Welcome to the March edition of the Shire of Northam Club Development Newsletter. The Club Development Officer (CDO)
role is a collaborative partnership between the Shire of Northam and the Department of Sport and Recreation, developed to
support clubs in reaching their full potential. I am passionate about health and fitness and grew up in Northam and am now
raising my own children here, so I have a genuine interest in seeing sporting clubs in the area develop and stay sustainable for
the future. I am always keen to hear from clubs and offer assistance in any way I can, so please do not hesitate to contact me
with any questions or issues your club may have. I am based at the Northam Recreation centre and am in the office Mondays,

CLUB RESOURCES AND INFORMATION
UPDATING CONSTITUTIONS
The new Associations Incorporation Act is anticipated to replace the current act as
of 1 July 2016. This means that all clubs and organisations that are incorporated
will need to update their constitution to comply with the new law. Clubs will have
three years from 1 July 2016 to update their constitution, so please keep this in Volunteers are critical to the successful

its constitution. The amendments may be as simple as introducing the new laws

Transition Pack explaining what associations are required to do at that particular
time. The first Transition Pack will be released in February to help associations
understand the financial tier process and the annual reporting requirements.Enrol

If any of your club’s members have contact with children while
volunteering or working at your club, they may be required to
obtain a Working With Children Check (WWCC). The WWCC is a
compulsory screening strategy in WA for people who engage in
certain paid or unpaid work with children described as “childrelated work” under the Working with Children (Criminal Record
Checking) Act 2004 (the WWC Act).
As a sporting club or volunteer organisation you have obligations under the WWC Act,
so it is vitally important to make sure your applicable club members and volunteers
have a WWCC. Not complying with your obligations can result in a possible fine
of up to $60 000 and five years imprisonment. For further information visit

GRANTS AND FUNDING
APPLICATIONS ARE NOW OPEN
for the Shire of Northam Community Grants 2016/2017 and will close 15th April 2016
Community Grants will be available to non-profit community based organisations, sporting groups and schools
that implement a project or an event that is of benefit to the community. The Shire of Northam will favourably
view initiatives that clearly demonstrate their benefit to the community, have additional funding partners and
have a degree of sustainability.
COMMUNITY GRANTS
As well as applying for small non-recurring Community Grants for one-off initiatives, groups can apply for sponsorships, scholarships, donations, prizes or other support and assistance.

COMMUNITY PROJECT GRANTS - funding of up to $5,000 to support innovative responses to community needs.
Projects can include development of community facilities, purchase of equipment and delivery of community
based programs and projects. Priority will be placed on projects that promote skills development, enhance
safety or increase participation and social inclusion.
COMMUNITY EVENT GRANTS - to assist in the delivery of events that demonstrate significant community reach
and benefit, promote social inclusion and encourage partnerships and collaboration in the community. Funding
will generally be limited to $5,000, although larger amounts may be granted for significant events as determined
by Council.
CLUB SPONSORSHIP - to assist community sport and recreation clubs in the hosting of major club events or
competitions that will bring additional benefits to the Shire of Northam community. Funding will generally be
limited to $500 per club, unless determined otherwise by Council.
QUICK RESPONSE GRANTS - to support innovative responses to community needs, either as a whole or target
groups (children, youth, seniors, persons with a disability, culturally or linguistically diverse). Grants of up to
$500 are intended to assist the delivery of urgent projects or to assist in the delivery of programs/events for
which short term opportunity/need has arisen. Applications will be assessed against the assessment criteria and
within six weeks of receipt of the application.
ACTIVE REGIONAL COMMUNITIES
Active Regional Communities (ARC) aims to increase the opportunities for country people to participate in sporting and
active-recreational activities in regional Western Australia and is tailored to meet the ever-changing demands and challenges
of regional sport and active-recreation groups within the nine diverse regions of Western Australia.
The ARC scheme has two (2) specific funding categories:
1. Initiative Funding
2. Event Hosting
ARC funding is designed to support sporting and recreational opportunities to assist the department meet its regional
strategic outcomes. It caters for both sporting and active-recreational groups and is aimed at the club level or to those groups
who are not participating in the department’s Organisational Sustainability Program (OSP).

CLUB EQUIPMENT SUBSIDY
Congratulations to the Northam Amateur Basketball Ass., Northam & Districts Gun Club and the Northam Lawn Tennis Club
who all received the $500 club equipment subsidy in the 2015 round 2. The next round opens on the 14th of March 2016. All
eligible clubs are invited to apply for the one-off subsidy apply. Email [email protected] for more information.
CLUB NEWS AND EVENTS
Northam and Districts Little Athletics
On the Northam Little Athletics front, our season concludes on Saturday 27th February 2016. From a club perspective it has
been a very successful season with 146 registered athletes travelling on a weekly basis from Beverley, York, Toodyay and
Cunderdin. We have had several records broken, our athletes representing our Centre performed exceptionally well at the
State Country Champs in Bunbury and above all many individual PB's have been broken. It has been fantastic to see the fun
and participation by all over the coarse of our season.
Also a big thankyou to our dedicated committee and weekly volunteers.
Our AGM and Medal Presentation will be held on Saturday 12th March from 10am to 12 noon at the Rec Centre.
We encourage all athletes and Parents to attend, to wind up what has been a fantastic season.

Northam Springfield Football Club
The NSFC season begins Friday 4th May 2016 and hopes to continue its strong growth in player
numbers, as shown in previous years.
Being a skills development club, we are focused on teaching the players the skills to develop their
football at their own pace and to have the opportunity to play in a competitive environment.
Our club grounds are at Northam Primary school and we also travel to Toodyay for our friendly
matches against Toodyay Soccer Club.
Children aged between 5-17 years can join, and enjoy the weekly sessions run by qualified coaches in a safe, fun and stimulating environment.
The club is supported by a dedicated group of volunteers and welcome’s more people who can spare a minimal amount of
time, to join our committee and/or help out at our events.
