How can I use the framework
This framework agreement can be accessed in a number of different ways, based on
different factors including customer requirements, size, drivers and targets, market
knowledge, and preference. The diagram overleaf outlines how customers can access the
framework agreement

Customer benefits
++ Reduced timescales - Customers do not need to run a full OJEU procurement if
procuring via this framework agreement, as this has already been undertaken by YPO.
Customers will simply need to identify their requirements, present these to the market
and award a contract.
++ Suppliers will also benefit from this, as they only need to complete one OJEU
procurement.
++ Ease of use - The framework is simple to use, with expert procurement advice available
from YPO.
++ Supplier choice - with 3 providers available on each lot the framework offers excellent
choice.

++ Legality - The framework is fully legal and in line with EU regulations, as EU procurement rules introduced in 2006 specifically
recognise framework agreements as a legitimate route to market. This reduces procurement risk for customers, and reduces
bureaucracy in the procurement process.
++ Assured supplier standards - Providers appointed onto this framework are ‘pre-qualified’ as to their general suitability. This means
when buying services from them customers are assured that they can meet specified requirements.
++ Aggregation of spend - Customers will receive the benefits of an aggregated volume of spend and the benefits associated with an
increased leverage on the market.
++ Pre-defined terms and conditions - Terms and conditions of contract have been established, where relevant, and all framework
suppliers have signed and accepted this agreement and terms and conditions of call-off.
For any OCB wishing to use this multi Provider Framework to source goods it is
expected that the following processes will be applied. YPO has classified two options to
call-off.
• Standard Call-off Contracts will be awarded by Direct Award i.e. without re-opening
competition

• Competed Call-off Contracts will be awarded following a Mini-competition. MiniCompetitions will be undertaken if an OCB has a specific requirement additional to
those listed in the ITT or an OCB seek to re-establish pricing.

Customers must order their requirements in accordance with the prodedure in this
guidence. For a breakdown of the Mini Competition procedure refer to the process chart
below:

YPO conduct the mini competition on behalf of the
Authority.
The Authority provide YPO with their required specifications
including any special conditions and service level
agreements required along with your evaluation matrix.
The Authority also needs to advise YPO of any specific
timescales required.
YPO will then invite bids from suppliers, using the
information provided from the authority (we recommend a
minimum of 5 working days in order to receive good quality
bids)
Documents will be returned back to YPO or direct to the
authority from the suppliers by the set deadline.
All documentation will then be sent back to the authority by
Special Next Day Delivery for evaluation at mini competition.
When the mini competition has been awarded, the authority
needs to advise Sue Hughes (Tel: 01924 834 814

any copy documentation plus copy orders to YPO for our
records.

The authority can conduct the mini competition themselves.
The Authority can determine their required specifications
including any special conditions and service level
agreements required along with your evaluation matrix.
The authority can re-open competitions using the mini
competition terms, they need to consult all suppliers on the
framework for the particular lot, fix and adhere to a time
limit for receipt of tenders, keep each tender confidential
until the expiry date for receipt and then award based on
best tender in terms of award criteria specifed in the contract
documentation.
The authority then invite bids using the information
supplied and quoting YPO contract No. 000519 we
recommend a minimum of 5 working days in order to receive
good quality bids).
The documents need to be returned to the authority by a set
deadline for evaluation.
