Convention Information Sessions
WHAT YOU NEED TO KNOW
AMSA is holding two information sessions for stakeholders to provide information regarding:

the introduction of the Navigation Act 2012;

the ratification and introduction of the Maritime Labour Convention 2006; and

general guidance for owners of Regulated Australian vessels.

Navigation Act 2012 and Maritime Labour Convention 2006
On 1 July 2013, the Navigation Act 2012 will commence. This represents the culmination of years of planning to
contemporise the legislative framework for Australian maritime regulation (for more information on this reform
and the related marine orders, please see our earlier legislation alerts, dated March 2012 and 21 December
2012). This modernisation will also be complementary to the introduction of the Maritime Labour Convention
2006 ("MLC").
The MLC, considered the "fourth pillar" of effective maritime regulation (the other three pillars being SOLAS,
STCW and MARPOL), sets out a comprehensive protection of seafarers' rights to decent working and living
conditions whilst at sea. The MLC, which is implemented under draft Marine Order 11 (the consultation for which
closed on 30 January 2013) will come into force in August 2013 and is available at the ILO website by clicking
here.
AMSA information sessions
Considering the scale of the changes to Australia's maritime regulations, AMSA is holding two information
sessions to provide stakeholders with essential information, including:

the changes to, and new provisions of, the Navigation Act 2012;

the impact that the MLC will have when it comes into force; and

general guidance to owners of Regulated Australian Vessels regarding the MLC, including:
o
compliance and certification of Regulated Australian Vessels over 200gt;
o
the use and regulation of seafarer recruitment and placement services; and
o
complaints management and flag and port state compliance matters.
AMSA's two information sessions will be held at the following locations:
