This fee includes payment for the following:

*There is a supplemental Metropolitan Commuter
Transportation District (MCTD) fee of $1.00 for every
six months the permit or driver license will be in
effect. The fee is paid by residents of the five New
York City counties.
ITEMS NECESSARY TO SATISFY NYS MOTOR VEHICLE’s 6-POINT SYSTEM
You Must Have 6-Points to Apply. All documents must be originals or certified copies.
• If you do not have a NYS driver license or a NYS learner permit that is now valid or that was valid in
the last two years, you must show proof of identity that equals a value of six points, your proof of
• date of birth and your Social Security Card
If you do have a NYS driver license or a NYS learner’s permit that is now valid or that was valid during
the last two years, you must only show proof of identity that equals a value of six points. You are not
required to show your proof of date of birth or your Social Security Card.
PROOF OF DATE OF BIRTH: 3 POINTS
• A foreign passport with your visa and form I-94 with status code F1 or F2 and form I-20. To be accepted, the school must be located in NYS. If you received an extension, you must show your original
entry document, form I-20, any extension document and, if appropriate, a "notice of approval.”

SOCIAL SECURITY NUMBER DOCUMENTATION: 2 points: www.ssa.gov
F-1 students ALWAYS need to establish that they have an SSN or are not eligible for an SSN. Having an
original SOCIAL SECURITY NUMBER provides 2 points, OR If you don’t have a Social Security Number,
you will need to provide a “Letter of Ineligibility” from the Social Security Administration that you are
ineligible to receive a SSN. While this letter is necessary for persons without a SSN, the letter won’t
contribute points towards the driver’s license; you receive zero (0) Points for the letter. Proof of Social
Security Number ineligibility = 0 points
F-2 (Dependents-not eligible to receive a SSN due to ineligibility for
employment):Dependents in F status are regulated against employment,
but can circumvent the social security number requirement of DMV by
obtaining a letter from SSA that verifies their ineligibility to work and
therefore obtain a SSN. This verification from SSA is accepted by DMV
to satisfy the social security number requirement. Dependents must
obtain a letter of exemption from the Social Security Administration
(any SSA Office) and take this Letter to Motor Vehicles with other supporting documents. While this letter from Social Security Administration will satisfy the Social Security Number category of DMV’s point

PROCEDURE TO OBTAIN THE SSA LETTER OF EXEMPTION
1. Both the principal (F-1) and dependent (F-2) must appear in person at the SSA with relevant immigration documents.
2. Go to any Social Security Administration Office and request an L-676 Form.
a. This form is also known as the Social Security “Letter of Exemption” and the actual form is titled “Non-Issuance of Card”
b. This form is not obtainable on any website, it is at the SSA Office, and completed by the SSA officer at the time of request.
3. Immigration documents necessary for review at SSA
a. Passport and Visa (If Applicable)
b. ALL I-20s or DS-2019s with U.S. Port of Entry Stamp
c. DSO letter of support from ISS office
4. SSA provides a “Letter of Exemption”. Photocopy this letter for student’s own records and give original to DMV to obtain drivers license.
ADDITIONAL POINTS:
F-1 students with a social security number will still need one (1) more point.
F-1 students who have a Letter of Social Security Number Ineligibility will need three (3) more points.

Example: You are a new F-1 student who does not have a Social Security Number. Your foreign passport, F-1 visa and I-94 record count as 3 points; the passport is also
acceptable as proof of date of birth. So, you need 3 more points. From the list below, you can select, for example, U.S. college photo ID (your New School ID) and academic
transcript – worth 2 points – and a valid U.S. credit card or ATM card – worth 1 point.
