REGULAR MEETING MINUTES
RESOLUTION #2015-014-ABC BOARD APPOINTMENT:
RESOLUTION NUMBER 2015-014
RESOLUTION MAKING ABC BOARD APPOINTMENT
WHEREAS, Mr. JD Bartley served as a member of the ABC Board until his
untimely passing; and
WHEREAS, Mr. Bartley’s term will expire March 7, 2015 and it is recommended that
Tommy Brannock be appointed to fill the unexpired term of Mr. Bartley; and
WHEREAS, it is also recommended that JT Palmer be appointed as Chairman of the
ABC Board:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF MOUNT AIRY
BOARD OF COMMISSIONERS MEETING IN OPEN SESSION THAT:
Section 1.
Tommy Brannock is hereby appointed to the ABC Board to fill the unexpired
term of JD Bartley which shall expire March 7, 2015.
Section 2.
JT Palmer is hereby appointed as Chairman of the ABC Board.
Section 3.
This resolution shall become effective upon approval.

RESOLUTION #2015-015-APPROVING REDEVELOPMENT COMMISSION MEMBER
TERM LIMITS:
RESOLUTION NUMBER 2015-015
RESOLUTION APPROVING REDEVELOPMENT COMMISSION MEMBER TERMS
WHEREAS, the City of Mount Airy Board of Commissioners approved the creation
of a Redevelopment Commission in April 2014; and
WHEREAS, on May 15, 2014, the Board of Commissioners approve Resolution
Number 2014-062 making the Appointments to the Redevelopment Commission; and
WHEREAS, the term limits for the Redevelopment Commission shall be staggered
five-year terms with no member serving more than two consecutive terms:
NOW, THEREFORE BE IT RESOLVED BY THE CITY OF MOUNT AIRY
BOARD OF COMMISSIONERS MEETING IN OPEN SESSION THAT:
Section 1.
Alton Gaither’s appointment to the Redevelopment Commission shall expire
August 30, 2015.
Section 2.
Jarod Simmons’s appointment to the Redevelopment Commission shall expire
August 30, 2016.
Section 3.
Tom Webb’s appointment to the Redevelopment Commission shall expire
August 30, 2017.
Section 4.
Marie Wood’s appointment to the Redevelopment Commission shall expire
August 30, 2018.
Section 5.
Chip Pulliam’s appointment to the Redevelopment Commission shall expire
August 30, 2019.
Section 6.
This resolution shall become effective upon approval.

first lien upon all real property of the respective taxpayers in the City of Mount Airy, and
this order shall be a full and sufficient authority to direct, require, and enable you to levy on
and sell any real or personal property of such taxpayers, for and on account thereof, in
accordance with law.
In accordance with G.S. 105-373(a)(4), you are hereby recharged with uncollected taxes
which have been included in your annual settlement dated August 27, 2014 and are hereby
authorized, empowered, and commanded to collect these taxes. Such taxes have previously

RESOLUTION #2015-019-DEDICATING THE MAIN-OAK MINI PARK IN MEMORY OF
CARLOS WARREN JONES:
Barbara Jones stated that typically, when a park is named, the size/style/etc. of the park
isn’t in the name, hence taking out the word “mini” in the name of the park.
The following resolution was amended to remove the word “mini” in the name of the park.
RESOLUTION NUMBER 2015-019
RESOLUTION AUTHORIZING NAMING OF THE MAIN-OAK MINI PARK IN MEMORY OF
CARLOS WARREN JONES
WHEREAS, the City of Mount Airy has constructed a mini park on an 1,800 square
foot piece of property that was transferred to them from Main Street Granite, LLC; and
WHEREAS, the City of Mount Airy Board of Commissioners authorized the
allocation of funding for the mini-park in June, 2013 and approved the design of the mini
park in July, 2013; and
WHEREAS, Mount Airy Downtown, Inc. announced at the February 20, 2014 Board
Meeting that they received a donation for the construction of the mini park from Perry
Robertson in the amount of $45,000 dedicated to the memory of his friend Carlos Warren
Jones, a WWII Veteran; and
WHEREAS, it has been suggested that the mini park be named the “Carlos Jones
Blue Ridge Park”:
NOW, THEREFORE BE IT RESOLVED BY THE CITY OF MOUNT AIRY
BOARD OF COMMISSIONERS MEETING IN OPEN SESSION THAT:
Section 1.
The Board of Commissioners does hereby approve naming the mini park as the
“Carlos Jones Blue Ridge Park”.
Section 2.
The Board of Commissioners does hereby commend Mr. Perry Robertson for
his generous donation.
Section 3.
This resolution shall become effective upon approval.

PUBLIC FORUM:
Mayor Cochran opened the public forum for public comment on any business not on the
agenda. There were no speakers; therefore, Mayor Cochran declared the public forum closed.
CERTIFICATES AND AWARDS:
Mayor Cochran presented a plaque in memory of Mr. JD Bartley to Betty Hamm, the ABC
Store Manager and members of the ABC Board. The plaque will be hung inside of the ABC
Store and reads: In Memory of JD Bartley. Honoring his lifelong commitment to the City of
Mount Airy, ABC Board, and dedicated community service.
SPECIAL PRESENTATIONS:
1. Tourism Report, Jessica I. Roberts, Director of Tourism:
Jessica I. Roberts presented the Board with a Quarterly Tourism Report.
2. Hunger Action Month Proclamation:
Mayor Cochran presented a proclamation to Jill Borders of Yokefellow of Mount Airy
declaring September as Hunger Action Month in the City of Mount Airy.
Commissioner Brinkley suggested placing a box at City Hall to collect non-perishable food
items for Yokefellow Ministry of Mount Airy. Barbara Jones said she doesn’t see a problem
with doing this-both at city hall and Reeves Community Center. They would need to
communicate with Yokefellow regarding getting a box for donations and how to transfer the
items. If someone would like to make a monetary donation, they would need to give that
directly to Yokefellow.
RESOLUTION #2015-018-APPROVING INTERLOCAL AGREEMENT BETWEEN THE CITY
OF MOUNT AIRY, SURRY COUNTY, AND THE INTERSTATES WATER & SEWER
DISTRICT:
Commissioner Brinkley serves on the Water & Sewer Committee. She stated the City’s
commitment for this project was $1 million-$200,000 over 5 years. It has been over a decade
since this first started to get to this point. This money the city is giving for this project is a
gift. In 2013, the City of Mount Airy paid over $6 million in taxes to Surry County and
should be around the same amount for 2014. The tax payers of Mount Airy are providing a
lot of the money for this project. This is a partnership of good will and she feels like the
county needs to accept the city’s offer as the benefactor and understand that this is a gift.
The county will save at least $45,000 in treatment to the schools in this area plus the revenue
in taxes from new businesses. She will make a motion to approve the proposed resolution as
written.
Barbara Jones stated this started around 2008 or 2009-the county began discussions on
providing sewer to the Interstates District. They did request a force main and the city was
concerned with potential odor problems in the Toast area. That created more discussion and
many options were looked at. It was narrowed down to the city feeling that the gravity line
would be better. In 2012, the city adopted a resolution strongly recommending consideration
of Option 2 (gravity line) and requested data and meetings to negotiate funding plans and
agreements. As part of the resolution, it was stated that the city would consider working
with the county to provide an amount not to exceed $1 million when a consensus of the
details of the plan and necessary agreements are reached between the city and county boards
and approved by the city attorney. After this resolution, more meetings and more discussion
occurred and that is when they started discussing the funding agencies and how the funding
would occur. At the committee meetings as well as an email to the county, the city specified
that they would fund up to $1 million in increments of $200,000 over a 5-year period and if
the project came in less than anticipated, the city would receive a proportionate share of the
savings on it. At the latest Water & Sewer Committee meeting, they discussed the draft
agreement that is included in the board’s agenda packets and was to go to both city and
county boards to consider the draft agreement. Her understanding is the county addressed
this at their meeting earlier this week and as part of that, the county suggests a few changes
to the agreement, as follows:
“The County is agreeable to a payment arrangement where the City of Mount Airy’s $1M
commitment towards the project is made in two installments. These payments would occur
over two consecutive fiscal years beginning with the fiscal year in which the project begins.
Also, the County does not agree with the reduction in the City’s financial commitment should
the project come in under budget. The County requests that the City make a $1M
contribution towards the project regardless of final project expenditures.”
On motion by Commissioner Brinkley, seconded by Commissioner Yokeley and passed
unanimously, the following resolution was approved:
RESOLUTION NUMBER 2015-018
RESOLUTION AUTHORIZING APPROVAL OF INTERLOCAL AGREEMENT
BETWEEN CITY OF MOUNT AIRY, COUNTY OF SURRY, AND THE
INTERSTATES WATER AND SEWER DISTRICT
WHEREAS, the Interstates Water and Sewer District (District) was created by the
Surry County Board of Commissioners (County); and
WHEREAS, the County asked the City of Mount Airy (City) to support a force main
from the District to Mount Airy. The City had concerns with potential odor problems in the
Toast area where there are restaurants due to the length of the force main and felt it was
short-sided planning; and
WHEREAS, it is the desire of the District and County to partner with the City to
extend sewer services into the District from the City’s present sewer system by a combination
of gravity and forced main sewer lines; and
WHEREAS, the City and County have been negotiating an interlocal agreement for
the extension of the sewer services to the District; and
WHEREAS, the agreement allocates funding, construction, supervision, engineering,
and operational responsibilities for proposed infrastructure development for the extension of
sewer service from the City’s present system into the District and areas between the City and
District; and
WHEREAS, funding from the City of up to $1,000,000 shall be provided in five (5)
annual installments of $200,000, with the first installment due after the County awards the
construction contract and contractor has submitted its first contractor payment request or
after a certain percentage of work has been completed. If project expenditures come in under
budget, the favorable variance will be shared by the City and County in proportion to the
budgeted funding sources and the City’s final installment will be reduced accordingly. If
project expenditures come in over budget, the City will not bear any responsibility for
providing any additional funding for the overage; and
WHEREAS, the interlocal agreement sets forth the City and County’s arrangement
concerning joint and individual obligations for the project:
NOW, THEREFORE BE IT RESOLVED BY THE CITY OF MOUNT AIRY
BOARD OF COMMISSIONERS MEETING IN OPEN SESSION THAT:
Section 1.
The Board of Commissioners does hereby approve the Interlocal Agreement
between the City of Mount Airy, County of Surry and Interstates Water and
Sewer District to extend sewer services to the district and areas between the
City and District.
Section 2.
The Board of Commissioners does hereby authorize the Mayor and City Clerk
to execute all documents.
Section 3.
This project shall be out to bid before December 31, 2014 or this resolution
expires.
Section 4.
This resolution shall become effective upon approval.
