The Minutes of the Meeting of the Council held on 2nd
October, 1934, having been printed and circulated, were confirmed
and signed, after amendment as indicated below :—
1. REPORT OF HIGHWAYS COMMITTEE.—On page 376, Resolu­
tion No. i—the date of the Report altered to read " nth

2. REPORT OF HOUSING COMMITTEE.—On page 383, Resolution

3. REPORT OF PUBLIC HRALTH COMMITTEE.—On pages 392 and

EXTENSION OF GREAT STANMORE RECREATION
GROUND.
Read letter dated 23rd October, 1934, from Sir John FitzGcrald, Bart., offering to convey to the Council for the purpose
of extending Great Stanmore Recreation Ground certain land ad­
joining the entrance to the Ground from Dennis Lane.
RESOLVED:—
1. That the Council accept from Sir John FitzGerald, Bart.,
the conveyance, free of cost to the Council, of approximately
i.i acre of land adjoining, and south of, the entrance to
Great Stanmore Recreation Ground from Dennis Lane, and
that the following requests which the donor has expressed
(which are not to be taken as conditions of grant) be in­
cluded in the deed :—
(i) the land to be laid out as a bowling green if prac­
ticable, and not as lawn tennis courts; and
(ii) the Council to consult the Donor in regard to any
proposals for the erection of buildings on the site.
2. That the seal of the Council be affixed to the requisite Deed of
Conveyance.
3. That the Council's gratitude for this gift of land be conveyed
to the Donor.
CIVIC CENTRE.
Read letter dated 5th November, 1934, from the Wealdstone
Ratepayers' Association, opposing the Council's decision to
acquire land on the Kynaston Court Estate, Harrow Weald, for a
civic centre.
HARROW AND WEALDSTONE HOSPITAL.
Submitted letter dated 30th October, 1934, from Mr. Sydney
Walton, C.B.E., President of the Harrow and Wealdstone Hos­
pital, inviting the Council to be present at the Opening of ex­
tensions to the Hospital, to take place on i4th December, 1934,
at 3 p.m.

Read letter dated 3ist October, 1934, from the Treasurers
of the Hospital, asking- the Council to consider making a grant
to the Hospital for the current year.
RESOLVED:—
That the communication be referred to the Public Health
Committee for consideration.
HARROW, WEALDSTONE AND DISTRICT UNEMPLOY­
MENT ASSOCIATION.
Submitted letter received from the Harrow, Wealdstone and
District Unemployment Association seeking from the Council a
financial grant in support of their funds.
RESOLVED:—
That the communication be referred to the Finance Com­
mittee for consideration.
REPORT OF THE TOWN PLANNING COMMITTEE.
It was moved by Councillor Rust, seconded by Councillor

1. That the Report of the Town Planning Committee for their
Meeting on 8th October, 1934, be received.
2. HARROW-ON-THE-HILL TOWN PLANNING SCHEME, 1933 : That
the decisions of the Town Planning Committee upon applica­
tions under the Harrow-on-the-Hill Town Planning Scheme,
!933> as shewn in their Report dated 8th October, 1934, be
approved and confirmed.
It was moved by Councillor Rust, and seconded by Councillor
Wilkins—
That the decisions of the Town Planning Committee upon
applications for Development Permissions, as shewn in
their Report dated 8th October, 1934, be approved and
confirmed, and that the Seal of the Council be affixed
to the Development Permissions.

ing to Application No. 126 with respect to the proposed
establishment of a kindergarten school at Cuckoo Hill
Road, Pinner, be referred back to the Committee.

RESOLVED:—
3. APPLICATIONS FOR DEVELOPMENT PERMISSIONS : That the de­
cisions of the Town Planning Committee upon applications
for Development Permissions, as shewn in their Report dated
8th October, 1934, be approved and confirmed, with the ex­
ception of the decision relating to Application No. 150, re­
ferred back to permit Members of the Committee to inspect
the site of the proposed flats ; and that the Seal of the Coun­
cil be affixed to the Development Permissions.
4. HENDON RURAL TOWN PLANNING SCHEME : That an order be
placed with Messrs. Cook, Hammond & Kell, Ltd., for pre­
paring and supplying an up-to-date map oi" the Harrow
Urban District, at a cosj of ^400.
It was moved by Councillor Rust, and seconded by Councillor
Wilkins—
That for the time being the Council approve of the Surveyor
affording facilities at his office for examination by the
Harrow Sub-Panel of Architects of all future plans sub­
mitted for permanent buildings proposed to be erected
in the Urban District; and that the Panel be asked to
acquaint the Surveyor as soon as possible with any ob­
servations they may wish to offer on the architectural
features of any plan.

5. CONTROL OF ELEVATIONS : ARCHITECTURAL PANEL : That for
the time being the Council approve of the Surveyor afford­
ing facilities at his office lor examination by the Harrow SubPanel of Architects of all future plans submitted for per­
manent buildings proposed to be erected in the Urban Dis­
trict ; and that the Panel be asked to acquaint the Surveyor
as soon as possible with any observations they may wish to
offer on the architectural features of any plan.
6. PRESERVATION OF TREES :
(i) That trees Nod. 1504, 1506 and 1509-1511 (inclusive)
be removed from the Register of trees prepared under
the Hendon Rural Town Planning Scheme, but that con­
sent be not given to the felling of trees Nod. 1502 and
(ii) That the Council register under the Hendon Rural Town
Planning Scheme the oak tree Nod. 1667, situate on
land off the west side of St. Thomas's Drive, Hatch End,
approximately 40 feet from the boundary of Pinner Park.
7. That Part II of the Report 'of the Town Planning Committee
be confirmed.
REPORT OF THE HIGHWAYS COMMITTEE.
It was moved by Councillor Cowan, seconded by Councillor
Andrews, and—

i. That the Report of the Highways Committee for their Meet­
ing on gth October, 1934, be received.

ROAD IMPROVEMENTS : That the Council approve the offers
set out below, the costs being" met out of revenue, and that
the matters be delegated to the Committee with authority
to take all necessary steps for carrying the recommendations
into effect ; that the Clerk of the Council be appointed the
Council's agent for the purpose of obtaining altered appor­
tionments and redemptions of the tithe rent charge ; and that
the Seal of the Council be affixed to any requisite documents :
(a) Belmont Lane, Stanmore : From Mr. H. J. Clare—
Land on the East side of Belmont Lane, subject
to his incurring no liability for road charges and to
the Council constructing a temporary footpath cost­
ing about ^45, and redeeming a small tithe rent
charge on this and other land.
(b) West End Lane, Pinner : From Mr. E. A. Lewis —
Land at the junction of West End Avenue and West
End Lane sufficient to widen West End Lane to
40 feet, free of cost, but subject to the Council
undertaking necessary fencing works and the top­
ping of trees, estimated to cost
(c) Forecourts, Byron Road : From Mr. W. C. Inman,
on behalf of the Poplar Pavilion, Ltd. —The fore­
courts to flats in Byron Road, free of cost, provided
the Council execute paving works, the cost of which
would not exceed ^250.
(d) Old Church Lane, Stanmore : In connection with
the conveyance of land from Mr. H. J. Clare for
widening Old Church Lane, the Council to redeem
the proportion of tithe rent charge properly app>->rtionable to the land conveyed to the Council, the
cost of redemption amounting to approximately
£12 ros.
MAKING UP OF PRIVATE STREETS :
(a) That the private street known as HILLVIEW
CLOSE (Pinner North Ward) be levelled, paved,
metalled, channelled, flagged, imade good and proper
means of lighting provided ; that the expenses of
such works be apportioned upon the premises front­
ing, adjoining or abutting on the said street accord­
ing to the respective frontage of such premises ; and
that the Surveyor do prepare in conformity with this
Resolution : —

(i) A Specification of the above-mentioned works
with Plan and Sections;
(ii) An Estimate of the probable expenses of the
works ; and
(iii) A Provisional Apportionment of the Estimated
Expenses among the premises liable to be
charged therewith under the Act.
(b) That failing withdrawal of objections against the
Provisional Apportionments of the Estimated ex­
penses for imaking up under the Private Street
Works Act, 1892, COLLEGE AVENUE, Harrow
Weald, and ST. BRIDE'S AVENUE, Stanmore
South, application be made to the Justices to fix a
date, time and place for determining the same.
(c) That the Council contribute a sum not exceeding
^404 35. 4d. towards the cost of constructing
Wemborough Road (part of Town Planning Road
No. 12) as a 60 feet road.
4. ADOPTION OF ROADS : That the under-mentioned private
streets, or parts of streets, be declared to be highways re­
pairable by the inhabitants at large, and that the Clerk be
authorised to give the necessary notices in connection there­
with :—

veyor's Report upon watercourses being undertaken by
the Council at an estimated cost of ^13,262, and that

application be made to the Ministry of Health for sanc­
tion to the borrowing of ^13,862 (of which ^600 will be
borne by the County Council) to meet the estimated cost.
Whereupon Councillor Crabb anoved, and Councillor Alien
seconded—
That the recommendation of the Highways Committee re­
lating to expenditure of ^13,262 for improvements of
watercourses should be deferred pending the receipt by
the Committee of a comprehensive scheme dealing with
all the work required to be carried out by the Council
on watercourses within the district.
Upon the Amendment being put it was declared lost.

(b) That consent be not given to an overground tele­
graphic line across Eastcote Road and along West

8. TRAFFIC QUESTIONS : That the Council make the following
Order prohibiting the use of Woodlands, North Harrow, by
heavy traffic ; that the Seal of the Council be affixed thereto;
and that the Clerk be authorised to take all the necessary
statutory steps in relation thereto and to apply to the
Minister of Transport for confirmation: —

THE HARROW URBAN DISTRICT COUNCIL ROADS
(RESTRICTION) ORDER, 1934.
The Harrow Urban District Council, in exercise of the
powers conferred on them under or by virtue of sub-section (i)
of Section 46 of the Road Traffic Act, 1930, and Section 29 of
the Road and Rail Traffic Act, 1933, hereby make the followingOrder :—
(1) Save as hereinaiter provided, no person shall drive
or cause to be driven any heavy locomotive, light locomotive,
motor tractor or heavy motor-car (as respectively defined in
Section 2 of the Road Traffic Act, 1930, or in any Regula­
tions made or to be made thereunder), or any motor-car (as
defined as aforesaid) with seats for more than 7 persons
exclusive of the driver on the road specified in the Schedule
hereto (hereinafter referred to as " the said road ").
(2) Nothing in this Order contained shall prevent the
driving upon the said road of any vehicle which is being
used:—
(i) for the conveyance of persons, goods or
merchandise to or from any house, building- or
other premises situate on or adjacent to the said
road;
(ii) in connection with the maintenance, improve­
ment or reconstruction of the said road, or the
laying, alteration or repair in or near to the
said road of any sewer or of any main, pipe or
apparatus for the supply of gas, water or elec­
tricity, or any telegraph wires, cables, posts or
supports.
(3) The Interpretation Act, 1889, applies for the pur­
pose of the interpretation of this Order as it applies for the
purpose of the interpretation of an Act of Parliament.
(4) This Order may be cited as the Harrow Urban Dis­
trict Council Roads (Restriction) Order, 1934.
THE SCHEDULE.
WOODLANDS, NORTH HARROW.
It was moved by Councillor Cowan, and seconded by Coun­
cillor Andrews—

That Part II of the Highways Committee's Report be con­
firmed.
Whereupon Councillor Crosby moved, and Councillor Pratt
seconded—
That the Council do not confirm Paragraph 10 of Part II of
the Report but do give instructions for trees to be
planted in the roads on the Glebe Estate, Kenton, and
do take steps to beautify their District generally by
planting trees on highways throughout the whole Area.
The Amendment was not put, on an undertaking to bring
the matter before the Highways Committee.
RESOLVED:—
9. That Part II of the Report of the Highways Committee be
confirmed.
REPORT OF THE OPEN SPACES, CEMETERIES AND
ALLOTMENTS COMMITTEE.
It was moved by Councillor Hannibal, and seconded by
Councillor Wibberley, and
RESOLVED :—
i. That the Report of the Open Spaces, Cemeteries and Allot­
ments Committee for their Meeting on the gth October,
1934, be received.
It was moved by Councillor Hannibal, and seconded by
Councillor Wibberley—
That the Council continue existing facilities for Sunday
Games, but decide not to extend the facilities to other
grounds.
Whereupon the following Amendment was moved by Coun­
cillor Ellis, and seconded by Councillor Forbes—
(a) That the Sunday Games facilities now enjoyed in the
former Wealdstone Urban District be extended to
public recreation grounds throughout the Harrow Urban
District (excepting only those portions over which the
Council has not the necessary authority) for the dura­
tion of the year 1935.

(b) That all Sunday restrictions on the use of playgrounds
by children under 14 be waived during 1935.
(c) That the result of the temporary extension be reviewed
by the Open Spaces Committee at their October Meet­
ing and their observations thereon presented to the
Council in November, 1935.
Upon the Amendment being put it was declared carried.
Councillor Smith then proposed,

That the question of permitting organised games on Sunday
in the Recreation Grounds be submitted to the Rate­
payers by means of a short questionnaire, and that a
small Committee be appointed to consider the nature of
the questionnaire and the best means of achieving the end
in view, the cost of the actual printing, estimated to be not
more than £10, not to be a charge borne by the Local
Authority, as it is understood that no public money can
be used for that purpose.
Upon the proposition being put it was declared lost.
RESOLVED :—
2. SUNDAY GAMES :
(a) That the Sunday Games facilities now enjoyed in
the former Wealdstone Urban District be extended
to public recreation grounds throughout the Harrow
Urban District (excepting only those portions over
which the Council has not the necessary authority)
for the duration of the year 1935.
(b) That all Sunday restrictions on the use of play­
grounds by children under 14 be waived during

(c) That the result of the temporary extension be re­
viewed by the Open Spaces Committee at their
October Meeting and their observations thereon
presented to the Council in November, 1935.
3. KENTON RECREATION GROUND : That the Surveyor be au­
thorised to carry out improvements at the Carlton Avenue
Entrance to Kenton Recreation Ground and around the Bowl-

ing Green, by planting trees and shrubs and certain minor
work in accordance with the Scheme submitted to the Com­
mittee ; the work to be carried out by the existing staff and
the cost to be limited to ^100.
4. TELEPHONE KIOSK, KINGSHILL DRIVE : That the Council con­
sent to the application imade by the London Telephone Service
for permission to erect a telephone kiosk at the entrance to the
Recreation Ground, Kingshill Drive, subject to the work
being carried out under the terms of the general agreement
between the Council and the Postmaster-General.
5. That Part II of the Open Spaces, Cemeteries and Allotments
Committee's Report be confirmed.

cillor Wibberley, and—
RESOLVED:—
6. That the Report of the Open Spaces, Cemeteries and Allot­
ments Committee for their Meeting on 2gth October, 1934,
be received.
7. WEST HOUSE ESTATE, PINNER :
(a) That the Council purchase the 6.8 acres of land on
the West House Estate, Pinner, for the sum of
^6,750 on the terms as set out in the letter from the
owners dated 26th October, 1934, subject to the
Ministry of Health's sanction to the loan being ob­
tained.
(b) That application be made to the Ministry of Health
for sanction to the borrowing of the necessary
monies.
(c) That the Middlesex County Council be asked to
contribute towards the cost of the open space on the
usual basis.
8. FENCING ADJOINING CHURCH FIELDS : That the Council raise
no objection to the Bursar of Harrow School altering the line
of fencing between Church Fields and the School Physical
Training Ground to enclose two large trees situate about
eighteen feet from the training ground.
9. That Part II of the Open Spaces, Cemeteries and Allotments
Committee's Report be confirmed,

REPORT OF THE HOUSING COMMITTEE.
Proposed by Councillor Alien, seconded by Councillor Greer,
and—
RESOLVED:—
1. That the report of the Housing Committee for their Meet­
ing on nth October, 1934, be received.
2. NOTICE TO QUIT :
(a) That authority be and is hereby given the Treasurer
and the Housing Estates Manager to serve Notice
to Quit on tenants in arrear with rent or who are
for any other reason undesirable in their opinion.
(b) That any cases where it may become necessary to
take steps for enforcement of the Notice to Quit,
be reported to the Housing Committee before pro­
ceedings are instituted.
3. ELECTRIC LIGHT INSTALLATIONS : That no action be taken
at present in regard to providing at the Council's expense,
electric light installations at Council houses.
4. HOT WATER INSTALLATION : That the Housing Estates
Manager be instructed to make an experimental installation
in the first suitable house becoming vacant, of a hot water
system with boiler behind the living room grate, at an ap­
proximate cost of ;£io.

2. DISINFECTION :
(a) That fumigation and sieving- be carried out by the
Council free of charge only at premises where there
has been a case of notifiable infectious disease; in
other cases fumigation only to be undertaken when
demanded, and an appropriate charge to be made
in each such case.
(6) That arrangements be made for fumigation of ver­
minous premises to be carried out by the occupier
with apparatus loaned by the Council, the materials
used to be supplied at cost price.
3. COMMON LODGING HOUSE : That the application for registra­
tion of No. 42, Crown Street, Harrow, as a Common
Lodging House, be not acceded to.
4. INFECTIOUS DISEASE : ISOLATION HOSPITALS :
(a) That the infectious disease ambulance now in use
at Stanmore Isolation Hospital in future be utilised
only for conveyance of patients, the vehicle in use
at Harrow Isolation Hospital being reserved for
the conveyance of bedding only, the two vehicles
being interchanged weekly between the two hos­
pitals.
(b) That the handyman (H. Sheffield) be withdrawn from
Stanmore Isolation Hospital, his services to be
utilised in another Department, and that he be re­
placed by a skilled man.
(c) That each man will be ambulance driver for one half
of each week, and disinfector for one half of the
next week.
(d) That the hours of duty of the ambulance drivers be
8.30 a.m. to 6.0 p.m., those of the other attendants
being 7.30 a.m. to 5.0 p.m., each man to be allowed
one and a half days off duty each week, and to stand
by for calls on the night following the day he is on
duty as ambulance driver.
(e) That it be an instruction to the Medical Officer of
Health that as a general rule no mild cases of
Scarlet Fever be removed after 6.0 p.m.

be erected on land belonging to the Council at
Rayners Lane, Harrow, to provide for 150 beds and
suitable administrative blocks, the same to be of
such design and construction as to permit of future
additions.
(b) That full powers be delegated to the Public Health
Committee to take all preliminary steps necessary
for obtaining detailed plans and estimates for sub­
mission to the Council at a later date, and for such
purpose to obtain competitive plans, the total ex­
penses incurred in such preliminary steps not to
exceed ^500.
The following Amendment was thereupon moved by Coun­
cillor Ellis and duly seconded—
That Section (b) of this Recommendation of the
Public Health Committee be deferred for consideration
by the Council later in the present Meeting.

6. COLNE VALLEY ELECTRIC SUPPLY COMPANY, LIMITED, PINNER
AREA : (i) That the Joint Electricity Authority be informed
that if a satisfactory basis of settlement can be arrived at with
the Supply Companies for the acquisition of their Under­
takings on an equated date in 1951, and if suitable safe­
guards to the satisfaction of the Council can be obtained
for the protection of consumers, the Harrow Urban District
Council would be prepared to withdraw the notice already
served upon the Colne Valley Electric Supply Company, and
to be a party to the new arrangement.
(ii) That an expression of thanks be conveyed to Messrs.

It was moved by Councillor Telfer and seconded by Coun­
cillor Hannibal—
That the Council approve of the borrowing of ^100,000
in one sum for a period of 30 years at ^3 6s. 3d.
per cent, for the purpose of replacing monies
borrowed on short term mortgages under resolution
of the Council at their last Meeting.
Whereupon Councillor Lambert moved
That the motion be referred back to the Finance Com­
mittee for further consideration.
The amendment found no seconder.

2. On consideration of the deferred Recommendation of the
Public Health Committee, Councillor Crabb moved, and Coun­
cillor Forbes seconded—
That full powers be delegated to the Public Health Com­
mittee to take all preliminary steps necessary for ob­
taining detailed plans and estimates for submission to
the Council at a later date, and for such purpose to ob­
tain competitive plans, the total expenses incurred in
such preliminary steps not to exceed ^500.
Whereupon the following Amendment was moved by Coun­
cillor Ellis, and seconded by Councillor Smith—
That the Motion be deferred for one month, pending a de­
cision as to the advisability of appointing a Chief Archi­
tectural Assistant to the Surveyor.
Upon the Amendment being put it was declared carried.

That the General Purposes, Establishment and Legal Com­
mittee be instructed to consider and report upon the ad­
visability of appointing a Chief Architectural Assistant
