Introduction
I have audited the accompanying financial statements of Iganga Municipal Council for the year
ended 30th June 2014. These financial Statements comprise of the
statement of financial
position as at 30th June 2014, statement of financial performance, statement of changes in
equity, cash flow statement together with other accompanying statements, notes and
accounting policies.
Management Responsibility for the Financial Statements
Under Article 164 of the Constitution of the Republic of Uganda and Section 8 of the Public
Finance and Accountability Act, 2003 and section 65 and 86 of the Local Governments’ Act
1997 as amended, the Accounting Officer is accountable to Parliament for the funds and
resources of the Local Government. The Accounting Officer is responsible for the preparation of
financial statements, in accordance with regulation 68 of the Local Governments Financial and
Accounting Regulation, 2007 and for such internal controls as management determines
necessary to enable the preparation of financial statements that are free from material
misstatements whether due to fraud or error.
Auditor’s Responsibility
My responsibility as required by Article 163 of the Constitution of the Republic of Uganda,
Section 87 of the Local Government Act and Sections 13, 16 and 19 of the National Audit Act,
2008 is to express an opinion on these statements based on my audit. I conducted my audit in
accordance with the International Standards on Auditing(ISA)/ International Standards of
Supreme Audit Institutions (ISSAIs). Those standards require that I comply with ethical
requirements and plan and perform the audit to obtain reasonable assurance whether the

financial statements are free from material misstatement.
An audit involves performing audit
procedures to obtain evidence about the amounts and
disclosures in the financial statements as well as evidence supporting compliance with relevant
laws and regulations. The procedures selected depend on the Auditor’s judgment, including the
assessment of the risks of material misstatement of the financial statements, whether due to
fraud or error. In making those risk assessments, the Auditor considers internal controls
relevant to the entity’s preparation of the financial statements in order to design audit
procedures that are appropriate in the circumstances, but not for the purpose of expressing an
opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating
the appropriateness of accounting policies used and the reasonableness of accounting estimates
made by management, as well as evaluating the overall presentation of the financial
statements.
I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis
for my qualified audit opinion.
Part “A” of my report sets out my qualified opinion on the financial statements. Part “B” which
forms an integral part of this report presents in detail, all the significant audit findings made
during the audit which have been brought to the attention of management.
PART "A"
Basis for Qualified Opinion
Unaccounted for funds
A sum of UGX.498,033,448 remained unaccounted for at time of audit contrary to the
regulations. Consequently, I could not confirm that the funds were utilized for the intended
purposes.
Qualified Opinion
In my opinion, except for the possible effects of matter described in the Basis for Qualified
Opinion paragraph, the financial statements of Iganga Municipal Council as at 30th June 2014
are prepared in all material respects, in accordance with the Local Government Financial and

Accounting Manual, 2007, Section 31(6) of the Public Finance and Accountability Act 2003, the
Local Government Financial and Accounting Regulation, 2007 and the Local Governments’ Act
cap 243 (as amended), of the Laws of Uganda.

IGANGA MUNICIPAL COUNCIL DETAILED REPORT OF THE AUDITOR GENERAL FOR
THE FINANCIAL YEAR ENDED 30TH JUNE 2014
1.0
Introduction
In accordance with Article 163(3), of the Constitution of the Republic of Uganda, I am
required to audit and report on the public accounts of Uganda and of all public offices,
including the courts, the central and the local government administrations, universities
and public institutions of the like nature and any public corporation or other bodies or
organizations established by an Act of Parliament. Accordingly, I carried out the audit of
the Iganga Municipal Council to enable me report to Parliament.
2.0
AUDIT OBJECTIVES
The audit was carried out in accordance with International Standards on Auditing and
accordingly included a review of the accounting records and agreed procedures as was
considered necessary. The audit was carried out with regard to the following
objectives:a.
To verify whether the financial statements have been prepared in accordance with
the requirements of the Local Governments Financial and Accounting Manual 2007;
and the Local Governments Financial and Accounting Regulations 2007; and fairly
present the income and expenditures for the year and of the financial position as
at the end of the year.
b.
To verify whether all the funds of the entity were utilized with due attention to
economy and efficiency and only for the purposes for which the funds were
provided.
c.
To verify whether goods and services financed have been procured in accordance
with the PPDA Act.
d.
To evaluate and obtain sufficient understanding of the internal control structure of
the entity, assess control risk and identify reportable conditions, including material
internal control weaknesses

e.
To verify whether the management of the funds of the entity was in compliance
with the Government of Uganda financial regulations.
f.
To verify whether all the necessary supporting documents, records and accounts
have been kept in respect of all activities, and are in agreement with the financial
statements presented.
3.0
Audit Methodology
The following audit procedures were undertaken:a.
Revenue
Obtained all schedules of all revenues collected and reconciled the amounts to the
cashbooks and bank statements of the entity.
b.
Expenditure
The payment vouchers of the entity were examined for proper authorization, eligibility
and budgetary provision, accountability and support documentation.
c. Internal Control System
Reviewed the internal control system and its operations to establish whether sound
controls were applied throughout the period
d. Procurement
Reviewed the procurement of goods and services under the various departments
during the period under review and reconciled with the approved procurement plan.
e. Fixed Assets Management
Reviewed the use and management of the assets of the entity during the period under
review.
f. Financial Statements
Examined, on a test basis, evidence supporting the amounts and disclosures in the
financial statements; assessed the accounting principles used and significant estimates

made by management; as well as evaluated the overall financial statement
presentation.
4.0
Entity Financing
Iganga Municipal Council is financed by grants (Conditional and Unconditional) from the
Central Government, development partners and locally generated revenues from taxes,
fees, licenses and charges. During the year, the Council received grants totaling to
UGX.3,884,283,823 from the Central Government; and UGX 127,193,919 from locally
generated revenues. The total revenue of UGX 4,011,477,742 constituted 73% of its
approved budget estimates of UGX 5,464,114,649.
5.0
Detailed Audit Findings
This Section outlines the detailed audit findings, management responses and my
recommendations in respect thereof.
5.1
Unaccounted for funds
5.1.1 Unaccounted for advances
Regulation 43(2) of the Local Government Financial and Accounting Regulations 2007
requires that administrative advances to council employees be authorized by the chief
executive and accounted for within one month.
A sum of UGX.422,403,685 remained unaccounted for at the time of audit contrary to
financial regulations as shown in Appendix 1.
Consequently, it was difficult to
ascertain whether the funds were utilized for the intended purposes.
This was attributed to laxity on the part of the management to enforce controls
regarding accountability.
Management had indicated that accountabilities were available but did not present them
for verification.
I advised the Accounting Officer to ensure that funds are accounted for or recoveries be
made from the responsible officers.

5.1.2 Unaccounted for cash payments
Section 48 (1) of the Local Government Financial and Accounting Regulations 2007
requires that payments to contractors and suppliers made by a crossed cheque.
On the contrary, cash payments totaling to UGX 49,766,700 were made to staff by cash
instead of the service providers and no accountability was rendered as shown in
Appendix 2.
Payment of cash creates a risk of abuse leading to loss on the part of the Municipal This
could lead to abuse.
Management acknowledged the anomaly.
I advised the Accounting Officer to ensure that in future all payments to third parties are
made in accordance with the regulations.
5.1.3 Unaccounted for revenue
Regulation 32 of The Local Government Financial and Accounting Regulations, 2007,
requires the Head of Finance to ensure that revenue collectors carry out their duties
properly to ensure that all revenue due to the council is promptly collected in the
approved manner and banked intact.
However,
out
of
UGX.142,421,982
collected
in
form
of
local
revenue
only
UGX. 127,193, 1919 was recorded, banked and reported in the financial statements
leaving the balance of UGX. 15,229,063 unaccounted for as shown in Appendix 3.
There is a risk of loss to the entity.
Management disagreed with the finding but did not provide their reconciliation and
accountabilities.
I advised the Accounting Officer to ensure that funds are accounted for.
5.1.4 Fuel Use
Section F (f-i) 7 (g) of the Uganda Public Service Standing Orders, provides that every
Government vehicle shall have a log book in which the driver records all the journeys
made. Each journey entered in the log book shall be certified by an authorized officer by
countersigning against each entry.

It was observed that fuel amounting to UGX 10,634,000 was not backed up with fuel
consumption statements and the vehicle movement log sheets as shown in Appendix
4.
In the absence of a clear system for reconciling fuel consumption with the vehicle
movement log sheet, I could not confirm the genuineness of the accountability for fuel
consumed by the Council.
Management explained that staff used fuel in private (individual) cars to execute council
activities. However, there were no approved lists of the vehicles nor evidence linking
fuel consumption to service delivery.
I advised the Accounting Officer to establish effective controls in the management of
fuel.
5.2
Local Revenue Shortfall
Regulation 32 of The Local Government Financial and Accounting Regulations, 2007,
requires the Head of Finance to ensure that revenue collectors carry out their duties
properly to ensure that all revenue due to the council is promptly collected in the
approved manner and banked intact.
However during the financial year under review, the municipal council collected only
UGX.127,193,919 from an estimated budget of UGX.404,093,449 resulting in a shortfall
of UGX.276, 899,530 which represents 68.5% of the total local revenue budget as
shown below;

The failure to realize the budgeted local revenue affects the implementation of planned
activities thereby affecting service delivery to the Community.
The Accounting Officer attributed the shortfall to the Shortage of staff and lack of
enforcement officers to carry out mobilization of revenue extensively.
I advised the Accounting Officer to devise means of improving on the existing revenue
collection mechanisms and to step up supervision so as to realize all the budgeted
revenue.
5.3
Irregular land allocation and extension of leases
Section 51 of the Physical Planning act 2010 requires that no Subdivision, Consolidation,
renewal or extension of Land shall be effected without approval of the relevant physical
planning committee and that the Council Land Board shall not effect the above without
the relevant physical Planning Committee of the Municipal Council.
On the contrary, the Council Land Board processed two hundred sixteen (216) land titles
for the Municipality developers without the involvement of the Physical Planning
Committee.
There is a risk of development in areas which are not gazetted and eventual loss of
revenue to the council thereby affecting service delivery negatively.
Management agreed with the finding.
I advised the Accounting Officer to comply with the law.
5.4
Diversion of LGMSD funds
It was observed that UGX. 70,217,000 was released in the month of October 2013 as
second quarter release and banked on the General Fund Account No 4812100031 for
onward transfer to LGMSD bank account 4812100043. However, out of UGX.70,217,000,
only UGX 24,530,000 was transferred in January 2014 to LGMSD accounts and the
balance of UGX.45,687,000 was diverted and transferred to operations account No
4812100009. I was not provided with an explanation regarding the diversion.

The unauthorized diversion of the funds pose a risk to council regarding future funding
of the programme which may affect service delivery.
I advised the Accounting Officer to ensure that the diverted funds are recovered.
5.5
Lack of Counterfoil register for controlled stationery
Section 4.5.3 of the Local Governments Financial and Accounting Manual, 2007 requires
registers to be maintained for controlled stationery.
Contrary to the above provision, no registers were maintained for the printed and
procured financial stationery.
There is a risk of loss of public funds through uncontrolled use of financial stationery.
No explanation was rendered by management.
I advised the Accounting Officer to ensure that a counterfoil register is established.
5.6
Lack of Titles
According to regulation 58(4) of the LGFAR, 2007, the properties and assets of a local
Government should be properly registered, titles issued and valued.
However, review of the Municipal land register revealed that eighteen (18) pieces of
land lack Titles, as shown in Appendix 6.
There is a risk of encroachment on the properties.
Management explained that efforts are under way to obtain Land Titles, but the reforms
in the Land Office have caused a delay.
I advised the Accounting Officer to ensure that Land titles are secured.
5.7
Unapproved Contract Variations
Regulation 120 (12) and 120(13) of LG (PPDA) 2006 requires that no individual contract
amendment shall increase the total contract price by more than fifteen per cent of the
original contract price without the prior approval of the Authority and where a contract is
amended more than once, the cumulative value of all contract amendments shall not
increase the total contract price by more than 25% of the original contract price without
the prior approval of the Authority.

M/s Sem business enterprises Ltd was awarded a contract to construct two in one
teachers house in Buligo p/s under contract
no.IGAN773 wrks/13-14/00019 at
UGX 62,992,550.
However, scrutiny of works certificate 1 dated 28/5/2014 revealed that the contract was
revised from UGX 62,992,550 to UGX 76,925,850 creating a variation of UGX 13,933,300
which is 22% of the original contract without prior approval of the Authority (PPDA).
Management attributed the occurrence to an oversight and explained that he had
written to PPDA to seek for retrospective authority.
By the time of reporting, no evidence of approval had been produced for verification.
I advised the Accounting Officer to seek for retrospective approval from the authority
(PPDA).
5.8
Payables
Regulation 11 of the LGFAR, 2007 requires the Head of Finance to ensure that
commitments are not approved unless there are sufficient funds and committed balance
available.
However, contrary to the regulation, a sum of UGX. 807,476,953 in respect of payables
remained outstanding at the end of the year. The council risks incurring fines and
penalities from delayed payments.
Management agreed with the observation.
The Accounting Officer is advised to clear the outstanding commitments to avoid
litigation costs and to comply with the commitment control system.
5.9
Receivables
Section 2.3.2.3 of the Local Governments Financial and Accounting Manual (LGFAM),
2007 requires that debts are promptly collected. However, contrary to the provision,
receivables amounting to UGX 243,131,897 remained uncollected by the year end.
It was observed that the Council lacks a debt collection strategy/policy in place.
For instance, whereas only UGX. 68,000,000 was due to Council in 2012/13, the amount
had since increased to UGX.243,131,897 in the financial year that ended 30th June 2014
as shown below:

used in the implementation of council activities.
