Dear New Employee,
Welcome to Providence ATCT! Here you will have an opportunity to work with an
outstanding team of professionals that help make Providence ATCT a great place to work
and develop your skills. Your knowledge, abilities and positive attitude make you a
highly regarded addition to our team, and I am certain that you will make a positive
impact on our future.
All of us want to make your tenure at this facility as enjoyable and rewarding as possible.
Please feel free to ask any questions and express your thoughts and ideas to the staff and
senior leadership. Our aim is to create an informal atmosphere and involve everyone in
the process of making our facility an exceptional place to work.

Operations Manager’s Welcome Letter
Welcome to PVD ATCT. I am Tom Lafen, the Operations Manager and Training
Administrator. Stand by and get ready for a lot of information, both operational and nonoperational coming your way. I think you will find our facility has a great group of
people willing to help you out and make your transition to life here at the Tower as easy
as possible. Besides all the Air Traffic folks you will be meeting, we share this building
with another branch of the FAA, Tech Ops (formerly AF). They have technicians on
duty here to keep our equipment operating, etc.
About myself, prior to the FAA I was enjoying a career in restaurant management in the
Philadelphia area. I started in the FAA in 1981, and have worked at several facilities;
New York Center, Rochester Tower, Ithaca Tower, Binghamton Tower, and
Headquarters in Washington DC. When I transferred to Rhode Island, I thought we
would not be here too many years. But this is an outstanding and diverse area, very easy
to settle in. Being able to drive to New York City, Boston, the mountains, the ocean, all
within a couple hours offers a lot. Newport in the summer, Federal Hill, Thayer Avenue,
RISD, Narragansett, Waterfire, Mystic, CT, art festivals, food festivals, this area is
teeming with activities.
We will explain to you our training program when you get here and try to answer all of
your questions. Who will be my Supervisor? How long is classroom training? When
will I go back to Oklahoma City? Where is the closest Dunkin Donuts? Where should I
buy a house or rent one? Please make sure you ask many questions, ask them over again
if you need to. Let us know what we can do to make your transition to Providence Tower
a good experience. We all want you to be successful. We expect from you 100% effort,
a good work ethic, and a willingness to be an important part of an excellent facility. Best

32 Air Traffic Controllers, and 2 Aviations Assistants.
Providence ATCT is part of the New England District. Our HUB facility is the
Boston Consolidated TRACON in Merrimack, New Hampshire.
Providence ATCT is a part-time facility open from 5:45am to midnight. After
midnight, the Boston Center, located in Nashua, NH, assumes the
responsibility of the airspace.
Providence ATCT is easily accessible by highway and has ample free parking.
Although the majority of our employees live in Rhode Island, many of our
employees live in Connecticut and Massachusetts.

If you have recently moved to Rhode Island, Rhode Island state law
requires you to obtain a RI driver's license and register your vehicle with
the DMV within 30 days of becoming a resident.
Please be advised that the DMV requires you to present your original, unlaminated Social Security card for all NEW license and ID card transactions. If
you do not have your Social Security card, please contact the Social Security
Administration or go to their website at www.ssa.gov.If your name has changed
and is different from the name on your current license, you MUST change your
name with the Social Security Administration first and then allow at least 24
hours for the change to take effect before coming to the DMV to transfer your
license from another state. You will also be asked for a document showing proof
of name change, such as marriage certificate, divorce decree, or probate court
documents showing legal name change.
To get your RI driver's license, you need to bring your current license, a valid
Social Security card and one document showing proof of residency (see list below)
to the nearest DMV branch office. If your license is either current or has not
expired over one (1) year, you can convert your license for a $31.50 fee. You
must turn in your current license to the DMV. The first license will be valid for just
under two years. After that, licenses are renewable for a five-year period.
Minimum age to operate a motor vehicle in Rhode Island is 16-1/2.
To register your vehicle in Rhode Island, you must first bring the vehicle to your
local police department along with proof of ownership and proof of residency for
a VIN inspection. If your vehicle is more than 10 years old, this step is not
necessary. You must then appear at a DMV branch office with the vehicles' title
or copy of the title or proof of ownership, the VIN verification form that the
police department will give you, proof of insurance and proof of residency. A
registration for a passenger vehicle is determined by the weight per RIGL 31-6-1

and the title fee is $25.00 plus a $1.50 technology surcharge effective July 3,
2007.
Automobile insurance is mandatory in Rhode Island. You must carry liability at the
minimum and your insurance company must be licensed to do business in the State of
Rhode Island. Check with your current insurance company to make sure they are
licensed; if not, you will have to switch companies. For more information, contact the RI
Department of Business Regulation.
Sales Tax on new and used vehicles is 7%. There is no state personal property tax, but
property taxes assessed by individual cities and towns must be paid before renewal of
registration can be obtained.

Payroll check with your name and address.
Utility bill in your name or in the name of an immediate family member with the same
last name. Property tax bill for your residence.
Personal check or bank statement with your name and address (no P.O. Box)
Valid original lease agreement with your name and address (Landlord's name, address,
and telephone number also must be provided.)
Insurance policy for home/apartment with your name and address.
If a minor, school records and parent's license ID with same address will be accepted.
