The precise answer varies widely and depends upon your lifestyle choices and expectations. This eighth edition of the Guide to the Cost of Living in Mexico reflects readers’ feedback of previous editions and offers a number of enhancements that will better enable you to calculate your living costs in Mexico. The guide enables you to obtain a deeper understanding about the practical costs of day-to-day living in Mexico and to estimate the cost of living based on your individual situations and lifestyle expectations, aiding you to assemble a considered estimate of what your annual living costs in Mexico are likely to be and build a personalized budget tailored to your individual circumstances. This 2016 Mexico Cost of Living Guide explains, in detail, the prices and costs for a wide range of products and services that most foreign residents and those visiting Mexico for extended periods will seek to purchase when they live here. It also includes a number of overlooked costs which people often forget to include in their budgets, sometimes with significant consequences when the actual costs are compared with prior estimates. We’ve completely revised our supermarket prices table in this edition to make it more practical and useful. Instead of listing hundreds of items by category we’ve created a “Grocery Basket” that contains a wide range of groceries and over-thecounter pharmaceuticals we tend to buy on a regular basis. The new Grocery Basket documents prices recorded in January 2016, as well as historical prices from the last two years, so you can get a feel for how prices of grocery items are changing in Mexico. There are wide variations in living costs when you’re living in Mexico, depending on your lifestyle choices, where you choose to live in Mexico, and how you go about acquiring the things you buy. The guide also examines which areas in Mexico are more and less expensive to live in. Foreign currency markets have been in a state of flux over the last year. The US dollar has increased in value against a basket of other world currencies—including Mexico’s peso. This edition includes a section about this topic and explains what recent currency value fluctuations mean in US dollar terms, as well as for those whose income or savings are based in Canadian dollars, British pounds, and Euros. This latest edition offers a comprehensive lifestyle planning tool for anyone who wants to know about living costs and how prices are changing in Mexico. It will help you to compose a budget based on your personal circumstances and understand what present-day living costs are likely to be for you in Mexico. 2016 Guide to the Cost of Living in Mexico | Mexperience.com Page | 9 Mexico’s Economy, At-A-Glance From official economic data and experts’ estimates gathered in January 2016 Currency: Mexican peso (100 centavos = 1 peso). For Exchange Rates and other useful information see the guide to Money in Mexico on Mexperience. Population: 119.5 million in 2015 (Source: INEGI) GDP: Mexico’s Gross Domestic Product is around US$1 trillion. GDP growth in 2016 is expected to be about 2.6%, a slight improvement over 2.5% in 2015. Increases in employment and low inflation were behind the growth of the past year. The Mexican peso’s depreciation against the US dollar has also helped consumption by increasing the amount of pesos that Mexicans receive in remittances from relatives who live in the U.S. Whether consumption holds up in 2016 could depend a lot on how the U.S. economy performs, as Mexico’s industrial sector relies heavily on sales to the U.S. Oil, remittances to Mexico from Mexicans working abroad, tourism and exports of manufactured goods are currently Mexico’s prime sources of foreign income. Inflation: The official inflation rate in December 2015 was recorded at 2.1%, the lowest ever for a calendar year, and a significant decline from the 4.2% rate recorded in December 2014. In 2016 it’s expected to be ~3%, in line with the Bank of Mexico’s permanent inflation target. Mexico’s Current Sales Tax Rate: Sales tax in Mexico is known as IVA, Impuesto al Valor Agregado, or Value Added Tax (VAT). The national rate is 16% for the entire country after recent tax reforms did away with the lower 11% rate along the border starting Jan. 1, 2014. Most goods and services, including financial service charges and commissions (and also includes interest on unsecured debts) have the 16% VAT rate applied to them. Notable items which are currently exempt from IVA include staple foods, and medicines. Minimum Daily Wage: The official daily minimum wage in Mexico for 2016 rose by 4.2%, slightly more than inflation. The increase was identical to that in 2015 (4.2%). The minimum salary is now $73.04 Mexican pesos (US$4.05) per working day. The variation in minimum salary by ‘Geographic Zone’ was abolished in 2015, and so $73.04 pesos is now a national rate. 2016 Guide to the Cost of Living in Mexico | Mexperience.com Page | 10 Principal Economic Activities: Oil and gas, tourism, exports of manufactured goods, mining, chemicals, iron and steel, motor vehicles, agriculture (coffee, sugar, tomatoes, avocados, tobacco), food and beverages, and consumer durables. Major Trading Partners: USA, Canada, United Kingdom, China, Japan. NAFTA: Mexico is a member of NAFTA (North American Free Trade Agreement). Other Free Trade Agreements: In addition to NAFTA, Mexico has Free Trade Agreements with over 40 countries worldwide including The European Union, and Japan. 2016 Guide to the Cost of Living in Mexico | Mexperience.com Page | 11 Editor’s Notes about the Pricing Data Prices in the 2016 guide The prices quoted in this guide were researched and gathered during January 2016. Some prices (like fixed telephone lines) have the same cost regardless of where you live in Mexico. The prices for groceries and pharmaceuticals quoted in the Mexico Grocery Basket are from prices offered in Mexico City. Prices for many items and services can vary depending upon where you live in Mexico. Mexico City is one of the more expensive areas, although stores in remote towns and on islands might charge more for food and grocery items than bigger towns and cities, because the cost of distribution is higher and there is less local competition. Prices in the Mexico Grocery Basket exclude any temporary discounts or multibuy promotions which might have been in force at the time. By law, shelf prices in Mexico include the country’s 16% sales tax rate, where this is applicable to the product; so if shelf prices in your home country exclude sales tax you’ll need to add-on your local sales tax rate to get a fair price comparison for these. The effect of Mexico’s falling peso Throughout this guide we have reported prices in Mexican pesos, with US dollar equivalents in brackets alongside them. In this 2016 edition, the guide uses a fixed exchange rate of 18 Mexican pesos to 1 US dollar. Global events which began in the autumn of 2014—related to falling oil prices and an increase in the value of the US dollar—caused the Mexican peso to depreciate by about 14% against the US dollar in 2015, ending the year at $17.21, and has recently slid further to trade well over 18 pesos for each US dollar. The Mexican Peso Report that begins on page 18 of this guide explains the situation in detail. While those living in Mexico and earning in US dollars (e.g. pensioners living in Mexico with US-denominated investments) may experience a ‘discount’ in their everyday living costs (or, put another way, their purchasing power in Mexico may increase), there are two factors which need to be taken into account: first, the fees associated with foreign currency exchange; and second, if you’re earning in a 2016 Guide to the Cost of Living in Mexico | Mexperience.com Page | 12 foreign currency other than the US dollar, then your foreign currency ‘gain’ will be lower than the recent peso-dollar devaluation as the US dollar has risen against a basket of major currencies which includes the Canadian dollar and the British pound (see the Mexican Peso Report in this guide for details about this aspect of currency exchange). Prices of imported goods Prices for some imported or international goods and services (Apple smartphones and tablet computers are prime example), have already experienced a rise in their peso-equivalent price to compensate for the stronger US dollar. Official data show that prices of many basics (for example, rents, local food, and transport) remain stable. However, if pressure continues on the Mexican peso, certain imported items like some electrical goods, technology, and clothes will likely rise in response to the peso’s lower value against the dollar. A note about seasonal prices The prices of fresh fruit and vegetables quoted in the Mexico Grocery Basket reflect the market prices being asked for those goods at modern supermarkets in January 2016. The price of these fresh foods varies substantially depending on the season, the weather, crop yields, and other factors such as wider international market demand for Mexico’s fresh produce lines. A drop in supply can lead to a sudden increase in prices, and a glut of any particular crop in a given season can lead to a remarkable fall in price. Local markets versus supermarkets The prices quoted in this guide have been sourced from Walmart/Superama supermarkets. Lower prices for food, especially fresh food, may be found at local markets: either the open-air type, known as tianguis or the local mercado, often situated inside a building specially made to host market stalls and situated near the center of town. 2016 Guide to the Cost of Living in Mexico | Mexperience.com Page | 13 Summary of Price Changes 2015-2016 The prices of goods in the 2016 Mexico Grocery Basket includes prices we recorded a year ago for the same item, in January 2015. New in this edition, we’ve also added the price of the items from two years ago, so you can now use this guide to see how grocery prices have changed over a three year period in Mexico. The Mexico Grocery Basket is organized into categories and we have sub-totaled each section (category) which gives additional insight into which types of products have been rising and falling in price in Mexico. Due to the fall in the value of Mexico’s peso over the last ~18 months, the prices in US dollar terms will be about 15% less than last year. It’s important to note that, while most food staples sourced in Mexico will not rise in price due to the recent devaluation, some food items, especially imported food and drink, processed foods, and luxury foods, are likely to rise in price (if they have not already done so). You can see the full updated list of tracked items in the 2016 Mexico Grocery Basket beginning on page 61 of this guide. Price Analysis of Mexico Grocery Basket The Mexico Grocery basket includes a wide range of products most foreign residents tend to buy from supermarkets regularly and thus makes it easier and more practical to assess the prices of a typical grocery shop in Mexico. The basket includes the prices recorded in January 2016, as well as historical prices for the same goods recorded in January 2015 and January 2014—so you can get an indication of how prices are changing in Mexico. Notable Price DECREASES in the Grocery Basket Notable price decreases in 2016 compared to the 2015 price survey include: limes; watermelon; chicken; eggs; cooked ham; oatmeal; corn flour; sun block; and disinfectant. 2016 Guide to the Cost of Living in Mexico | Mexperience.com Page | 14 Mexico Grocery Basket 2016 New in this 8th edition of the guide is the Mexico Grocery Basket, which replaces the previous table of prices we tracked and published. This year we have worked to sharpen the focus of the items we track to make the ‘basket’ more relevant and easier to use for budgeting purposes. The 2016 Mexico Grocery Basket focuses instead on ~100 items which most foreign residents living in Mexico tend to purchase on a very regular basis. This approach thus shows the price of a typical “full shop” in Mexico. By honing-in on essential groceries and pharmaceuticals, we’ve been able to remove very similar items, and items which are not purchased very frequently or which are of very low value from this curated list. For example, the previous list contained two deodorants; one masculine and one feminine, even thought they were the same price. We’ve also removed items like salt and pepper which are very low value and thus don’t influence overall living costs. We’ve retained the sub-totals by category so you can see how different types of products are changing in price. New this year, we’re publishing historical prices for each item going back two years (giving three years of prices in total), so you can see how grocery prices in Mexico have been changing over time. The price equivalent in US dollars is worked out using $18 Mexican pesos for each US dollar, based on the 2016 shelf price in pesos for each item.
