Meet the Charter Review Commission The Charter Review Commission (CRC) is a 9 member elected body whose role is to review the City of Flint Charter and determine if there should be any changes made. If changes are recommended by the CRC, the new charter or amendments would then be presented to the City of Flint residents to vote on for approval. Cleora Magee, Chairperson Cleora Magee has previously served for 11 years as the Executive Director of the City of Flint Human Relations Commission. She has served as a Community Organizer and Neighborhood Service Center Manager for the Urban Coalition and Flint NIPP, Inc. for over 16 years. She currently serves as a Grant Writing Consultant—Dare-2-Dream Organization. Cleora also serves on various non-profit boards including The Flint Neighborhood Coalition, Resource Genesee, Hospice Foundation, Neighborhood Engagement Hub, Flint Women and Girl’s Fund Advisory Committee – Community Foundation of Greater Flint, Imagine Flint Housing & Neighborhoods Implementation Task Group, and others. He grew up in Genesee County and has received a bachelor’s degree from the University of Michigan’s Program in the Environment and a Master’s Degree in Public Policy from UofM’s Gerald R. Ford School of Public Policy. He and his wife, Teresa, own the Flint Coffee Company and live near Mott College. Brian has a Bachelor of Arts Business Administration from Morehouse College, and a Master’s of Science in Planning from Florida State University. Brian serves on the Flint Public Library Board of Trustees Member, Alpha Alpha Fraternity- Recording Secretary, Flint Economic Development Corporation, Alpha Esquires Youth & Leadership Group- Adviser, and City of Flint Transition Advisory Board. Her education is from Public Education, including U of M-Flint. Her Criminal Justice degree was focused on Contractual Law. She also holds a Master of Divinity Degree from UTS-Dayton, Ohio. Her passion for the citizenry of Flint stems from living through racism, red-lining and bigotry. She has always stood up for the voiceless and will continue to do so. Jesus said the poor shall always be among you; yet, their voice can be heard from the righteous who stand up for the wrong in persons lives. Her voice is for the people of Flint. He graduated from St. Matthews, attended Flint Junior College, and graduated from Central Michigan University with degree in Elementary Education. He has a Master’s Degree in Educational Administration from Eastern Michigan University. Charles served as Community School Director and Teacher in Flint Public Schools for 31 years. Charles is married to Sara and has 7 grandchildren. Charles is also an owner-operator of Chuck-A-Luck Photography. Phone: (810) 210 – 3078 Email: [email protected] Heidi Phaneuf, Public Outreach Committee Chair Heidi Phaneuf is a 17-year resident of the City of Flint, she has worked as the Community Resource Planner for the Genesee County Land Bank for 5-years. Heidi is completing her Masters of Public Administration at the University of Michigan – Flint. She also has a bachelor’s degree from UM-Flint in Resource Planning. Heidi has served as past president of the Grand Traverse District Neighborhood Association, where she lives with her husband David Phaneuf. She has two children and one grandchild. In retirement, Jim is engaged with several community projects and organizations including Trustee and Treasurer for the Flint District Library, Co-Chair Flint Master Plan Steering Committee, Chair for the Urban League of Flint Board of Directors, Board Member Neighborhood Engagement Hub, and volunteer with Salem Housing Community Development. Jim holds a BA from Marlboro College (Vermont) and an MSW from the University of Michigan. He is a resident of Flint Michigan and married to Jane Richardson with a family of five adult children and three grandchildren. She has a Bachelor of Science Pharmacy from Texas Southern University, Houston Texas and a Master of Business Administration from University of Michigan. Marsha is employed at Hurley Medical Center as the Assistant Director of Pharmacy Operations. She is committed to accountability to all residents of Flint and to effective, civil and collaborative community meetings.
