NOTIFICATION
The draft of the following rules further to amend -the Karnataka Civil
Services (General Recruitment) Rules, 1977 and certain other rrrles, which the
Government of Karnataka proposes to make in exercise of the powers conferred
by sub-section(1) of section 3 read with section 8 the Karnataka State Civil
Services Act, L978 (Karnataka Act 14 of 1990) is hereby published as required
by clause(a) of sub-section (2) of section 3 of the said Act, for the information
of all persons likely to be affected thereby and notice is hereby given that the
said draft will be taken into consideration after Thirty days from the date of its
publication in Official Gazette.

Any objection or suggestion which may be received by the
State
Government from any person with respect to the said draft before the expiry of
the period specified above will be considered by the State Government.

DRAFT RULES
1. Title and Commencement.- (1) These rules may be called the
Karnataka civil services (General Recruitment) and certain 'other rules
(Amendment) Rules, 2015.
(2) They shall come into force from the date of their publication

Recruitmentf Rules, 1977.- For rule 17 of the Karnataka civil servicei
(General Recruitment) Rules, L977, the following shall be
substituted, namely:-
"17. Method of recruitment.- Notwithstanding.anything contained in
any rules of recruitment specially made in respect of any service
or cadre,(1) Wherever the rules of recruitment prescribe the percenrage
or quota
to be filled by both direct recruitment and promotion to a service
or cadre, the
percentage or the quota prescribed in the rules shall
apply to the total number
of posts in the cadre including both permanent and temporary.
Accordingly,
the number of posts to be filled-by d.irect recruitment and tJre promotion
shall
be determined and appointment shall be made, based on the
total cadre
strength in each cadre depending upon the quota prescribed
in the rules of
recruitment.

(2) The appointments, either by direct recruitment
or by promotion shall
made against the percentage or number of posts determined

respective quota.
(3) Direct recmits shall be appointed against the
number of posts
determined for the direct recruitment quota and
the promotees shall be
appointed against the number of posts determined
for the promotional quota.
As long as the quota rule remains, neither direct
recruits can be appointed
against posts in promotional quota nor promotees
can be appointed against
posts in direct recruitment quota.

(5) When a direct recruit vacates the post
in direct recruitment quota, it
shall be filled by direct recruitment only. Similarly, when a promotee vacates
the post in promotional quota, it shall be filled by promotee only.

made against direct recruitment posts. As soon as the direct recruitment is
done the independent charge arrangement shall be withdrawn. The
service
rendered against such independent charge arrangements neither
counts for
seniorit5r nor gives any right for promotion to the incumbent
against the post in
which he is placed in independent charge.
(7) The provisions of this rules shall apply prospectively
to the direct
recruitments and promotions made on and after the date commencement

(Amendment) Rules, 2014 and shall not apply to the seniority
determined and
the seniority lists finarized, prior to the date of commencement
of these rules
Therefore they shall not be altered.
