A
s always this is a busy time of year
for us — what with end-of-year
activities, the day-to-day operations
and a long-term project. Meanwhile,
summer is on the horizon!
I’m thrilled to tell you we’ve completed
the design phase of the new Baytown
Head Start Center, which will bring Head
Start and Early Head Start under one roof.
The new building will have 12 classrooms
and a training room to service approximately 170 children from Goose Creek
Consolidated School District. The final
design is exciting — I can imagine so many
additional opportunities for our students
to grow and learn in the new center. The
new center will support staff and parents
in providing quality early childhood and
family services and allows for community
participation in early childhood training.
It will definitely move us up the path
towards excellence. The plan is to break
ground in May, with the expectation to
open the new center early next year. We
have worked long and hard for this, and
finally it’s coming to fruition. Thank you
for your contributions along the way.
Though we are waiting for the final
report, we had a positive experience with
our Federal Review in February. The
reviewers visited our Early Head Start
Childcare Partnership, the six community
childcare sites and our expansion site.
Additionally, for the first time we will
be offering a seven-week session for our
Early Head Start program this summer
— from June 5 through July 28.
I always take a moment this time of
year to remind parents that although it’s
summer break, your children are still
learning and growing, and your role as
your child’s first teacher is more important than ever. Continue to read to your
children this summer, expose them to
new experiences and make memories.
Navigating the way
for special needs
Since starting Dogan Head Start center last fall, 4 yearold Carlos Garcia has made remarkable progress. His
mom Yanira Garcia said he’s become more sociable,
more outgoing and more communicative. It’s especially
gratifying for Garcia, because her son was diagnosed
with a speech delay when he was two. Though he had
been having speech therapy, progress was slow.
As a student with special needs Carlos qualified for
Head Start, and he was able to continue speech therapy
at Dogan because it is also a school district site. The
combination of speech therapy and being in Head Start
has allowed Carlos to flourish.
“He’s a lot better since being at Head Start,”
Garcia said. “He knows his alphabet. He can put
words together — it’s so noticeable.”
Like Carlos, Mayeli Moran qualified for Head Start
because she has special needs. Mayeli, who attends
Coolwood, has Moebius Syndrome, a rare, congenital
neurological disorder. As a consequence Mayeli’s motor
skills and speech are delayed. She receives occupational therapy and speech therapy at Coolwood through the
school district. Mayeli has made significant progress,
academically and socially, according to her mom
Antonia.
About five percent of children in Head Start and six
percent in Early Head Start qualify for additional services
because they have special needs. Head Start assesses
children at enrollment, coordinates referrals through
the local school districts and provides support for the
children and their families.
Patricia Kuskos, Education and Special Services
Coordinator, stressed the importance of early intervention, so that parents have the information and are able
to access the services and support they need.
“High quality, early intervention services can change
a child’s developmental trajectory and improve outcomes
for children, families and communities,” Kuskos said.
For parents who suspect their child has special
needs, Kuskos advised parents to pay attention, alert
the center and seek the support and services.
Preparation key to transition out
So, your child’s time in the Head Start program
is coming to an end, and it’s time to transition
out. Such a change can leave children feeling
anxious, but parents can lessen the anxiety with
preparation. Head Start staff offered these tips
for parents to ease their child’s transition out.

Continue reading to your child daily.
Maintain a regular bedtime routine.
Talk about letters and numbers and encourage
your child to write every day.

Drop-off and pick-up at the La Porte center has become much
safer thanks to the efforts of La Porte grandmother Amanda Kastl.
After months of working her contacts, Kastl, who is raising her
granddaughter Rayne, finally made an impression on city officials.
The city recently installed flashing light signals and no parking
signs and converted the narrow two-lane road into a one-way
thoroughfare.
“It’s made such a difference,” Kastl said. “I’m so happy I was
able to be part of something that in the years to come prevents
even one child from being hurt. It warms my heart.”
Before the changes were made, Kastl said the parking drop-off
and pick-up area on the street created a dangerous scenario for
children and parents, and the road was so narrow there was barely
enough room for cars to pass on either side.
“It was incredibly dangerous,” Kastl said.
Kastl said she couldn’t have done it without the help of her
neighbor, a former mayor of the city, and City Manager Corby
Alexander, who took up Kastl’s cause.
“They were 100 percent committed to La Porte Head Start,”
Kastl said.
Health requirements for start of school

Students should be up-to-date on their physical and dental requirements by the first day of school;
however, parents have up to 90 days to get the paper work in. Students are required to have a
dental exam every six months, an annual physical exam and be up-to-date on immunizations.
Families that don’t have private health insurance can go through Texas Health Steps, a health
care provider for children from birth through age 20 who have Medicaid. Services include free
medical checkups and preventative care and free dental checkups and treatment.

Science Fair with her strawberry balsamic pizza
with chicken and bacon! Alex Castillo was second
with his dish pozole de pollo verde. In joint third
place were Marco Alvarado with a guacamole dip
and Gala Garza with a watermelon cake.

Week of the Young Child
Fifth Ward parent Sandy Cruz, like many Head Start
parents, was eager to join her son Felipe for the fun
and educational activities to celebrate the Week of
the Young Child. “I wanted to support the center
and to celebrate along with my son,” Cruz said.
“Attending events such as these are educational
to parents, because they teach new ways on how
to work with their children better.”

Art Show a great success
Shamica Hutson, Humble parent and Teacher’s
Assistant, said her center’s Art Show was met with
an enthusiastic response by both students and
parents. Hutson’s students rose to the occasion with
their drawings of different types of transportation for
the “Transportation” themed event, held in March.
“The children enjoyed going to look at each other’s
art on display, and the parent participation was
really good,” Hutson said.

Parents play vital role over summer
Though the summer break might be a time to
kick back, it’s no time to switch off. To ensure
children come prepared to learn when school
starts in August, parents have a vital role to play
over the summer. Reading every day, having
meaningful conversations, doing activities together,
setting limits, eating as a family and keeping a
healthy bedtime routine go a long way towards
helping children build on what they’ve learned
and are successful in school.
Compton Teacher Ijeoma Eke suggested
a number of activities that keep young minds
active: a letter hunt, where parents cut letters
and numbers out and hide them for the children
to find; making bubbles with liquid detergent;
making a grocery list and picking out groceries;
cooking; keeping a daily journal for children to
write or draw about their experiences.
Eke encouraged parents to take their children
to the library and reread the books from the
SuperMENtor program. She said it is also important to limit screen time and suggested using it as
a reward for doing chores or an activity.

nuevo Centro de Head Start de
Baytown la cual pondrá a Head Start y
Early Head Start bajo un mismo techo.
El nuevo edificio tendrá 12 aulas, una
sala de entrenamiento, una sala de
profesores y alrededor de 170 niños
del Distrito Escolar Consolidado Goose
Creek. La nueva instalación apoyará al
personal y a los padres en la provisión
de servicios de calidad para la primera
infancia y la familia, llevándonos hacia la
excelencia. El plan es romper el terreno
en mayo y abrir el nuevo centro a
principios del próximo año.
La revisión federal en febrero fue
una experiencia positiva. Los revisores

más comunicativo. Es especialmente gratificante para García, porque a su hijo le diagnosticaron un retraso
en el habla cuando tenía dos años. Aunque había estado teniendo terapia del habla, el progreso era lento.
Como estudiante con necesidades especiales, Carlos calificó para Head Start, y fue capaz de continuar
la terapia del habla en Dogan, porque también es un sitio del distrito escolar. La combinación de terapia del
habla y estar en Head Start ha permitido que Carlos florezca.
Aproximadamente el 5% de los niños en Head Start y el 6% en Early Head Start califican para servicios
adicionales porque tienen necesidades especiales. Head Start evalúa a los niños en la inscripción, coordina
las referencias a través de los distritos escolares locales y proporciona apoyo para los niños y sus familias.

La madre Sandy Cruz de la Quinta División como
muchos padres de Head Start, estaba ansiosa por
unirse a su hijo Felipe en las actividades divertidas
y educativas de la Semana del Niño Pequeño.
“Quería apoyar al centro y celebrar junto con mi
hijo”, dijo Cruz. “Eventos como estos son educativos para los padres, porque enseñan nuevas

El Arte Muestra un gran éxito
Shamica Hutson, de Humble quien es asistente
del maestro, dijo que el show artístico de su centro

Center tours during Week of the Young Child drew
great interest from community partners in HCDE’s
Head Start programs. Joshua Moreno, of South
Texas Dental Partnership, and Michele Parrott, of
Legacy Community Health, said a tour of the Early
Head Start center in Baytown highlighted the symbiotic relationship between their own organizations
and Head Start.
“It’s about bringing key resources to assist
families to make better, solid decisions for the
health of their families,” Moreno said.
Parrott said their nonprofit clinic, which targets
the under-insured and uninsured, is a great fit
for Head Start.

Las visitas a los centros durante la Semana del Niño
Pequeño atrajeron gran interés de los socios de la
comunidad en los programas Head Start de HCDE.
Joshua Moreno, de South Texas Dental Partnership,
y Michele Parrott, de Legacy Community Health,
dijeron que la visita al centro Early Head Start en
Baytown destacó el mutuo beneficio de la relación
entre sus organizaciones y Head Start.
"Se trata de traer recursos claves para ayudar
a las familias a tomar decisiones sólidas para la
salud de sus hijos", dijo Moreno.
Parrott dijo que su clínica sin fines de lucro
