Rainier Cemetery District Regular Monthly Meeting January 9, 2017 The regular meeting was called to order by Tomey Greer, Board Chair, at 5:00pm at the Rainier Cemetery office; board members present were Dearl Taylor and Janice Carstensen; Kevin Crawford, Sexton and Cyndi Warren, Bookkeeper/Secretary was also present. Visitors: None Old Business: New Office Space Kevin will call the septic company’s for quotes. The applications are 98% percent completed; Kevin just wants to get confirmation from the County before submitting. Survey at Maplewood Cemetery, Clatskanie The walk through with the survey company was to determine the District’s property lines, to be sure that the District was not encroaching on Mr. Dave Smith’s property or the Clatskanie School District property. The District’s property does NOT involve either of those properties. The Board has asked that Kevin schedule a time to meet with Mr. Smith and Brad Thorud, CES Principal and show them each the District’s property line markers. Still waiting to hear about the status of the title search. Kevin will contact the interested parties to set up a day and time for them to meet at the Maplewood Cemetery and walk them through the boundary markers. Nothing new to report at the time of this meeting. Hudson 1 Columbarium (formerly called the Green Mountain Columbarium) The Board has decided to place the columbarium across from the current one in Hudson 1 (this was the District’s plan when the first columbarium was placed). Tom will contact Oregon Memorials and get a price for them to pour the concrete for the new columbarium to be placed on, cut the concrete to preserve the military bronze plaques (to be placed in a new location) and place the columbarium. It was decided that this was in the best interest of all involved and getting this project completed as quickly as possible, as the new columbarium has been finished for quite a while and Oregon Memorials would like to have it out of their storage. Nothing new to report at the time of this meeting. Tax Rate Increase Cyndi will contact the County regarding the timeline and procedures for increasing the District’s permanent tax rate at the November election, after July 15th. Nothing new to report at the time of this meeting. SDAO Safety & Security Grant (Mitigating Exposure to Musculoskeletal (Back) Injuries) Both grants were awarded; electric hydraulic crane and lowering device. Once the check has been received, Kevin will order the devices. Kobel Cemetery – Flag Pole Dave Teuscher contacted Dearl at his home about getting this project completed and what still needed to be done. Dearl and Kevin will meet to pick the best location for the flag pole and light and place a stake. Mr. Teuscher will be contacted and notified that he will need to bring, in writing, the plans for the flag pole and light to a meeting for approval by the Board. Loose and/or Falling Headstones Kevin, with the Board’s approval, will begin work on a system for getting any loose headstones that could fall and/or cause serious harm, repaired and/or removed. The first step will be running an ad in the local papers giving family members a set number of days(60) to contact the District to make arrangements to get the headstone repaired and/or replaced. Once this has been done, Kevin will work with the Board on making a decision regarding the next step. Nothing new to report at this time; this will be a fall project as time and weather allows. .77 Acre Land Sale at Apiary Cemetery (Joe Staley) Kevin has not had time to contact a Realtor. Is there a Board member that would like to take this project on? Tom will contact someone to appraise the trees. Tom will contact a person to have the timber cruised for value; Kevin will provide Tom with a copy of the land description and an overview of the property. Kevin would like to be there when the cruise is scheduled. Annual Holiday Dinner - 2017 A potluck dinner at Cyndi’s house will be considered for this year. District Credit Card for Sexton The Board has asked Cyndi to look into this option, as they feel it would be a much safer option than a debit card. Nothing new to report at the time of this meeting. Crossbow Spraying for Dandelions Kevin has a call into Bob Ringering, with Special Districts, on any possible liability issues with spraying on property that is used by the public. Must/should signs be posted? Attached is a possible sign option; 8 signs would cost approximately $45. Nothing new to report at the time of this meeting. Debit/Credit Machine The Board asked that Cyndi research this and bring info to the January meeting. Nothing new to report at the time of this meeting. New Business: Janice made a motion and Dearl seconded that the bills be approved and paid. Yes – Janice, Yes – Dearl, Yes - Tom Janice made a motion and Dearl seconded that November’s minutes be approved as presented; no December meeting. General Update See Sexton’s Report Lighting the Flag Pole @ Murray Hill Gene Cope is working on getting a contractor to run power from the shop to the pole. Landscaping Improvement Board approved the placement of chips as time allows. Meeting adjourned at 6:05pm.
