Network, Inc. (CLINIC) commissioned the Center for Applied Research in the Apostolate (CARA) at Georgetown University to complete a study estimating the size, characteristics, and geographic distribution of the U.S. undocumented (i.e., non-citizens who are not temporary migrants such as students, diplomats, short-term visitors, etc., those who are legal permanent residents, or refugees or asylees). This is similar to a study conducted by CARA for CLINIC in 2006 using 2005 data. CARA used current data from the U.S. Census Bureau and the Department of Homeland Security Office of Immigration Statistics to create “residual” estimates of the undocumented population by diocese, the geography of the Catholic Church in the United States, which was compiled with state and county-level data and estimates. The research provides profiles to assist CLINIC in their mission to provide assistance to immigrants in need of legal representation and advice. Major Findings The non-citizen population has increased from approximately 21.3 million in 2005 to 24.7 million in 2013. However, consistent with other research, the undocumented portion of this population remains similar to 2005 levels at approximately 10.4 million.1 Three in ten non-citizens in 2013 (30 percent) report a year of entry into the United States after 2005. The arch/dioceses with the largest estimated numbers of undocumented non-citizens in 2013 are: Los Angeles (961,800), Galveston-Houston (733,700), Chicago (369,600), Miami (342,700), Atlanta (327,500), Orange (281,500), Phoenix (263,600), San Bernardino (229,900), Brownsville (222,800), and Charlotte (205,400). Regionally, the South and Midwest had an increase in the undocumented non-citizen population since 2005. The South experienced an increase of +168,200 and the Midwest experienced an increase of +169,200. The West (-105,400) and Northeast (-79,900) experienced declines in their undocumented non-citizen populations. The following states have had an increase of at least 50,000 in their undocumented noncitizen population since 2005: Texas (+457,900), Illinois (+148,800), Oregon (+59,300), Connecticut (+54,600), and Indiana (+50,900). The following arch/dioceses are among those with the most growth in undocumented non-citizens: Galveston Houston, Washington, San Bernardino, San Jose, Brownsville, San Francisco, Chicago, Portland (OR), Little Rock, and Tucson. 1 This figure is based on the methods described in the introduction of this report. These tend to generate more conservative estimates for the size of this population. Other methods used by researchers generate estimates of the undocumented non-citizen population that exceed 11 million. 1 The following states have had a decrease of at least 50,000 in their undocumented noncitizen population since 2005: Florida (-326,800), California (-205,496), Massachusetts (88,000), Georgia (-85,000), and Tennessee (-82,400). The following arch/dioceses are among those with a decline in the numbers of undocumented non-citizen residents: Los Angeles, Phoenix, Miami, Palm Beach, Fort Worth, San Diego, Orlando, Atlanta, Boston, and Nashville. It is important to note all of these arch/dioceses continue to have significant numbers of undocumented non-citizen residents. Overall, four in ten non-citizens were born in Mexico (40 percent). Other common countries of birth for non-citizens include: India (5 percent), China (4 percent), El Salvador (4 percent), Guatemala (3 percent), the Philippines (2 percent), Cuba (2 percent), the Dominican Republic (2 percent), and South Korea (2 percent). Forty-two percent of non-citizens indicate that they are in households earning less than $30,000 per year. About a third (34 percent) are in households with a combined income that is below the poverty level for a family of four. Four in ten non-citizens (39 percent) do not have a high school diploma or equivalency. Fifty-one percent of non-citizens are male and 49 percent female. Fifty-six percent of those ages 15 and older are married with their spouse present in the household. Four percent are married but their spouse is not living with them. More than a third of noncitizens (36 percent) are between the ages of 18 and 34. The median age for this population is 36. Fifty-seven percent of non-citizens self-identify their race or ethnicity as Hispanic or Latino. Fifteen percent self-identify as non-Hispanic white and 7 percent as non-Hispanic black, African, or African American (2 percent self-identify as Hispanic and black). One in five (20 percent) self-identify as Asian or as a Pacific Islander. Less than one percent self-identify their race and ethnicity as something else. When surveyed in March 2013, 8.7 percent of non-citizens in the labor force reported that they were unemployed. Among employed non-citizens, the primary industries of trade include construction (12 percent), food services and drinking places (12 percent), administrative and support services (9 percent), retail trade (8 percent), professional and technical services (6 percent), educational services (5 percent), non-hospital health care services (4 percent), transportation and warehousing (4 percent), and agriculture (3 percent). The Census does not ask questions about religion. However, the aggregated General Social Survey (GSS) for 2010 and 2012 indicates that 51 percent of non-citizens selfidentify as Catholic. Twenty-three percent are Protestants, 11 percent have no affiliation, and 15 percent are of some other religious faith. 2 Introduction In 2013, the Catholic Legal Immigration Network, Inc. In 2013, CARA used data from the U.S. Census Bureau and the Department of Homeland Security Office of Immigration Statistics to create “residual” estimates of the undocumented population by diocese, the geography of the Catholic Church in the United States, which was compiled with state and county-level data and estimates. The research provides profiles to assist CLINIC in their mission to provide assistance to immigrants in need of legal representation and advice. Methods In 2006, CARA based its estimates for the non-citizen population on U.S. Census Bureau’s March 2005 Current Population Survey (CPS) as this offered the most current countylevel estimates possible at that time. The CPS is a monthly national random-sample survey. In March of each year the survey includes an expanded demographic survey and additional interviews. This over-sample is specifically focused on obtaining more interviews with minority groups that compromise smaller portions of the total U.S. population. The CPS includes statistical weights to ensure the overall total sample is representative of the U.S. population.2 In 2013, CARA had access to additional data sources that provide for more accurate and reliable estimates. These new sources include Census 2010 and the American Community Survey 2011 (ACS; 1-year and 5-year estimates). The 2013 March CPS is used primarily in this study to estimate the diocesan-level distribution of the non-citizen population and the demographics and characteristics of the non-citizen population at the state level. CARA combines information from the March 2013 CPS, the 2011 ACS, Census 2010, and rolling Census population estimates (i.e., the “population clock,” to account for population growth) to create the overall diocesan profiles of the foreign-foreign born, non-citizen, and undocumented non-citizen populations that reflects July 2013 (i.e., mid-year 2013). CARA recoded the county geographic identifier (Federal Information Processing Standards code; or FIPS) for each individual in the March 2013 CPS into a diocesan identifier. For some CPS respondents, this code is unavailable and we only know the state within which they live. These cases are “unassigned” within a state. These individuals are often living in areas with small populations. Codes are intentionally withheld by the Census Bureau for these individuals to ensure that no one can locate these households and thus, that all responses will be confidential. CARA allocates these unassigned individuals into dioceses in proportion to the total 2 These weights correct for differences between the sample and the known population as well as convert the number of respondents into representative population totals. These weights are produced by the U.S. Census Bureau and are required for the appropriate analyses of these data. 3 foreign-born population of each diocese within each state as measured by Census 2010 and the ACS 2011. CARA relies on a “residual” method to estimate the undocumented non-citizen population (for a more detailed discussion of residual methods see Warren and Passel 1987 and Passel, Van Hook, and Bean 2004). These methods require one to first calculate estimates of the non-citizen population. Then the most recent data from the Department of Homeland Security (DHS) is used to estimate the documented non-citizen population in states and dioceses (i.e., legal permanent residents, visa holders, refugees and asylees). Unlike the Census Bureau, DHS only periodically releases these numbers and always with considerable lag time. The most recent available estimates are incomplete and at the state-level for 2011 (Rytina 2012, Rytina 2011, Martin and Yankay 2013, and Hoefer et. al. 2012). A program to track resident aliens by the Immigration and Naturalization Service was discontinued in 1981. Since this time, demographers have used complex estimates with admitted degrees of imprecision. These require one to use the annual number of legal permanent residents entering the country and then account for some baseline estimation of emigration, migration, and mortality. CARA distributes the state-level estimates of the documented non-citizen population among dioceses using the estimated percentage of a state’s non-citizen population in each diocese (based on the Census Bureau data). This assumption is imprecise but it is also the only available method for making an estimation. Thus, the assumption is used here that the legal permanent resident and temporary migrant populations are not substantially geographically different than the overall non-citizen population within dioceses and within states. This assumption is necessary as DHS demographer Nancy F. Rytina notes, “Information on the major subcategories of non-citizens, including LPRs [legal permanent residents], students, temporary workers, and the unauthorized immigrant population is not readily available and must be estimated. The legal status of non-citizens is not routinely ascertained in censuses or surveys” (2005, 1). CARA’s methods for estimating the undocumented non-citizen population does not use a feature employed by Passel’s (2006) and demographers at the Pew Research Center. Although these researchers have often used the same CPS base data set employed here, they do so after using augmentation methods. Specifically, Passel indicates that “the CPS data are first corrected for over-reporting of naturalized citizenship on the part of aliens.” Survey researchers have long understood that respondents will over-report or under-report in response to particular questions. For example, survey based estimates of voter turnout and church attendance are commonly higher than what is known through actual vote tallies or head counts at church services. Some respondents typically respond in a socially desirable manner to such questions so as to avoid discomfort of violating a social norm even though they may not vote or have attended church recently. With questions of citizenship similar social pressures exist along with the added dimension of illegality. Thus, some unknown number of respondents who are not citizens likely respond that they are. This is an established component of assumptions of non-citizen undercounts in surveys. Passel attempts to correct for this using probabilistic methods to identify and “recode” some of the respondents who indicated they were citizens into the non-citizen category using 4 information about the respondents’ state of residence, age, sex, occupation, country of birth, and date of entry into the United States. Thus, some of the “potentially unauthorized are selected and assigned to be unauthorized so as to hit the estimated numbers of legal and unauthorized migrants” (2006, 17). Undoubtedly this means some unknown numbers of those who truly are citizens are being reassigned to non-citizen status. Passel’s methods have also employed adjustment to survey weights and a “consistency edit.” These methods are outside the bounds of those used by CARA as we do not alter the actual responses of respondents at the level of the individual. This is not common practice in studies of other issues where social desirability bias is known to be a factor (such as voting and church attendance) even among researchers using other CPS components (such as the voter supplement).3 Instead, CARA uses an estimated inflation factor for its final aggregated estimates in part based on the research of Passel, Van Hook, and Bean (2004) to correct for any undercounting. It is important to acknowledge that the CPS is based on a national probability sample of housing units. The margin of sampling error for national-level information gives a 90 percent confidence interval around the estimate of ±0.3 percentage points.4 Margins of sampling error for states and dioceses are larger and vary depending on the overall size of the population in each region and the number of interviews conducted. Sampling error exists in all surveys and it is produced because only a small number of a total population is interviewed rather than conducting a census of the entire population. All results are adjusted slightly for mid-year population growth.5 The U.S. population was estimated by the Census Bureau to be 316,252,750 as of July 15, 2013.6 CARA presents some comparative results for 2005 and 2013 in this report. The results for the latter are considered more precise and reliable than what was possible in 2006 with the 2005 CPS alone. In 2006, CARA estimated that there were 10.2 million undocumented non-citizens in the United States in 2005. As shown in the figure on the following page, Passel and Cohn estimate that this population peaked in the next year, 2007, at 12.0 million and then began to decline as the recession took effect.7 Their most recent estimates place the size of this population to be 11.1 3 For a short time the American National Election Studies (NES) collected data from official registrars regarding whether a respondent in their survey actually had voted or abstained in presidential and congressional elections. This was used in a series of important studies where researchers did use the actual known turnout observation rather than the respondents’ self-reports of turnout. However, in these cases the actual behavior of the respondent had been recorded and made known to the researcher. Passel’s methods do not rely on verified information but probability based models that contain a margin of error. 4 Take for example a national survey with a margin of sampling error of ±0.3 percentage points in which 25.0 percent of respondents say they have a college degree. If 100 polls were conducted simultaneously using independent and random samples of the same population, then the results of 90 of the polls would estimate that between 25.3 and 24.7 percent of respondents has a college degree. The map on the following page shows the estimated number of foreign-born individuals in the continental United States in 2010 at the county-level, as measured in the decennial census with diocesan borders (in red). The darkest green areas represent the highest concentrations of this population. These areas include parts of the far West (California, Nevada, and New Mexico, western Washington) parts of Texas, parts of the South and Mid-Atlantic (North Carolina, Georgia, Florida, and Virginia). There are also concentrations in former Rust Belt urban areas such as Minneapolis and St. Paul, Detroit, and Chicago as well as areas in the Northeast along the “I-95 Corridor.” The undocumented population is generally closely aligned geographically with the overall immigrant population. 6 7 CARA’s diocesan estimates for the number of non-citizens overall and undocumented non-citizens for 2005 and 2013 are shown in the table below. Some of the differences evident in the preceding table are attributable to margin of error and small diocesan sample sizes without available comparative data in 2005. However, the following changes are evident:8 Regionally, the South and Midwest had an increase in the undocumented noncitizen population since 2005.9 The South experienced an increase of +168,200 and the Midwest experienced an increase of +169,200. The West (-105,400) and Northeast (-79,900) experienced declines in their undocumented non-citizen populations. 8 To make these comparisons, CARA isolates arch/dioceses with at least 50,000 undocumented noncitizens for analysis. 9 The Northeast region includes Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, New Jersey, New York, and Pennsylvania. The Midwest region includes Illinois, Indiana, Michigan, Ohio, Wisconsin, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, and South Dakota. The South region includes Delaware, the District of Columbia, Florida, Georgia, Maryland, North Carolina, South Carolina, Virginia, West Virginia, Alabama, Kentucky, Mississippi, Tennessee, Arkansas, Louisiana, Oklahoma, and Texas. The West region includes Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah, Wyoming, Alaska, California, Hawaii, Oregon, and Washington. 12 The following states have had an increase of at least 50,000 in their undocumented non-citizen population since 2005: Texas (+457,900), Illinois (+148,800), Oregon (+59,300), Connecticut (+54,600), and Indiana (+50,900). The following arch/dioceses are among those with the most growth in undocumented non-citizens: Galveston Houston, Washington, San Bernardino, San Jose, and Brownsville. The following states have had a decrease of at least 50,000 in their undocumented non-citizen population since 2005: Florida (-326,800), California (-205,496), Massachusetts (-88,000), Georgia (-85,000), and Tennessee (-82,400). The following arch/dioceses are among those with a decline in the numbers of undocumented non-citizen residents: Los Angeles, Phoenix, Miami, Palm Beach, and Fort Worth. It is important to note all of these arch/dioceses continue to have significant numbers of undocumented non-citizen residents. The table below lists the arch/dioceses with the biggest gains and the biggest losses of undocumented non-citizens between 2005 and 2013. These summaries include estimates for all non-citizens – including the undocumented and those of other status (e.g., Legal Permanent Residents, those in the country on student visas, etc.). These profiles include respondent’s country of origin, time of entry into the United States, and current household income. Country of Birth About four in ten non-citizens in the United States were born in Mexico. No other nation accounts for more than 6 percent of non-citizens. Other than Mexico, non-citizens are most likely to have been born in India, China, El Salvador, Guatemala, the Philippines, Cuba, the Dominican Republic, South Korea, and Honduras. Note the Census Bureau allows respondents to provide a general mention of area or region such as “South America” or “Asia” rather than a specific country. Also respondents may provide a country of birth that no longer exists today (e.g., U.S.S.R.).10 In what country were you born? One in five noncitizens (20 percent) are in households earning $75,000 or more (up from 14 percent in 2005). About a third (34 percent) are in households with a combined income that is below the poverty level for a family of four. More than a third (36 percent) has attended at least some college with about one in five earning a four-year bachelor’s degree (21 percent). About 9 percent have earned a graduate level degree.12 The education levels of non-citizens remain mostly unchanged from what was observed in 2005. It is again important to note that these figures are for all non-citizens – including many who are here on educational visas (as students and faculty) or on a specialty occupation visas. Both groups often have or are obtaining graduate level degrees. In the tables that follow, these groups are most prevalent in dioceses that contain universities and colleges, large medical and health facilities, high tech industries, etc. 12 22 Other Demographics and Background Characteristics The 2005 study only included information about country of birth, year of entry, income and education. These four pieces of information will be reported on in the second section of this report by state. Additionally, the following can be noted about the non-citizen population in the United States as of 2013: Fifty-one percent of non-citizens are male and 49 percent are female. Fifty-six percent of those ages 15 and older are married with their spouse present. Four percent are married with their spouse absent from the household. Three in ten are nevermarried, and 8 percent are separated or divorced. Two percent are widowed. Eight percent of non-citizens are under the age of 18. More than a third, 36 percent, are between the ages of 18 and 34. A similar share, 34 percent are between the ages of 35 and 49. Some 15 percent are between the ages of 50 and 64 and 6 percent are ages 65 or older. The median age is 36. Fifty-seven percent of non-citizens self-identify their race or ethnicity as Hispanic or Latino. Fifteen percent self-identify as non-Hispanic white and 7 percent as non-Hispanic black, African, or African American (2 percent self-identify as Hispanic and black). One in five (20 percent) self-identify as Asian or as a Pacific Islander. Less than one percent self-identify their race and ethnicity as something else. Eighty-three percent of non-citizens live in a household with family members (immediate or non-immediate). About one in ten (9 percent) lives alone. A similar share live with non-family members. When surveyed in March 2013, 8.7 percent of non-citizens in the labor force reported that they were unemployed. Among employed non-citizens, the primary industries of trade include construction (12 percent), food services and drinking places (12 percent), administrative and support services (9 percent), retail trade (8 percent), professional and technical services (6 percent), educational services (5 percent), non-hospital health care services (4 percent), transportation and warehousing (4 percent), and agriculture (3 percent). The Census does not ask questions about religion. However, the aggregated General Social Survey (GSS) for 2010 and 2012 indicates that 51 percent of non-citizens selfidentify as Catholic. Twenty-three percent are Protestants, 11 percent have no affiliation, and 15 percent are of some other religious faith. 23 State and Diocesan Portraits of the Non-Citizen Population, 2013 This part of the report details the population estimates and profiles by state and diocese. These are ordered alphabetically by state name.13 In 2005, CARA provided some diocesan-level estimates, where possible, for country of birth, income, education, and year of entry. In this report we provide this only at the state-level.
