Congratulations Clerks…
Debra Overton, City Clerk / Treasurer, City of Ouray and Mary Alice Page-Allen, Town Administrator /
Town Clerk, Town of Oak Creek have been awarded the prestigious designation of Certified Municipal Clerk
from the International Institute of Municipal Clerks. The CMC designation program is designed to enhance the
job performance of the Clerk in small and large municipalities. To earn the CMC designation, a Municipal Clerk
must attend extensive education programs. The designation also requires pertinent experience in a municipality.
The program prepares the participants to meet the challenges of the complex role of the municipal clerks by providing them with quality education in partnership with 47 institutions of higher learning. The program has been
in existence since 1970 and has helped thousands of clerks in various municipalities.
Debra is a Colorado native. She has a Bachelor’s degree in Accounting. Debra started her career in government in 2008 as the Deputy Clerk for the Town of Ridgway. A year later she realized she wanted to have
more of a voice in the community and ran for Council, was elected and served one term.
In 2012 Debra was hired as the Deputy Clerk/Treasurer for the City of Ouray and was promoted to City
Clerk/Treasurer in March of 2015. She received her CMC designation in November of 2015. Debra plans to
pursue a certification from CGFOA as a Certified Public Finance Officer as well as her MMC.
Debra is an avid road bike rider and yoga practitioner. She loves to hike, bike and pretty much anything
outdoors. She is married with two grown step children. AND... Proudly announces, “I love my job!”
As the Town Administrator / Town Clerk for Oak Creek, Mary Alice brings over twenty-five years of
local government experience leadership in the areas of administration, finance, budgeting, planning, development, obtaining and managing grants and loans, implementing major capital improvements projects
for water, sewer, trail, parks and recreation, fire and health care facilities, and coordinating the participating local, state, federal and tribal agencies. She worked as a Department Manager/Senior Planner in Utah
and Routt County for several years and led the Yampa Valley Housing Authority during the Great Recession. Mary Alice came to the Town of Oak Creek in 2012, and oversees all Town staff as well as providing the necessary leadership to assure that Town of Oak Creek goals and policies are met.
