The following abbreviations are used throughout:FR - Full Rate RR - Reduced Rate Reduced Rate of Charge The Reduced Rate of Charge applies to Senior Citizens, those under age 18, and students in full-time education who are normally resident in East Lothian. Students should be asked to produce a current matriculation card as proof of eligibility. Concessionary tickets for the Brunton Theatre are also available to Young Scot cardholders. SPORTS AWARD SCHEME Holders of the Sports Pass Card are entitled to free entry when the facility to be used is directly associated with the individual's main sport. General training facilities, such as weights, body conditioning and swimming are also available to all holders of the Sports Pass. Page 4 LEISURE PASS ADULT CARD £26.00 gives a discount of 20% off the full adult rate for all qualifying activities, such as swimming, fitness classes and swimming lessons. The Leisure Pass also gives a reduction on ticket prices at the Brunton Theatre. SENIOR CITIZENS CARD Costs £16.00 and is available to anyone over the age of 60. The card gives a discount of 20% off the Reduced Rate Charge for all qualifying activities, such as swimming, exercise classes and swimming lessons. The Leisure Pass also gives a reduction on ticket prices at the Brunton Theatre. JUNIOR CARD Costs £16.00 and is available to anyone between 0 and 16, (up to age 18 if they are still at school). The card gives a discount of 20% off the child rate for activities, holiday sports schools and swimming lessons. FAMILY CARD Costs £62.00, covering two adults and all dependant children aged up to 16 (up to 18 if they are still at school), and gives a discount of 20% off the applicable adult or child rate. ACCESS TO LEISURE East Lothian Council’s Access to Leisure scheme is available to people in the following categories and allows use of the Sports Facilities at discounted rates. Monday to Friday 9am - 4.45pm (last admission 4.30pm) admission is charged at £1 per session. Outwith these hours, Adult Access to Leisure cardholders gain entry to activities at the reduced rate. A discount of 20% off the reduced rate is applied for Junior and Senior cardholders. NB: When more than one person is engaging in the same activity, e.g. badminton/squash/tennis, a minimum of 50% of the attendees must have an Access to Leisure Card in order to receive the discount. Page 31 EAST LOTHIAN COUNCIL ARCHAEOLOGY SERVICE HER ACCESS & CHARGING POLICY This policy statement sets out the framework and guidelines for access to information held by East Lothian Council Archaeology Service and to information contained in the East Lothian and Midlothian Historic Environment Record (HER). It sets out the circumstances where charges will be made for the provision of HER data, and the level of charges. Charges relate to the time taken to collate and prepare the HER information into a suitable digital format, and in some cases for also providing curatorial advice. Background The HER contains records of all known archaeological and historic sites within East Lothian and Midlothian. This includes buried archaeological remains, monuments, historic buildings, landscapes and artefacts, as well as records of recent archaeological fieldwork projects. The HER is comprised of a database with over 17,000 records, linked to GIS mapping. This is supplemented with a wide range of reference material, including fieldwork reports, photographs, plans, aerial photographs, and historic maps. The database is updated regularly with new finds and discoveries. The HER is a key resource used by the Archaeology Service as the basis for historic environment conservation and management advice, such as for planning proposals and environmental schemes. The HER is also used by members of the public, consultants, history societies, students, and academics. It is a resource that is available for anyone who is interested in finding out about the archaeology and heritage of East Lothian and Midlothian. The HER and the Archaeology Service seek to promote an open regime regarding access to information, and make HER information freely available to the public through our website. The Archaeology Service makes every effort to meet its obligations under the following legislation: the Freedom of Information (Scotland) Act 2002, the Environmental Information (Scotland) Regulations 2004, the INSPIRE (Scotland) Regulations 2009, and the access provisions of the Data Protection Act 1998. Access to HER information The HER is available online through the John Gray Centre website: http://www.johngraycentre.org/ . It can be searched either through the map or by the advanced search. This facility allows you to search the HER at the same time as Archives, Local History, and Museums records for East Lothian. The HER can also be accessed through PastMap, which provides online access to map-based information about Scotland’s historic environment. See: http://pastmap.org.uk/ We do not currently have the facilities for members of the public to visit the HER in person, but enquiries by telephone or email are welcome. Copies of archived reports of archaeological fieldwork, which have been submitted to the HER, can be made available to the public on request, subject to the charges set out below. Users of such supplied reports are reminded that the reports remain the copyright of the author(s) and supply of a copy of a report by the HER does not entitle the user to infringe this copyright. Charging policy At the discretion of the Archaeology Service, archaeological information and/or curatorial archaeological advice will be supplied free of charge to students, genuine researchers, and members of the public within reasonable limits. There may be a charge for complex, unusual or onerous enquiries. There may also be a charge for unusual materials, postage and packing for supply of information and photocopies may be charged at the rate below. The Archaeology Service will impose a charge for the time expended to meet all commercial requests for information and/or curatorial advice. This is intended to reflect the cost of staff time in providing information, advice, assistance, and reports and to recover any reasonable costs for the supply of data (photocopies, photographs, reports etc.). The data is supplied in a suitable digital format, usually in the form of a spreadsheet or database with related shapefiles for GIS mapping. Page 32 At the discretion of the Archaeology Service, charges may be made for curatorial advice that lies outwith the formal planning procedures. This may include extensive pre-application advice or advice for non-planning developments (i.e. forestry, agri-environmental, permitted development etc). The charge for staff time in providing information, curatorial advice, or any other assistance, in respect of commercial requests and enquiries will be £100 (+VAT) per hour, or part of hour. Please see below for other charges. Estimates of likely costs for enquiries will be supplied in advance of a query being undertaken. It is not possible to provide an exhaustive list of all organisations that may apply for lets of Council halls, etc. The following definitions of categories, together with examples, are intended to provide guidance on the appropriate rate of charge to apply to different organisations. CATEGORY 1: VOLUNTARY & CHARITABLE ORGANISATIONS This rate of charge should be applied to charities and to voluntary organisations where the primary purpose of the organisation is to provide a service to the community. It should also be applied to organisations working in support of pensioners and young people to support groups for people with special needs. Examples of voluntary and charitable organisations include: Registered Charities Groups for the Mentally or Physically Handicapped OAP Organisations Children's Playgroups/Youth Clubs/Young People's Organisations Support Groups, (e.g. Alcoholics Anonymous, Single Parents Groups) Religious Groups/Church Organisations Festival/Gala Day Organisations Community Councils Parent/Teacher Associations This rate of charge should also be applied to any musical or drama group performing free of charge to charitable organisations. CATEGORY 2: NON-PROFIT MAKING ORGANISATIONS This rate of charge should be applied to organisations that operate on a non-profit making basis and where their activities are of a general recreational nature, as distinct from a charitable cause or a specific social need or community service. Organisations in this category will normally comprise individuals who give their time on a voluntary basis and where the proceeds of any events are put back into the club/organisation's funds. The only exception to this is where a commercial or non-profit making organisation is running an event from which the proceeds are going to a charity.
