach a team of budget professionals; be accountable for training and
professional development of the finance team
Emphasize accountability and transparency among the finance team
Perform analyses, make recommendations on policy to the institution’s leadership, and
advocate and lead enhancements and innovative budgeting techniques
Work closely with Provost operations and administrative budget unit leaders to understand
their departmental needs; collect budget information, translate, and accurately model current
and future initiatives under different scenarios
Lead and coordinate a complex annual planning process and ensure its successful
implementation
Oversee the production of monthly and quarterly reports; present data, findings, and trends
to senior/Board-level leadership at GW
Promote a culture that coaches non-financial faculty and staff to understand the budgetary
process
Ensure strong working relationships with other departments/teams

APPLICATION:
MBA, CPA or comparable advanced degree required
Minimum of 10 years of progressively comprehensive budget and financial planning leadership
experience and responsibility within a large, complex environment
Experience in higher education, healthcare, consulting and other complex/multi-faceted
Fortune companies is preferred

Exceptional team leadership, training, coaching and mentoring ability
Proven track record of developing operating budgets and utilizing rigorous modeling skills
and statistical methods of financial planning, analysis and forecasting
Experience with the implementation and enhancement of information technology systems to
support strategic and financial planning, budgeting and executive decision-making
Demonstrated ability to develop budget policy and align programmatic priorities with current
and future financial resources
Experience in implementation of new financial system(s), and working experience with the
Oracle and Banner systems is preferred
Exceptional team leadership, training and mentoring ability
Sophisticated interpersonal, organizational, analytical, and problem-solving and
communication skills
Demonstrated experience in making high-level presentations to senior/Board-level leaders
